Problems/Comments

Although this site has been known as the NSB Point Lay Former Tank Farm/Point Lay Power Plant it might be better known as NSB Point Lay Power Plant Former Tank Farm. 20,000 gallons diesel fuel spilled in 1991. 2,200 cy of contaminated soil were stockpiled. Two 42,000 gallon tanks demolished and 5 acres of surrounding tundra identified as potentially impacted. This was at the Power Plant Former Tank Farm. 2003 SA identified containment liner for CURRENT tank farm tanks was in poor condition. Soil stains, drums stored on site, some not labeled and dented, leaking or missing bung tops at CURRENT tank farm. Fuel transfer lines were missing some stabilization footings. PID readings were between 1 and 49 ppm. No analytical soil samples were taken. Analytical surface water sample was taken, DRO, toluene, ethylbenzene and xylenes were detected, but not above ADEC cleanup levels.

8/1/1993 Update or Other Action Staff verbally approved the removal of contaminated gravels from the pad to be relocated and stockpiled according to ADEC guidance at the Point Lay landfill. Approximately 3,000 yards of gravel was removed. Woodward-Clyde and VRCA have been at the site this summer preparing for soil removal and storage. The majority of the investigations reported in this document pertain to the Kali School Site, however three surface water samples were also collected at this site during the same investigation. Samples were collected from tundra ponds near the location of the former tanks. DRO and RRO were detected, but BTEX and PAHs were not detected. 3/2/2011 Cleanup Complete Determination Issued The Alaska Department of Environmental Conservation, Contaminated Sites Program (ADEC) has completed a review of the environmental records associated with the NSB Point Lay Former Tank Farm/Point Lay Power Plant located in Point Lay, Alaska. Based on the information provided to date, it has been determined that the contaminant concentrations remaining on site do not pose an unacceptable risk to human health or the environment and no further remedial action will be required as long as the site is in compliance with established institutional controls. 7/20/2023 Site Characterization Report Approved In April 2022, NSB conducted a limited site characterization effort in support of a potential water source development project in Point Lay. Two borings (G22-EB01 and G22-EB02) were both advanced to 30 feet below ground surface (bgs) on Lot 4D on or near the NSB Point Lay Former Tank Farm/Point Lay Power Plant contaminated site (Hazard ID 1624). A third boring (G22-EB03) was advanced to 30 feet bgs on Lot 8, east of the site mentioned above and west of the NSB Point Lay DMS Drum Storage Area contaminated site (Hazard ID 25365) on Lot 8 at the water treatment plant. Three laboratory analytical samples were collected from each boring. In borings G22-EB01 benzene and naphthalene exceeded were detected but below the Arctic Zone human health CUL. In G22-EB02 there were exceedances of GRO and DRO above Method 1 Table A2 CUL. Several other analytes were detected but were below the Arctic Zone human health CUL. In boring G22-EB03 near the water treatment plant total xylenes, 1,2,4-trimethylbenzene, and naphthalene exceeded the Arctic Zone human health cleanup levels at 5-7.5 feet bgs. Lisa Krebs-Barsis
