Problems/Comments

Lake Louise Recreation Camp was used as a recreational fishing and boating facility for the Air Force personnel and their dependents from 1955 to 1965; the two portions totaled approximately 25 acres. The camp consisted of a lodge, dining hall, airmen's dormitory, boat shop and fueling point, a generator building, freshwater intake pump house, shower house, small sleeping cabins, and a picnic area. The property had limited use due to lack of good sports fishing, the 3-4 hour drive from Anchorage, and the build-up of other Air Force recreation sites. When the 1964 earthquake caused extensive damage to the improvements, the Air Force discontinued use of the site in 1965. Improvements at the site were demolished in 1971. Concrete slabs and perimeter foundations remain; building debris was removed or buried. Diesel contaminated soil up to 8,500 mg/kg was detected near the generator building. Eight areas of concern have been identified, some with CERCLA COCs and some without. CERCLA AOCs have PCBs and lead: dining hall leach field, lodge area UST, shower area UST, and power plant area. Non-CERCLA AOCs have DRO and PAHs: drum and debris area, and the tank trailer area. It was determined no further action was required at the gravel pit area and generator shed and boat shop area. A ROD was signed in 2012.

9/5/2008 Site Characterization Workplan Approved ADEC staff approved a Work Plan for Phase I Investigation activities at the Lake Louise Recreation Camp. Minor changes were incorporated from the comments submitted on the Draft Work Plan. Those changes included additional geophysical surveying at the drum and debris area to determine the extent of buried material. 2/10/2010 Update or Other Action ADEC staff met with Air Force representatives to discuss the cleanup goals and delineation efforts that are scheduled to occur in the summer of 2010. 3 additional wells will be installed in the area downgradient from the tank storage area and one additional well will be installed in the area downgradient of the power plant area in an effort to define the extent of groundwater contamination. 4/29/2010 Update or Other Action ADEC submitted comments on the Draft Remedial Investigation/Feasibility Study Report. The State's main concerns were regarding the need for a 350 determination to eliminate groundwater as a potential pathway impacting human health and recommending the use of a real time screening tool to define the extent of the groundwater contamination at the site. 6/1/2010 Update or Other Action The Alaska Department of Environmental Conservation (ADEC) Contaminated Sites- Federal Facilities Environmental Restoration Program received an application for a Groundwater Use Determination requesting that the shallow groundwater beneath the Lake Louise Recreational Camp be deemed unsuitable as a drinking water source under Title 18 AAC75.350 on May 21, 2010. We have completed our review of the application and we approve of the “350” determination that eliminates the migration to groundwater pathway from being considered a complete exposure pathway at the site as long as the impacted soil/water are on Air Force property and surface waters are not impacted or threatened. The remedy will need to include soil cleanup to the ingestion/inhalation standards and demonstrating that any groundwater plume is steady state or shrinking and contaminant concentrations are decreasing, along with appropriate ICs. 9/22/2010 Update or Other Action ADEC Contaminated Sites Staff held a meeting with the USAF RPM and their contractor to discuss the work plan for debris cleanup at the Lake Louise Recreation Camp. ADEC was concerned that there was not adequate detail in the work plan including the type of equipment to be used for removal action and the sampling methods that needed to be expressed in the plan for the field team to complete the work. Additional detail was agreed upon to be included in the next version of the plan. There is a accelerated process in the review of this document because the contractor had made plans to already be executing the proposed removal actions. Jonathan Schick

10/5/2010 Site Visit ADEC Contaminted Sites Staff and USAF Project Management conducted a site visit to perform field work oversight on the contractors performing the Debris Removal Action at the Lake Louise Recreation Camp. The team was clearing woody debris in an effort to remove additional cribbing from a septic leachfield. At one of the excavation sites, an odor of wood preserevatives was observed and samples were being collected to characterize the nature and extent of the impacted soils. 11/4/2010 Site Characterization Workplan Approved ADEC Contaminated Sites Staff issued a letter acknowledging that we recieved a hard copy and electronic version of the amended Final Version of the Work Plan for Debris Cleanup at the Lake Louise Air Force Recreational Camp (Clean Sweep Program). 2/16/2011 Update or Other Action ADEC recieved a copy of the Draft Report for Debris Cleanup at USAF Lake Louise Recreation Camp. The report details the findings after the first of two field season's work at the Recreation camp. 3/24/2011 Update or Other Action Contaminated sites staff submitted a letter commenting on the Draft Report for Debris Cleanup at the Lake Louise Recreational Camp. Most of the state's concerns were regarding the assertion that the residual Benzo(a)pyrene in the soils at 2 locations was not a contaminant of concern. 