Problems/Comments

Inlet Petroleum spilled approximately 200 gallons of fuel at the Laidlaw site. Cleanup of spill revealed further signs of past spillage at site. Total extent of contamination is unknown.

10/2/1996 Update or Other Action ADEC letter to Laidlaw of this date requiring retrieval and submittal of a treatment and disposal plan for approximately 100 cubic yards of contaminated soils from the subject site stored at Bio-Tech Services in Wasilla. Soils have not been treated at BioTech. Bio-Tech was found to be out of compliance with ADEC regulations so that soils stored there for potential future bioremediation had to be picked up by the original responsible parties. 6/30/1999 Update or Other Action ADEC received Laidlaw cover letter dated 6/30/1999 expressing concern that its consultant TERRASAT had not been able to gain access to the former Laidlaw property at 1147 East Dowling after sveral attempts from February to May 1999. TERRASAT had, according to TERRASAT's enclosed letter of June 21, 1999, finally met with 1147 East Dowling owner Ali Azzam at the site and discovered that the location of the former AST is in fact on the property at 1135 East Dowling Road, a property owned by Don Pintar. In an attachment to TERRASAT's enclosed letter to Laidlaw, TERRASAT advised the Azzams that during the site visit it had observed stained soil by the northwest corner of the shop building at 1147 East Dowling and was concerned that it would impact the shallow groundwater and impact the area to be sampled on behalf of TERRASAT. 3/22/2001 Update or Other Action ADEC received on 3/22/2001 a report by Shannon & Wilson, Inc. prepared for Lounsbury & Associates "Additional Phase III Site Characterization, 1147 East Dowling Road" dated July 21, 2000. The report is described as an addendum to Shannon & Wilson's report "Limited Phase III Site Characterization, Dowling Road, Old Seward Highway to Lake Otis Parkway" dated November 1999, and documents work to determine whether a floor drain located in the vehicle maintenance building was discharging to the city sanitary sewer (this was confirmed) and to assess the soil and groundwater at two locations on the property by drilling two soil borings, B1 and B2 and installing temporary monitoring wells in each. DRO was encountered at a concentration of 590 mg/kg in a sample collected from the 7-9 foot bgs interval; the consultant attributed this to naturally occuring organics and concluded that the limited subsurface assessment performed at the property did not encounter soil or groundwater which exceeds the most stringent ADEC soil or groundwater cleanup criteria. 3/11/2004 Update or Other Action Date of report on file originally submitted to ADEC spill response group with title "Remedial Action Report, POL Spill at 1147 E. Dowling Road, Anchorage, Alaska." Report by Montauk Environmental for Thomas Development Inc. (TDI) describes drums present on property, left by former tenant, one of which was damaged by TDI excavator operator during demolition of a shop building as part of a state ADOT&PF road improvement project. The damage to the drum resulted in a 10-15 gallon spill of waste oil containing tetrachloroethylene (PCE). The report notes that contamination flowed onto adjacent property, 1135 Dowling Road. Also present in file is July 30, 2003 letter from TDI regarding spill liability on the part of others. Cleanup on July 8, 2003 included excavation of approximately 5 cubic yards of soil. Samples collected from the excavation limits showed that DRO and PCE exceeded cleanup levels in remaining soil, with the highest concentration of PCE 0.742 mg/kg and DRO 1,000 mg/kg. Following a second round of excavation and sampling on September 19, 2003 DRO, RRO, benzene and PCE were all non-detect or well below cleanup levels. Impacted soil was transported and disposed of in accordance with state and federal regulations in December 2003. Former Staff
4/1/2004 Document, Report, or Work plan Review - other ADEC spill response staff sent a letter granting 'No Further Action' status for a waste oil drum spill at the site, but noted that impacted soil was encountered below the depth of the drum spill that was unrelated to the drum spill. The letter informed Steven Thomas of Thomas Development that based on the discovery of contamination the site would be transferred to the Contaminated Sites Program. Property owner is Mr. Alli Azzam. 4/2/2004 Update or Other Action Complaint by neighbor at 1135 East Dowling Rd. of oil spill migrating onto property from 1147 East Dowling. Report submitted on this date documenting historical contamination found during excavation of recent drum spill. (Drum spill handled by ADEC spill response group). According to auto shop owner Alli Azzam at 1147 East Dowling contamination on one or both properties 1135 and 1147 East Dowling were leased to Laidlaw Transit Inc. for bus maintenance. According to Azzam the property at 1135 East Dowling was once a junk yard prior to Laidlaw's ownership, and is currently a used car lot. Former Staff
