Problems/Comments

The site was used from approximately 1953 to 1967. Drum pile with 10 drums sampled, 7 contain POL contaminated water. Also 2,777 drums on site. Stained soil observed in and around drums. Sheen on water and other evidence indicate areas of environmental contamination. Pre-design final report suggest additional sampling should be considered upon removal of drums. In view of earlier information and 1/88 sampling report COE should sample the soils and H20. Reviewed and ranked 5/19/92. (rpltr4) According to the FUDS Site Summary dated 2/21/96, restoration includes 3,000+ 55-gallon POL drums, 5 tons of combustible debris and 5 tons of noncombustible debris. The total estimated volume of debris is 200 cubic yards. There is also approximately 3,000 cubic yards of POL contaminated gravel fill. Last staff assigned was Markey.

8/2/2005 Site Characterization Report Approved Soil, surface water, and sediment samples were collected at the Manning Point and Barter Island Drum Staging Areas in late July/early August 2004. Samples were collected from specific areas determined by the Alaska District and Alaska Department of Environmental Conservation (DEC) to require further characterization, and were analyzed to aid in the determination of the amount and potential extent of fuel, and heavy metal contamination remaining at these sites. The analytical results from this sampling event show little to no residual contamination remains at the former Manning Point Drum Staging Area, and only low-level POL contamination was found at the former Barter Island Drum Staging Area. No contaminants of concern were reported above State cleanup levels, Alaska Water Quality Standards, or NOAA sediment quality criteria in any of the environmental samples collected during this sampling event. All contaminants at Manning Point that were a concern prior to this investigation have been demonstrated to be below State cleanup levels. Debra Caillouet
9/14/2007 Update or Other Action Staff approved the NDAI report Manning Point Drum Staging Area The removal action at the Manning Point Drum Staging Area occurred in 1997. The U.S. Army Corp of Engineer's contractor removed and properly disposed 2628 drums, 350 gallons of POL water, 120 gallons of diesel, 3 gallons gasoline, 30 tons of debris (aircraft wreckage and demolished buildings) and 36 cubic yards of surface rust scale. During the removal, one of 109 soil samples contained RRO above the 13,700mg/kg ingestion cleanup level, 4 of 9 sediment samples contained lead above 400 mg/kg with a maximum at 9280 mg/kg and two of nine surface water samples contained lead above 15ìg/l A limited sampling event in 2003 resampled surface water where lead had been detected above 15 ìg/l. The results were below 15 ìg/l and the Corps attributes the prior elevated results to suspended particles in 1997 samples. The areas where the sediment had shown exceedances was also resampled in 2003 with no results above 400 mg/kg. The 95% UCL of all lead samples collected at Manning Point is 128 mg/kg. Because field screening did not eliminate PCBs as a concern in 2004, the Corps obtained soil samples and had them analyzed for PCB. All results were non-detect. DEC agrees that No Further DOD Action is indicated and concurs with a Conditional Closure for this site. There is a limited area with exceedances and the damage to tundra caused by a soil/sediment removal, would create a worse condition than leaving the contamination in place. Conditional closure will require a notation in the Contaminated Sites database of the need to acquire DEC approval of soil transport and disposal under 18 AAC 75.325(i). The decision document should say that full site closure and termination of informational notations in the database may be approved when the USACE demonstrates that contaminant concentrations meet the criteria for full site closure. The criteria for full closure would be to meet the most stringent cleanup levels applicable to the site. Debra Caillouet
