Problems/Comments

Significant soil contamination and Groundwater impacted. Contamination present at location of a previous diesel and gasoline tank removal. GW is impacted. Photos and soil samples collected. Release Investigation underway.

9/29/1994 Update or Other Action (Old R:Base Action Code = TECH - Technical Assistance). Consulted with Larry Acomb, consultant for Northway LUST project, regarding CAP. He stated permafrost will not affect air sparging, soils are not as fine as initially thought; they will adjust blower to force more air through soils. Mounding not a problem, product is old with low solubility. VOCs are estimated to be low, probably won't do fertilizer and no studies are planned for microbes. 8/6/2019 Document, Report, or Work plan Review - other DEC approved the Final Work Plan, FAA NDB Site Release Investigation, Northway, Alaska Dated August 2019. Work proposed for August 2019 at the NDB site includes a series of soil borings to identify the horizontal and vertical extent of historic storage tank-derived petroleum contamination in soil. The soil will be screened using a PID and FROG-4000 instrument, and 10-15 soil samples will be collected and sent to a laboratory for analytical results. Up to four new groundwater monitoring wells will be installed, depending on the usability of wells already in place onsite. Previous wells that are not able to be used will be decommissioned. Groundwater samples will be collected and sent to a laboratory for analytical results in order to delineate groundwater contamination at the site. Finally, five soil samples will be collected at a former transformer pad to determine if PCB contamination is present. Kevin Fraley
1/24/2020 Document, Report, or Work plan Review - other DEC approved the Final Report, FAA NDB Site Release Investigation, Northway, Alaska Dated January 2020. Sample results from the former transformer pad indicated PCB contamination is not present. Three soil boring samples from the former storage tank location showed petroleum contaminant exceedances of DEC migration to groundwater cleanup levels, and one monitoring well exhibited an exceedance of the groundwater cleanup level for ethylbenzene. However, the Hydrocarbon Risk Calculator indicates that risk to human health and the environment is likely within acceptable levels at the site, when site-specific soil and groundwater characteristics are factored in. 6/10/2021 Document, Report, or Work plan Review - other DEC sent comments on the draft 2021 RI and GWM WP. The Radio Range Tower, Power Plant Building, Water Treatment Building, and CAA Former Garage building will have work done at their locations. Surface soils and surface water will be sampled for lead and PCBs at the Radio Range Tower. Existing groundwater wells will be sampled for GRO, DRO, VOCs, PAHs at the PPB and WTB AOCs. At the Garage AOC, soil borings and groundwater monitoring wells will be installed and sampled and run for all POL CoCs, with the addition of EPH and VPH for use in HRC calculations. Tim Sharp

5/5/2022 Document, Report, or Work plan Review - other ADEC sent comments on the 2021 Draft RI and Groundwater Monitoring Report for FAA Northway Station. The report details efforts to characterize and monitor contamination at several areas of concern (AOCs). Soil borings and monitoring wells were installed and sampled at the Former Civil Aeronautics Administration (CAA) Garage AOC, also known as the Basketball Court site. The Hydrocarbon Risk Calculator (HRC) was used to assess remaining risk criteria. Surface soils were sampled for lead and polychlorinated biphenyls (PCBs) at the Former Radio Range Tower AOC. Groundwater monitoring was conducted at five other AOCs. Tim Sharp
