Problems/Comments

The site currently consists of a lot with a Carquest/Polaris retail building. The original building was constructed in 1972. In 2001 and 2018 additions were built onto the existing structure, expanding to the east, west, and north. Prior to 1990 an underground storage tank (UST), floor drain, and septic system were located on the site. The 2,000-gallon gasoline UST was located off the southwest corner of the building. Three floor drains in the building connected to a 2-inch pipe that drained to a leach field located 2 feet to the north and 1 foot below the building foundation. The floor drain leach field consisted of concrete blocks in a 4-foot diameter circle that was open at the base. A 2-inch line connected a second-floor restroom to the septic leach field approximately 20 feet north of the building. The septic leach field consisted of a 6x6 foot gravel-filled timber crib. A limited site assessment was conducted in May 1990. Analytical samples were collected during this investigation, including four soil samples and one sample from the water well located to the east of the building. The findings of this investigation prompted the removal of the 2,000-gallon gasoline UST, floor drain, septic crib, and contaminated soil in August 1990. Confirmation samples indicated contamination remained at the site above migration to groundwater and human health cleanup levels. The floor drain and septic drain areas have been covered by building additions. Before constructing the additions, a 20 millimeter impermeable membrane was installed to limit the potential for contaminants to migrate to groundwater.

Action Information

Action Date Action Description DEC Staff
5/1/1990 Update or Other Action (Old R:Base Action Code = MS - Monitoring/Sampling). Limited sampling conducted by Clark Engineering Co. at 5 locations resulted in TPH levels ranging from 2.8 - 423 ppm. Using Method 418.1. Subsequent sampling revealed that primary contaminant to be diesel. Former Staff
7/25/1990 Interim Removal Action Approved (Old R:Base Action Code = REM - Removal / Excavation). 2,000 gallon tank removal. No holes in the tank were observed. Soil contamination encountered at the piping. PID readings were interpreted for gasoline, however further analysis revealed taht the primary contaminant is diesel, therefore more contamination could be present in the excavation hole. Not a clean hole. Information based on Shannon and Wilson report dated 8/29/90. Also excavated floor drain area and septic system area storing contaminated soils on site. Contaminated soils are still under the building when excavation had to halt due to threat to buildings structure. Drinking water well tested at 0.5 ppm TPH no BTEX detected. Former Staff
2/1/1991 Site Added to Database Approximate date of add due to computer problems. Petroleum contaminated site with tank closure. Former Staff
3/13/1991 Site Ranked Using the AHRM Site initially ranked by staff. Quantity Value unknown. Former Staff
1/14/1994 Update or Other Action (Old R:Base Action Code = RPL2 - Site Information Request Letter). Sent PRP-CS Database Notification Letter to RP requesting update and more environmental information concerning contaminated site. Letter returned - Forwarding address was expired. Need to do RP address search to notify RP. (try P.O. Box 73454, 99709)? Jeff Peterson
3/28/1996 Site Ranked Using the AHRM Site reranked by staff, score was 72. Shah Alam
6/13/1996 Update or Other Action (Old R:Base Action Code = RDRA - Remedial Design / Remedial Action). Evans Industries requested to thermally remediate the stockpiled fuel contaminated soil. Shah Alam
10/21/1996 Update or Other Action ADEC received water sample analyses results from Evans Industires consultant NORTECH. No BTEX and TPH compounds were detected. Shah Alam
12/22/1997 Update or Other Action ADEC received a "Site Remediation Report" from Evans Industries. The report documented thermal remediation and impermeable membrane installation. Shah Alam
5/8/1998 Update or Other Action Robert Evans of Evans Industries requested a closure letter. ADEC staff informed that institutional control needed to be recorded before closure. Evans Industries did not proceed with recording the institutional control. Shah Alam

7/6/2018 Potentially Responsible Party/State Interest Letter DEC sent letter of state's interest to Evans Industrial as a potentially responsible party. Janice Wiegers
8/15/2018 Update or Other Action Letter submitted from Evans Industries responding to DEC's letter. Engineering controls in the form of impermeable membranes was installed in 1993. Evans indicated that a Notice of Condition Affecting Title was intended to be filed in 1991, but was apparently not filed. Evans plans to file this document in the next 30 days. Janice Wiegers
8/30/2018 Update or Other Action Called Evans Industries to discuss options for recording a notice and pending file review. Property may be subdivided. Plan to meet in October in Fairbanks to discuss. Janice Wiegers
10/23/2018 Update or Other Action Received call from Robert Evans to discuss necessity of deed notice. ADEC will review file and evaluate site conditions against current closure requirements. Janice Wiegers
2/15/2019 Meeting or Teleconference Held Meeting held with Mr. David Evans and Mr. Robert Evans to discuss site requirements that include an assessment of the vapor intrusion pathway and demonstration that groundwater is not being affected by the remaining contamination. They indicated they would retain a qualified environmental professional. Hand delivered prepared correspondence with requirements needed to move site towards closure. Megan Roberts
8/7/2019 Document, Report, or Work plan Review - other Groundwater sampling workplan submitted for sampling the on-site drinking water well which is no longer in use. Plan was prepared by TPECI. Janice Wiegers
