Problems/Comments

Diesel range organics at concentrations of 19,000 - 29,000 mg/kg found in a soil boring at the north end of the site during a Department of Transportation (DOT) right-of-way study in 1992. Contamination was present at 5 feet and 10 feet below ground surface. Tennessee Service Station reportedly occupied this site at one time. This site is also a Leaking Underground Storage Tank (LUST) site (file number 102.26.058). Tesoro operated a small gasoline station at this site and removed the underground storage tank (UST) system in 1999. The LUST site was closed in September 1999. The 1992 DOT report indicated that the former Tennessee Gas Service Station was located on the north end of this property in 1974.

Action Information

Action Date Action Description DEC Staff
2/6/2003 Site Added to Database DRO contamination. Deborah Williams
2/6/2003 Site Ranked Using the AHRM Preliminary ranking. Deborah Williams
8/9/2006 Update or Other Action 7 borings drilled on site in 1992. Shannon & Wilson report "Geist/Johansen Expressway Illinois Street Hazardous Waste Investigation" shows DRO, GRO, and BTEX above ADEC cleanup levels in boring B-7 on the northern boundary of the property. DRO:19,000 ppm (5 feet bgs), 29,000 ppm (10 feet bgs), benzene 4.2 ppm, toluene 4.2 ppm, ethyl-benzene 12 ppm, total xylenes 35 ppm. Shannon Oelkers
8/11/2006 Update or Other Action Site participated in MSLUG area wide contamination study from 1996-2001. Shannon Oelkers
9/25/2006 Potentially Responsible Party/State Interest Letter Potentially responsible party / state interest letter sent to landowner. Shannon Oelkers
9/28/2006 Meeting or Teleconference Held Met with landowner Gus Johnson, lawyer John Burns to discuss request for further characterization. Shannon Oelkers
9/29/2006 Meeting or Teleconference Held Site visit with Gus Johnson, John Burns, and Mark Lockwood of Shannon & Wilson. Discussed sampling plan to characterize contamination found at corner of lot in 1992. Shannon Oelkers
10/12/2006 Proposed Plan Approved site sampling plan proposed by Shannon & Wilson. Shannon Oelkers
2/14/2007 Update or Other Action Phone call from Mark Lockwood, he will be meeting with owner Gus Johnson and legal rep John Burns in the next few weeks, then would like to meet with ADEC staff to discuss results of site characterization. Shannon Oelkers
3/22/2007 Meeting or Teleconference Held Met with Mark Lockwood, Gus Johnson, John Burns regarding results of 11/06 investigation. Contamination present in soil, but not GW. Owner is choosing to pursue corrective action this summer by excavating the contaminated area and thermally treating the soil at OIT. Final report from 11/06 to come from S+W, along with workplan for summer 2007 excavation. Shannon Oelkers
3/22/2007 Exposure Tracking Model Ranking Intitial Ranking Complete for Source Area: 72569 (Autogenerated Action)
4/6/2007 Site Characterization Report Approved Received "Release Characterization, Sunrise Bagel, 223 Illinois Street, Fairbanks, Alaska" from Shannon & Wilson. Site characteriazation identified DRO contamination remaining in the soils up to 26,800 mg/kg and GRO contamination up to 663 mg/kg. Report recommends excavation of soils, and coordinaton with the property owner to the north of this site, as the contamination likely extends onto that property. Groundwater at the site was analyzed, but contamination was not detected above ADEC cleanup levels. Shannon Oelkers
7/27/2007 Update or Other Action Site transferred from Oelkers to Frechione. Shannon Oelkers
1/7/2008 Update or Other Action Spoke with Mark Lockwood from Shannon-Wilson for an update on the site. Owner will wait for Illinois expansion project to take place to take samples since area is covered with asphalt. Owner will also coordinate with property on the North since contamination seems to extend onto that area. Tamara Cardona-Marek
6/27/2008 GIS Position Updated Latitude and longitude were corrected to match the same coordinates as Tesoro Northstore #117, Event ID 1063, converted to NAD 83. Mitzi Read
12/10/2008 Update or Other Action DEC sent letter to RP requesting an updated CSM and additional actions at the site, including removal of contaminated soil. Tamara Cardona-Marek
11/6/2009 Update or Other Action Transferred site management from Tamara Cardona-Marek to Jim Fish. Janice Wiegers
4/1/2013 Update or Other Action Met with TPECI to discuss Phase I and pending property sale Jim Fish
5/3/2019 Update or Other Action The most recent environmental work at this site was conducted in October 2006. At that time, soil concentrations were detected which exceeded DEC's current cleanup levels for GRO, DRO, benzene, ethylbenzene, and xylenes. DRO concentrations ranged from 9,600 mg/kg to 26,800 mg/kg in exceedance of the 250 mg/kg cleanup level. GRO concentrations ranged from 419 mg/kg to 663 mg/kg, in exceedance of the 300 mg/kg cleanup level. Benzene concentrations ranged from 0.0609 mg/kg to 0.150 mg/kg, in exceedance of the 0.022 mg/kg cleanup level. Ethylbenzene concentrations ranged from 0.244 mg/kg to 2.06 mg/kg, in exceedance of the 0.13 mg/kg cleanup level. Xylene concentrations ranged from 10.6 to 35.2 mg/kg, in exceedance of the 1.5 mg/kg cleanup level. In 2006, one groundwater sample and a duplicate were collected from the soil boring with the highest DRO concentrations. There were no exceedances of groundwater cleanup levels from that single location. Jamie McKellar
10/6/2023 Potentially Responsible Party/State Interest Letter PRP Letter sent to Gisela Berrios and Nahum E. Berrios II via Certified Mail. The Berrios purchased the property in June of this year. Kelly Ireland
