Problems/Comments

Alaska Department of Transportation and Public Facilities (ADOT&PF) notified ADEC on 7/9/1992 of soil contamination from petroleum found during trench/utility work on lot. One sample taken at the hottest photoionization detector (PID) reading on the west side of the utility trench, near the middle of the property contained the following analytes listed in milligrams per kilogram (mg/kg) 7,900 gasoline range organics (GRO); 45,000 diesel range organics (DRO); 57 benzene; 360 toluene; 74 ethylbenzene; 370 xylenes. Seven documented spills or releases occurred at the property. These spills included 1,200 gallons of Jet-A fuel to a lined containment berm in 1978; 300-600 gallons of the fuel escaped containment through a sump pump drain. National Petroleum Reserve (NPR) was operating the facility at the time although they had not yet purchased the facility. In addition, the following spills were reported. 300 gallons of JP-4 (1978); 25-50 gallons of JP-4 (1979); 30 gallons of diesel (1979); 5 gallons of diesel (1979); 15 gallons of Jet-A (1979); 40 gallons of Jet-A (1981). Block 10, Lot 5A. The former Texaco Bulk Fuel terminal began operation at the site in July 1969. May 1979 North Pole Refining accepted terms of the lease, and purchased the business. The site contained a warehouse building and three 25,000 gallon aboveground storage tanks (ASTs). The name was changed to MAPCO in 1983. MAPCO terminated their lease agreement in 1989. Tanks and structures were removed from the property at that time. The site remains vacant.

8/31/2005 Update or Other Action Groundwater Sampling Report received. The report states that 13 soil borings and 6 monitoring wells were installed in August 2004. The highest contaminant levels were observed in boring MW-1. Soil from the boring taken at 4 ' bgs contained 30,900 mg/kg DRO and exceeded clean up levels for GRO and BETX analytes. Groundwater contamination in MW-1contained 27,200 and 33,400 ug/L GRO and Diesel respectively in 2004, all BETX analytes exceeded cleanup levels; benzene was observed at 1,770 ug/L. Analytes in this same MW were significantly lower during the 2005 sampling event. GRO and DRO were 9,000 and 436 ug/L respectively. MW-1 is near the property boundary along Airport Industrial Road. The FIA Fuel Hydrant pipeline runs approximately 15' to the southeast of MW-1 and could potentially be contributing to contamination at the site. Kim DeRuyter
9/21/2005 Meeting or Teleconference Held Janice Wiegers, and Kim DeRuyter met with Gerald O'Regan (ChevronTexacon) and Steve Krci k Red Hills Environmental) to discuss further delineation at the site. Groundwater contamination at MW-1contained 27.2 mgL GRO, 33.4 mg/L DRO in August 2004. MW-1 is placed near the location of an elbow in a former fuel line which transferred fuel from the ASTs to a fuel dispenser. The FIA - Fuel Hydrant line ran through this property not far from MW-1 also. Gerald agreed to further delineate groundwater contamination in this area though he did feel that contamination could be the result of non-Texaco sources. Kim DeRuyter
12/9/2005 Update or Other Action Received call from Brady Nagle Project Manager for SAIC. Discussed groundwater gradient at the site. Monitoring wells were surveyed in 2004 to the K-60 brass cap monument at FIA. Pending workplan includes installation of Goresorbers and additonal soil and groundwater sampling. Kim DeRuyter
12/9/2005 Update or Other Action Groundwater (GW) Sampling Report - September 19, 2005 Sampling Event received. The significant difference between this sampling event and the previous data is the lack of GRO in MW-1, and MW-3. Also, DRO and RRO are notably absent from MW-2. The depth to water was about midrange between previous high and low groundwater elevations at this site. GW elevation measurements continue to support previous evidence that GW flow in this area is to the SE. This is the opposite direction of the groundwater flow direction at sites nearby. However, GW gradients in this area are very flat. Kim DeRuyter
5/22/2006 Site Characterization Workplan Approved Site Characterization report received from Brady Nagle at SAIC. The workplan outlines 5 tasks: Task 1 - create a CSM which will compare site conditions to cleanup levels and evaluate potential risk to human and ecological receptors; and evaluate the need for ICs. Task 2 - obtain permits and locate utilities; prepare a health and safety plan Task 3 - perform a GORE survey to further delineate the contamination and determine if additional soil borings or GW wells need to be installed. 2/1/2007 Update or Other Action Received a call from Brady Nagle. The 2006 SA is complete except for the Lab QA and CSM. Sent links to the guidances and checlists from the CS website. 3/15/2007 Update or Other Action ADEC received the 2006 Groundwater Sampling Report for the Former Texaco Bulk Fuel Terminal. According to the report, groundwater samples were collected from wells MW-1 through MW-6. Groundwater samples were analyzed for GRO, BTEX, DRO, RRO, and selected VOCs. Concentrations of dissolved-phase benzene and GRO above ADEC cleanup levels during the July 27, 2006 sampling event were only detected in the sample from MW-1. The DRO,GRO and BTEX conc. at well MW-1 have shown a decreasing trend since monitoring began in August 2004. The levels above ADEC cleanup levels in MW-1 were 3.79 ppm GRO and 152 ppb benzene. 7/2/2007 Update or Other Action ADEC received a Soil Survey Assessment on the property. The conclusions of the report stated that the TPHd (diesel) is most highly concentrated at the eastern and northeastern border of the site, downgradient of the former USTs. Some TPHd mass is also concentrated southwest of the former pump house. A separate off-site plume appears to be located southwest of the site. A TPHg mass appears to be localized at one of the module locations east of the site just prior to Industrial Airport Road. BTEX was minimal at the site, with a localized mass east of the site near the TPHg mass. Deborah Williams

