Problems/Comments

Approximately 4500 Gallons of diesel fuel leaked in the crawl space of the school warehouse. The cause of the leak was due to internal corrosion within the pipe. The village water well is 500 to 600 yards away, and affected. Groundwater and surface water is contaminated. Several reports of an oil sheen in Toksook Bay and along the shore line, which affected the herring subsistance fishing and egg production. No surface oil to be able to extract- oil is beneath main generator house building for school-fuel transfer pump for remainder of the site-fuel piping in the school is 20 years old- have not pressure tested piping in system. Leak was caused by internal corrosion within the pipe in crawl space underneath the building. Mr. Richard Curtis, the alternate water operator for the PHS water system phone # is: 427-7513. The ledger listed here is the correct one but LC 14928360 may be where funding is available for this site. Last staff assigned were Krieber, Lewis, Dronenburg, Alam, and Frechione. Village Safe Water and PHS provided a new public drinking water system for the city. Wate distribution piping was repaired and upgraded. Free product recovery was accomplishe until no further free product was recoverable. The groundwater exposure pathwya wass eliminated. Approximately 72yds3 of contaminated soi remains under the school maintenence building. This will be addressed once the building is demolished and replaced.

7/31/1996 Update or Other Action In 1996 and in previous years, small fuel leaks have occurred from piping within the NYC Tank Farm, from the marine header, and from the pipeline serving the marine header. In 1992, a predelivery facility inspection of the NYC Tank Farm by APUTCO (Crowley Maritime) found several active pipeline leaks, causing APUTCO to refuse to make the fuel delivery. In October 1993, a gasoline spill of more than 200 gallons occurred at the Tank Farm when an NYC employee inadvertently opened the wrong valve. In October 1995, more than 200 gallons of fuel spilled at the Tank Farm due to an overfill. Shah Alam

He mentioned that he would like to use the remainder of the Toksook Bay money to improve the drinking water supply system. He would discuss that with the city council. 9/18/2006 Conditional Closure Approved Hazardous substance contamination remains under the school maintenance building but does not pose an unacceptable risk to human health or the environment based on its location and present land use. The GW at the site is not a drinking water source because of the contamination &/or naturally occurring conditions. Community water supply wells are located away from any contamination and provide a safe drinking water source for all members of the community. No indication of surface water impacts or impacts to ecological receptors. Natural attenuation will degrade the remaining contamination over time. ADEC will be contacted for the appropriate actions should the contaminated soil under the elementary school maintenance building becomes accessible. Description Details
When Contaminated Soil is Accessible, Remediation Should Occur The soil contamination located under the elementary school maintenance building is currently inaccessible due to the buildings and structures located there. When (or if) the buildings are removed and/or the soil becomes accessible, ADEC shall be contacted for appropriate action. ADEC must approve any excavation, transport, remediation, and/or disposal of soil from the school site.
Periodic Review ADEC will review land use conditions every four years.
Groundwater Use Restrictions The installation of groundwater wells is prohibited. Any exception to this prohibition must be reviewed and approved by ADEC.
Advance approval required to transport soil or groundwater off-site. Standard condition.
Movement or use of contaminated material (including on site) in a manner that results in a violation of the water quality standards is prohibited (18 AAC 70) Standard condition.
