Problems/Comments

On 4/3/91 ADEC was informed that two one-million gallon underground storage tanks (one diesel, one JP-4 jet fuel) had failed tank tightness testing. Tanks #37 and #38 were unregulated underground storage tanks classified as field tanks. Tracer gas was detected in a soil gas probe adjacent to tank at a depth of five feet. The tanks have since been emptied of product and abandoned in place. The tanks were used on site for thirty-four years. Additional contamination likely resulted from ground disposal of sludge cleaned from the tanks and water drained from the tank bottoms. Above ground storage tanks holding JP-8 jet fuel have replaced the abandoned USTs. Air Force Installation Restoration Program Sites: Million Gallon Hill (CG001) and Missile Storage Area (CG002). The two IRP sites are believed to have common contamination sources, and are therefore treating as one site commonly referred to as Million Gallon Hill. Free-phase product and dissolved petroleum constituents above cleanup levels have been documented in monitoring wells downgradient of the tanks. Periodic free product recovery was conducted over the 1990s. The current remedial strategy is bioventing. --Updated 2011-- In August 2010 a field sampling plan for Million Gallon Hill and Missile Storage Area was developed. Million Gallon Hill was identified as a candidate for the site characterization pathway. The goal of the site characterization pathway is to characterize the lateral and vertical extend of the contamination. This plan was approved in 2011, and sampling was expected to begin during the summer of 2011. Data from this sampling event will be available following the 2011 field season. Missile Storage area is also on the site characterization pathway. Sampling for this area is expected to beging during the 2011 field season.

2/21/2003 Update or Other Action Bioventing systems were installed at this site in the mid-90's. THese systems were operated periodically, but not properly maintained or monitored. In 2002 work was completed by an Air Force contractor to evaluate the systems. Further characterization of the soil and g.w. were completed. Groundwater concentrations still exceed cleanup levels. The bioventing systems will be overhauled in 2003 and continue to be operated. WElls will be installed downgradient to assess contaminant migration from the site. Ann Farris
9/17/2003 Update or Other Action Staff received the Draft Remedial Investigation/Feasibility Study Work Plan for Galena Airport. Staff has begun review of the document. A comment resolution/technical project team meeting is scheduled October 2-3rd in Anchorage. This work plan is intended to address the many outstanding site characterization issues that were raised by Louden Tribal Council, the Environmental Protection Agency, and ADEC as well as the Remedial Process Optimization Evaluation completed in 2002. 1/22/2004 Meeting or Teleconference Held Staff attended the 7th Galena Technical Project Team Meeting on January 12 through 15th. We discussed most of the contaminated sites at the Galena Air Force Station and the Campion Radio Relay Station. We evaluated the adequacy of the historical site characterization, the need for further characterization, possible remedial options, the adequacy of exiting remediation systems, and the need for a risk assessment. Of the 23 sites reviewed at the meeting, 5 are closed already by ADEC, 5 are believed to not need any further characterization or remediation. The remaining 13 need additional investigation or remediation of some type. Additionally, there are a few sites that were not covered during this meeting that will still need to be reviewed. Million Gallon Hill - The site is pretty well characterized. There is still a question about possible migration to the northwest. Further groundwater monitoring under the RI will assess that possible migration pathway. In addition, the performance of the existing bioventing systems will be evaluated under the RI. There will be an evaluation of remedial alternatives for the groundwater contamination under the RI as well. Ann Farris
4/19/2004 Meeting or Teleconference Held Staff participated in the 9th Galena Technical Project Team meeting on April 19th. The meeting was between representatives of the Air Force, Louden Tribal Council, City of Galena, Galena City School District, and the Alaska Department of Environmental Conservation. The primary objective of this meeting was to complete comment resolution on the the Draft Final Remedial Investigation/Feasibility Study Work Plan. The team did ultimately come to resolution on the work plan and the final version is expected out by mid-May. Ann Farris

1/3/2006 Update or Other Action DEC received the draft Remedial Investigation and Feasibility Study. The Air Force is proposing to continue air injection bioventing to address petroleum contaminated soils, and additional installation of monitoring wells to better delineate the resultant groundwater plume. 3/7/2006 Update or Other Action The draft risk assessment found no unacceptable risk for this site, so no feasibility study was conducted. The Air Force has proposed air injection bioventing, long term groundwater monitoring (LTM) and land use controls (LUCs) until residual contamination has attenuated to Method 2 cleanup levels. 6/1/2006 Site Characterization Workplan Approved The Air Force and DEC came to agreement on a work plan for monitoring well installation and sampling that will serve to fill data gaps identified during the recent remedial investigation. Two monitoring wells with screened intervals below the top portion of the aquifer will be installed to better delineate the vertical distribution of the petroleum contamination. One well will be at the “mid-plume” and the other at the farthest downgradient edge of the plume; these new wells will help establish a sufficient network for long-term monitoring. Colin Craven

11/17/2006 Update or Other Action Two deeper interval monitoring wells were installed in summer 2006. 09-MW-29 was installed at the southern base of Million Gallon Hill, adjacent to a shallow monitoring well that had been showing non-detection for BTEX compounds. 09-MW-30 was installed farther downgradient of the hill, to the west and deeper than other wells that had previously served as sentry wells. Both 09-MW-29 and 09-MW-30 showed significantly higher benzene concentrations than the nearby shallow wells (43 and 110 micrograms per liter, respectively). Because of these new findings, it is no longer clear whether or not the plumes emanating from Million Gallon Hill and the Missile Storage are reaching the Yukon River. Colin Craven