4/5/2011 Update or Other Action Contaminated Sites Staff recieved a Draft version of the 2010 Focused Feasibility Study Report for Lake Louise Recreational Camp. THe report detailed the remedial options for the cleanup of the petroleum contaminated soil and groundwater at the site. 5/6/2011 Update or Other Action Contaminted Sites Staff submitted comments in a letter to the USAF on the Draft Focused Feasibility Study Report. The State's main concerns were regarding the incomplete delineation of the groundwater impacts from the Tank Trailers Area to the north. 6/10/2011 Update or Other Action ADEC Contaminated Sites Staff submitted a letter to the Air Force Remedial Project Mangaer approvingt he finalization of the Focused Feasibility Study for the Lake Louise Air Force Recreation Camp as all of the comments submitted previously were addressed. The plan details the work to be conducted during the Fall of 2011 to collect groundwater from wells at the tank area and the power plant area to determine the trends of contaminant levels to support the Feasibility Study that is being augmented. 9/22/2011 Site Characterization Workplan Approved Contaminated Sites Staff submitted a letter to the Air Force's Remedial Project Manager stating that the September 2011 WOrk Plan for Groundwater Monitoring at Lake Louise Recreation Camp was approved to be implmented in the field as it referenced the use of the approved Quality Assurance Project Plan from the 2010 season.Work is scheduled to begin in late September and possibly into October. The report details the sample collection and analysis from the 13 monitoring wells that had adequate water in the casing to collect a sample. 12/15/2011 CERCLA FS Contaminated Sites Staff recieved a draft version of the Supplemental Feasibility Study Report for the three remaining CERCLA Hazardous substances which include PCBs, lead, and Benzo(a)pyrene. The Feasibility Study evaluates several treatment options for the three Contaminants of Concern. The alternatives include No Action, Land Use Controls, and Soil Removal and Off-Site Disposal. Due to the relative small quantity of impacted soil, the soil removal alternative scored the highest scores from the FS. Jonathan Schick
12/21/2011 Document, Report, or Work plan Review - other Contaminated Sites Staff submitted a letter to the USAF Remedial Project Manager regarding comments on the Draft 2011 Groundwater Monitoring Report for Lake Louise Air Force Recreation Camp. The report detailed the collection and analysis of several groundwater sample locations associated with the two main source areas for contamination which are the Tank Trailers Area, and the Power Plant Area. The main concern from the comments was regarding confusion about 2 wells that had suspected product layers, but were sampled, and 2 locations where it was undetermined if the well was frozen or dry. ADEC would like to see data from these locations in the future monitoring events and so extra time to allow for recharge should be included in the next work plan. Jonathan Schick
1/4/2012 CERCLA FS Contaminated Sites Staff submitted a letter to the Air Force Remedial Project Manager on the Draft Supplemental Feasibility Study Report for Three CERCLA Contaminants at Lake Louise Recreation Camp. The Document detailed the analysis of alternatives for the rmanagement of small amounts of soil impacted with PCBs, lead, and Benzo(a)pyrene. The preferred alternative presented in this report is the source removal and off-site disposal which ADEC concurs with as a remedy. The comments were mainly focused on clarification of the ARARs. 3/19/2012 CERCLA Proposed Plan Contaminated SItes Staff recieved a draft version of the Proposed Plan for ERP Activities at Lake Louise Recreation Camp. The Proposed Plan outlines the Air Force's preferred alternative for cleanup of the Recreation Camp Site. The Plan includes details for removing and transporting soils impacted with DRO, lead, PCBs, and Benzo(a)pyrene. Soils that are impacted with CERCLA hazardous substances will be removed from the site. Soils impacted with petroleum products in excess of the direct contact pathway will be excavated and shipped off-site for treatment. Jonathan Schick

4/27/2012 CERCLA Proposed Plan Contaminated Sites Staff recieved the Final Version of the CERCLA Proposed Plan for ERP Activities at Lake Louise Recreation Camp. The Final version of the plan includes the agreed upon changes from the comments and meetings to finalize the document. 5/2/2012 CERCLA FS Contaminted SItes Staff recieved a Final Version of the Supplemental Feasibility Study Report for Three CERCLA Contaminants. The final version addressed all of ADEC comments and is approved for our files. The results of the Feasibilty Study Rerport indicate that the preferrred alternative is to excavate and remove the CERCLA contaminants and ship them off-site for treatment and disposal. 