1/14/2010 Document, Report, or Work plan Review - other DEC reviewed the First Semi Annual 2009 Groundwater Monitoring Report and Geochemical Parameter Monitoring results. Groundwater flow direction was to the south -southwest as opposed to the east -southeast observed during previous events. Wells MW3 and MW5 were not sampled due to the presence of ice. GRO and benzene exceeded cleanup levels in well MW-1. Geochemical parameters suggest aerobic conditions outside of the contaminated area and anaerobic conditions near well MW-1 (mostly based on methane and ferrous iron results). However, detectable amounts of methane were also observed in MW-5, were contamination has been non-detect. Arcadis recommends that future monitoring events are conducted later in the year when groundwater is less likely to be frozen and natural attenuation parameters may be more observable. Plans include to perform 3 rounds of monthly gauging of MW-1 to confirm presence of LNAPL; collect an LNAPL sample if possible for fingerprinting; and continue annual groundwater monitoring. 2/26/2010 Document, Report, or Work plan Review - other DEC received the Second Semi-Annual 2009 Groundwater Monitoring and Geochemical Parameter Monitoring Results from Arcadis. Well MW-1 was not sampled due to a light sheen. All contaminants were below cleanup levels in wells MW-2, MW-4, and MW-6. Only DRO exceeded the cleanup level in MW-3 and MW-5 with 2.64 ppm and 3.31 ppm respectively. Anaerobic biodegradation activities within the hydrocarbon plume could not be determined with the results obtained. Tamara Cardona-Marek

7/29/2011 Site Characterization Workplan Approved DEC received and reviewed the 2011 Off Site Assessment Work Plan. Plan proposes to install an additional off site temporary monitoring well (across the street). Soil will be screened and sampled as well as groundwater. Work plan has been approved. 8/28/2012 Meeting or Teleconference Held DEC met with Chevron and Arcadis to discuss actions for 2012-2013. Currently hand augered samples are being collected at the site to delineate contamination near MW-1 at different depths (particularly near 4 feet where contamination has been identified in the past). 4/29/2013 Meeting or Teleconference Held DEC, Chevron, Arcadis, and FIA met to discuss several Fairbanks area sites. Recent results for soil sampling at the site indicate that contaminants remain above direct contact levels in surface and sub-surface soils around MW-1 and the southeast property boundary. Because of the utilities in the area and the potential for workers to use the site, this is a current complete exposure pathway. Arcadis suggests to excavate soils from 0-2 feet with a vaccuum truck. Further excavation and other active remediation is not practicable because of the buried utility lines in this area, however airport staff is aware of the issue and will notify DEC and Chevron if utility work will take place in the area. Arcadis also suggested using surfactant and/or redeveloping MW-1 to enable a more robust evaluation of contaminant trends. Robert Burgess

1/14/2014 Site Characterization Report Approved DEC reviewed the Annual 2013 Groundwater Monitoring report. The groundwater gradient was generally to the south, which is consistent with past groundwater monitoring events, but inconsistent with nearby sites at which groundwater flows west to northwest. MW-1 was the only well with contaminants above cleanup levels, including DRO at 234,000 ug/L, GRO at 10,100 ug/L, RRO at 1,400 ug/L, and Benzene at 80.9 ug/L. The only other well containing detectable concentrations of hydrocarbons was MW-3, which contained DRO below the regulatory limit at 830 ug/L. Robert Burgess
5/14/2014 Meeting or Teleconference Held DEC met with Chevron and ARCADIS to discuss the status of several Fairbanks-area sites. Removal of contaminated surface soil and continued groundwater monitoring are planned for the near future at this site. Long-term plans may include monitored natural attenuation and/or institutional controls. Robert Burgess
9/12/2014 Cleanup Plan Approved DEC reviewed and approved the 2014 Cleanup Plan after discussion and comment resolution with the ARCADIS project manager. Cleanup will consist of excavating surface soils to a depth of 2 feet to eliminate the direct contact and inhalation pathways for surface soil; sub-surface soil is not feasible to remove due to utility lines running through the contaminated area--it will be removed in the future if excavation occurs for utility upgrades or replacement. ARCADIS and Chevron propose that institutional controls will be placed on the property. Robert Burgess

Well abandonment and limited soil excavation work has been conducted at this site. Reporting for this work will be included with a site closure report. A determination about previous NEC format vs UECA implementation on airport lease sites has not been finalized. Arcadis will provide the drafted NEC for this site to FIA environmental manager. This report summarizes historic site characterization activities, requests site closure, and reports on field activities conducted in 2016 including the sampling of MW-1, monitoring well decommissioning, limited surface soil excavation, and the collection of confirmation soil samples from the excavated area.
