Problems/Comments

An original release in 1991 was reported to be approximately 100 gallons of jet fuel from a leaky pump that supplied fuel at the airport in Kaktovik. In 1993, approximately 10 cubic yards of contaminated soil were excavated and stored in a lined pit. The area was excavated to a depth of 2.5 to 3 feet bgs (directly below the pump house). The gravel at this depth exhibited fuel contamination. No samples were collected from the bottom of the excavation. Excavation was discontinued at this depth due to two factors. First, a hard pack gravel layer was encountered which made it difficult to dig and there was concern that buried electrical cable for the U.S. Air Force property was beneath the site, therefore heavy machinery could not be used. The soil from this pit was said to have been barged to AIC in Prudhoe Bay for thermal remediation. No documentation in the file exists of the Certificates of Disposal. Update 1-22-09: The contamination at this site is being addressed by the Air Force through additional excavation and landspreading. Site will remain open until successful completion of remediation.

1/22/2009 Update or Other Action Reviewed file and associated documents from the Air Force for the Barter Island Long Range Radar Site (LRRS). The Air Force, through project Clean Sweep, has done further excavation and remediation by landspreading the contaminated soils from the Waldo Arms Fuel location due west of the hanger at Kaktovik Airport. There is continued monitoring of the landspreading site and the active water zone, by the Air Force. 2/25/2009 Update or Other Action The property that Waldo Arms Fuel occupied is owned by the United States Air Force (USAF). All structures that comprised Waldo Arms Fuel have been dismantled and the area has been excavated with the contaminated soils going to the USAF Eastern Landfarm on Barter Island. The site cleanup is being done through the USAF Project Clean Sweep, which began in 2006. 12/31/2015 Document, Report, or Work plan Review - other Reviewed the 2006 Remedial Action and EBS Sampling Report, dated February 2007. The report was prepared for the United States Air Force (USAF) Clean Sweep Program, which covers three Barter Island LRRS sites; Hanger, Refueling Area, and Air Terminal Fuel Storage Area. The Refueling Area encompasses the Waldo Arms Fuel site, and is the subject of this summary. The Refueling Area was excavated in August 2006. The excavation extended vertically to the water table or permafrost, whichever was encountered first, and continued horizontally until the planned quota of soil had been removed. The final surface area of the excavation was estimated at 7,677 square feet (ft2) and ranged in depth from 1.5 feet in the northern portion to 6 feet in the southern portion. Analytical results revealed that GRO and DRO remain at the base of the excavation (at the water table or permafrost) up to 1,010 mg/kg and 1,260 mg/kg, respectively; and in the sidewalls (in the gravel pad) up to 2,490 mg/kg and 5,120 mg/kg. In addition, five groundwater well points were installed north of the excavation, in the inferred groundwater flow direction, to determine dissolved-phase contamination was present in the pad-pore water and to determine if contamination could be impacting the Beaufort Sea. Water samples collected from three of the well points exhibited benzene, TAH, and TAqH above Alaska Water Quality Standards (AWQS). The tank, pumphouse, and fuel box that were originally associated with the Waldo Arms Fuel site were dismantled and removed by the USAF Clean Sweep Program in 2005. The site was positioned in the southeastern portion of the excavation, and during the 2006 excavation, all gravel from the Waldo Arms Fuel site was removed to the maximum extent practicable and has been filled in with clean fill.