8/30/2012 CERCLA ROD Approved The Air Force and ADEC signed a Record of Decision calling for excavation and off-site disposal of soil containing PCBs, lead or benzo(a)pyrene at concentrations above the Method 2 cleanup levels in 18 AAC 75.341(c)Table B-1. Soil containing DRO above 10,250 mg/Kg will be excavated and treated off-site. Natural attenuation, long-term monitoring and institutional controls is the selected remedy for DRO contaminated groundwater and institutional controls will be established to address residual DRO in soil. 9/13/2012 CERCLA Remedial Design/Remedial Action Plan Approved ADEC received the Final Sampling and Anlysis Plan for the Remedial Action at the Lake Louise Recreation Camp. The USAF plans to excavate and dispose offsite of contaminated soil from eight areas of interest at the site. Contaminants of concern include diesel range organics (DRO), polycyclic aromatic hydrocarbons (PAH), lead and polychlorinated biphenyls (PCB). Additionally, surface drums and debris will be removed from the Southeast Debris Area. 12/31/2013 Update or Other Action Received Ground Water Monitoring Report Draft Environmental Long Term Management, Lake Louise Recreation Camp. Summary: Groundwater samples were collected in 2013 from ten monitoring wells to monitor petroleum related contamination. Annual groundwater monitoring is being conducted to determine when land use controls prohibiting the installation of drinking wateer wells are no longer needed and to verify when DRO concentrations have achieved a steady state or suggest a decreasing trend.. 3/19/2014 Meeting or Teleconference Held Meeting between ADEC, USAF, and Ahtna Engineering was held to discuss the Draft Lake Debris and Soil Removal Report. Issues discussed follow-on sediment sampling and background sampling to be conducted within the Offshore-Debris Area; further excavation needed near the site access road, and interpretation of silica-gel analytical results.Agreement was reached as follows: 1. Excavation will continue in 2014 at points where soil contamination concentrations exceed clean-up levels; 2. Excavation will continue to extent possible north of the gravel access road and characterization sampling will be conducted south of the road; 3. 2/27/2015 Document, Report, or Work plan Review - other The Alaska Department of Environmental Conservation (ADEC) received a report titled Final Lake Louise Recreation Camp Groundwater Monitoring Report 2014 Environmental Long Term Management and Remedial Action-Operations at Multiple 611 Civil Engineering Squadron Locations on January 27, 2015. The report presents the results of the 2014 annual groundwater monitoring sampling event. Groundwater samples were collected from ten wells and analyzed for diesel range organics (DRO), polycyclic aromatic hydrocarbons (PAH), and a one-time baseline sampling event for monitored natural attenuation (MNA) parameters (nitrate/nitrite, total organic carbon, ammonia, iron, manganese, chloride, fluoride, sulfate, and sulfide). Water quality parameters such as dissolved oxygen, temperature, conductivity, and pH were also recorded. Four of the ten wells sampled (MW01, MW02, MW03, and MW07) showed an increase in DRO contaminant concentrations over a three to four year period. A Mann-Kendall statistical analysis performed on the data from all ten wells indicates that the contaminant plume may be in an advancing state in the vicinity of these four wells and may be diminishing at other wells. 4/29/2015 Site Characterization Report Approved The Alaska Department of Environmental Conservation (ADEC) received an electronic copy of the report titled 2014 Cleanup Activities Report, Lake Louise Recreation Camp on April 27, 2015. The report documents the tank and soil removal activities conducted in September and October, 2014 at the former Lake Louise Recreation Camp (LLRC). A tank measuring approximately 17 feet x 6 feet x 3 feet was removed from the Off-Shore Debris Area. No petroleum odor or sheen was observed during removal; the tank was wrapped in a polyethylene liner and transported to a metal recycling facility in Anchorage, AK. A total of 162.16 tons of petroleum contaminated soil was removed from five areas within the Tank Trailers Area (TTA) north of the gravel access road and confirmation soil samples were taken from each area. Four additional locations south of the access road were also sampled. Sample analytical results show that contamination exceeding approved cleanup levels (CULs) remains in three of the five excavated areas: • Excavation #1: diesel range organics (DRO) with Silica Gel cleanup at 16,000 mg/kg and 29,000mg/kg. • Excavation #2: DRO at 26,000 mg/kg and DRO-Silica Gel at 14,000 mg/kg, 1-methylnapthalene at 410,000 mg/kg, 2-methlynapthalene at 680,000 mg/kg, and naphthalene at 310,000 mg/kg. • Excavation #5: DRO-Silica Gel at 73,000 mg/kg and 33,000 mg/kg, 1-methylnapthalene at 300,000 mg/kg, 2-methlynapthalene at 520,000 mg/kg, and naphthalene at 210,000 mg/kg. Analytical results from the four hand boring samples taken south of the gravel access road between 1.5 feet and 3.5 feet below ground surface showed no petroleum hydrocarbon contamination exceeding cleanup levels. However, given the proximity and concentrations of the contamination remaining immediately north of the access road, ADEC is requesting as a condition of approval that additional sampling be conducted in 2015 south of the access road at and deeper than the elevation of the confirmation samples exceeding approved CULs collected at Excavations #2 and #5. ADEC understands that additional soil removal may be conducted at Excavation #1 in 2015, but that further excavation of contaminated soil at Excavations #2 and #5 may not be possible without compromising the integrity of the gravel access road. 5/15/2015 Site Characterization Workplan Approved The Alaska Department of Environmental Conservation (ADEC) received a final work plan titled Supplemental Work Plan, Groundwater Monitoring at Site OT001, Lake Louise Recreation Camp on May 12, 2015. The report presents minor deviations to the 2013 Groundwater Monitoring Work Plan regarding the 2015 groundwater monitoring activities. This work plan was approved. Meredith Savage
