Problems/Comments

Heating oil spill at housing Camp in town of Cold Bay is estimated at 100 gallons contaminating approximately 20 cubic yards of soil, confirmed by analysis of a single soil sample showing DRO at 770 ppm. At the Earth Station, DRO at 22,000 ppm was detected in lab analysis of soil samples taken near fuel delivery line of 3,000 gallon AST. Volume of contaminated soil at the ES is estimated at 40 cubic yards. Soil contamination could possibly extend beneath the Earth Station building. SDW well on-site screened at 80 feet below ground surface. Heating Oil USts removed on 24 - 29 October 90. Additional assessment and remediation of only the Earth Station site was conducted in 2005. Land ownership issues prevented further assessment and remediation of the housing unit. Cold Bay housing unit assessed in 2006. Additional assessment showed no exceedances of ADEC soil &/or GW cleanup levels. Cold Bay housing unit closed in 2006. The closure was for the housing unit only. The Earth Station is undergoing continuing cleanup & monitoring.

7/18/2005 Proposed Plan Approved preliminary plan for the Cold Bay Earth Station site. Development of a detailed work plan should proceed. It will include a discussion on the Cold Bay Housing site, which is on hold pending landownership issues. Excavation and remediation target goals are 250 mg/kg DRO. 7/27/2005 GIS Position Updated Using Figures 1.2 and 1.3 from a Phase II Site Investigation Cold Bay Earth Station from Woodward-Clyde, dated April 11, 1997, in conjunction with TopoZone Pro, entered the coordinates for this site. Metadata include USGS Topo Maps 1:63K, TopoZone Pro Street Maps, Black and White Aerial Photo, on a Mediums Size Map, View Scale 1:24,000 Coordinate Datum NAD83. 7/28/2005 Cleanup Plan Approved Approved cleanup plan for the Earh Station site only.The excavated soil will be remediated in a bio-pile to be constructed on site. Once the landownership issues are resolved for the housing site, a separate cleanup plan will be developed for that area. It was suggestd that the well be properly abandoned following ADEC approved procedures. Donald Seagren

11/14/2006 Update or Other Action A closure letter was issued for the AT&T Alsacom Cold Bay Housing Site. The site closure applies only to the Cold Bay housing site. The Cold Bay Earth Station has soil contamination remaingabove ADEC cleanup levels. The earth station is subject to on-going cleanup and remediation. It will not be closed at this time. 5/1/2007 Update or Other Action Reviewed Soils Remediation Constructin Completion Report dated March 07. Previous data indicated two areas of concern remined. One area, E-TP-1 near emergency generator door was sampled with the excavated soil being placed in the bio treatment cell. Confirmation sampling showed this area to be below ADEC clenaup levels. E-TP-3 fuel transfer linewas excavated to the exten possible given the constraints of equipment and building locaitons. Soils exceeding ADEC cleanup levels remain at depths greater than 10'. Approximately 110yds3 od DRO impacte dsoil are currently undergoing treatment in the onsite biocell. When the soils in the biocell meet cleanup levels, a conditional closure request will be considered. Donald Seagren
12/10/2007 Update or Other Action Reviewed Bioremediation Statu Report dated 19 November 07. The treatment cell has operated during the summer months since 2005. The latest soil sampling data shows that the soil has been remediated tobelow cleanup standards. No further remdial action is required related to the biocell. the cell may be dismantled following the plan proposed in the report. Sampling under the cell will be required to ensure that no contamination ahs spread to the footprint of the treatment cell. A conditional closure decision document will be developed for the sit ein January 08. Donald Seagren
3/3/2008 Institutional Control Record Established This action is for the Earth Station site. Contaminated soil esceeding ADEC cleanup levels remains beneath the emergency generator building. ADEC has determined that this soil does not pose an unacceptable risk to human health or the environment. No further remedial action is required until the building is removed and the contaminated soil becomes accessible. ADEC will be notified at that time as to what steps are required to address these soils. This IC will remain in effect until future testing shows that the soil remaining has contaminant levels below ADEC cleanup levels. Donald Seagren
3/3/2008 Conditional Closure Approved This action is for the Earth Station part of the facility. Contaminated soil, exceeding ADEC cleanup levels, remains beneath the emergency generator building. ADEC has determined that this does not pose an unacceptable risk to human health or the environment. If the building is removed, AT&T will be required to contact ADEC for appropriate actions that may be required. full site closure will be issued when it had been shown that any remaining soil contamination is below the applicable ADEC cleanup levels.
