Problems/Comments

>9,000 barrels/5 transformers in 11 areas at 4 sites, encompassing 18,500 acres. 25 barrels contain product of 1,025 gallons fuel oil and transformers (3 tested PCB positive) with about 8 gallons of transformer contents. 4,150 cubic yards soil contaminated by diesel fuel, kerosene, and volatile organics. Waste to be shipped to site consistent with TSCA. Military- Phase III Review completed 10/08/91. ACOE# F1AK007402 -Navy site. AK ID# 910625-24/F. The closest site is within 600 feet of the village (population = 150). Permit# 9132-BA005. Previous file number was 540.02.002. DERP-FUD (rpltr3.1).

9/20/2001 Proposed Plan ADEC has determined that this site meets the requirements for closure under Method 2. ADEC and the Corps of Engineers are jointly public noticing this site for proposed closure and will accept comments from September 20 - October 22, 2001. Site Closeout Report prepared by the Corps of Engineers, accompanied by a Public Notice Fact Sheet prepared by DEC, comprise the equivalent of a proposed plan. Tamar Stephens
2/20/2002 Record of Decision ADEC Section Manager, Jennifer Roberts, and Corps of Engineers Commander, Colonel Steven Perrenot, jointly signed a record of decision to close this site. Signing ceremony was held at 3:00 PM, February 20, 2002, at Elmendorf Air Force Base. Tamar Stephens
2/20/2002 Site Closure Approved Closure of this site was approved when ADEC signed the record of decision on February 20, 2002. This site was closed under Method 2, Arctic Zone. The pathways of exposure were soil inhalation and soil ingestion. Cleanup consisted of removal of about 35,000 drums, 26 of which contained product, and removal of 146 tons of unsafe debris, including Quonset huts, a radio tower, vehicles, storage tanks, compressed gas cylinders and eight transformers. One drum pile was buried in the sand at an old landfill area adjacent to the north side of the cemetery; five layers of drums were removed, and two layers left in place, because they were filled with silt, frozen into the permafrost, and no contamination was found. A permitted landfill was constructed for disposal of drums and debris - ADEC Solid Waste Permit #9332-BA004. All debris except transformers went into landfill; transformers were shipped off-site for disposal. Contaminants of concern at this site were diesel range organics and PCBs. Diesel range organics were found at levels below Method 2 cleanup levels; the maximum concentration was 970 mg/kg, which is below Method 2 cleanup level of 12,500 mg/kg. PCB-contaminated soil (1.8 cubic yards) was excavated and shipped off-site for disposal; maximum concentration remaining on site was 0.13 mg/kg. Surface water in Village Creek was sampled and no contamination was found. Tamar Stephens