9/21/2015 Interim Removal Action Approved The Alaska Department of Environmental Conservation (DEC) completed review of the Work Plan Addendum, 2015 Lake Louise Recreational Camp, Remedial Action and Construction Activities, on September 15, 2015. This work plan addendum proposes to continue the excavation and characterization efforts which began following the 2012 Record of Decision. Activities in 2015 will be conducted to remove, transport, thermally treat, and dispose of an estimated 50 cubic yards of petroleum, oil, and lubricants (POL)-contaminated soil, and to collect up to five analytical samples. DEC has commented that this work will only meet the requirements of an interim removal action, per 18 AAC 75.330, even though this work may be intended as the final removal action. Additional characterization, confirmation sampling, and potentially, additional removal actions will be required to produce the information needed for DEC to make a site determination. To scope this anticipated effort DEC requests that the remaining soil and groundwater contamination and monitored natural attenuation progress be evaluated following the 2015 fieldwork. The DEC approval letter for the 2014 Cleanup Activities Report, Lake Louise Recreation Camp, included as a condition of approval that additional sampling be conducted in 2015, in areas south of the access road at and depths below the elevation of the confirmation samples exceeding approved CULs collected at Excavations #2 and #5. This work plan does not propose work that will satisfy these conditions. With this in mind, please note that DEC will not approve further work at this site following the 2015 IRA which does not satisfy previously stated conditions for approval. Monte Garroutte
2/26/2016 CERCLA ROD Periodic Review DEC Approved the 2015 Five-Year Review Report for Lake Louise Recreation Camp (Site OT001) Lake Louise, Alaska. The ROD for this site was signed in 2012, therefore this is the first Five Year Review (FYR). All of the CERCLA contaminants have been removed from the site. Petroleum contamination remains in the groundwater and soil at the site, and the ROD specifies that FYRs include a review of both the remaining CERCLA and petroleum compounds. DEC concurs with the recommendations in the FYR that a groundwater data gaps investigation, soil characterization effort, and soil contamination removal be completed at the site, and recommends that a follow-on evaluation of the former drum locations indicated in the Lake Debris and Soil Removal Report be completed as part of the soil or groundwater characterization effort. This report details the performance of Remedial Action-Construction activities at the Lake Louise Recreation Camp (LLRC) in 2015. Contaminated soil excavation and removal were performed at the one Environmental Restoration Program site OT001 associated with the LLRC in September 2015. The 2015 activities were a continuance of previous remedial operations at the site beginning in 2012. A total of 75 tons (50 cy) of petroleum-contaminated soil were removed from three excavations. Laboratory analysis of the confirmation soil samples indicated that the excavation effort removed the extent of the impacted soil at Excavation 2. However, soil with petroleum concentrations exceeding the PALs for diesel-range organics (DRO) and naphthalene were detected in the analytical samples along the excavation extents at Excavation 1 and Excavation 5. 3/1/2018 Update or Other Action The Air Force notified DEC that pentachlorophenol was detected in the groundwater above Table C cleanup levels, ranging from 0.051j to 22 ug/L, in the petroleum contaminated areas of the site. DEC discussed these detections with the Air Force and determined that it would be appropriate to continue tracking this contamination under the OT001 site. Next actions are to sample soil for pentachlorophenol and sample the entire well network to delineate the contaminant extent. Monte Garroutte

Monitoring and inspection activities included collecting groundwater samples from eleven wells at Site OT001, and inspection of well integrity and checking for unauthorized access at the Power Plant Area and Tank Trailer Area. Groundwater samples indicated that diesel range organics continue to exceed Record of Decision cleanup levels in six of the eleven wells, and 1-methylnapthalene and naphthalene exceedances were present in one well. Mann-Kendall analysis indicated that diesel range organics may be increasing in one well, but the other wells exhibited no trend. The site inspection revealed that repairs are necessary for several of the wells, but no evidence of unauthorized access was observed. Kevin Fraley

Photoionization detector and PetroFlag test kit field screening will be used to guide the excavation. The excavation will target areas where previous sampling has indicated that diesel range organics and polycyclic aromatic hydrocarbons exceed the Record of Decision cleanup levels. Additionally, confirmation sampling will include pentachlorophenol as an analyte in order to determine if previous detections of this contaminant were caused by laboratory issues.
