Staff reviewed the IAP and sent the following letter: The IAP fairly summarizes the results of a Site Investigation in 1994 resulting from a release of approximately 350 gallons of heating oil from a 2000 gallon AST in 1993. A remedial Investigation in 1997 found permafrost in all 17 borings at 3' – 4.5' below ground surface (bgs). Diesel Range Organics (DRO) were found at levels up to 56,000 mg/kg, but the results are impacted by moisture content of 73%.
An Interim Removal Action in May 2000 removed 20 cubic yards of impacted soil. Confirmation sampling showed DRO remaining in the bottom of the excavation at 8 inches bgs up to 50,000 mg/kg and at the end furthest from the building up to 31,800 mg/kg 6 inches bgs. The moisture content in these samples were 66% and 77% respectively. Benzene was not detected in the confirmation samples but the practical quantitation limit for the samples ranged from 0.0201 mg/kg to 0.152 mg/kg.
An Alternate Cleanup Level report for the site is pending. The cleanup strategy for the site proposed in the IAP includes additional source removal, institutional controls, public outreach about potential impacts to development on adjacent parcels and five-year reviews. Please clarify where the property boundaries are and where contamination may have migrated off-site.
The area of the Eek Armory is on a wetland and impacts to the wetland will need to be considered along with the levels and extent of contamination in determining the necessity of future remedial action. The Alaska Department of Environmental Conservation (DEC) concurs with the proposed cleanup strategy and will work with you to determine the most appropriate actions for the site. |

The investigation defined the areas of the site with soil contamination from diesel range organics (DRO) and residual range organics (RRO) remaining. Suprapermafrost groundwater has been impacted with DRO but does not appear to be migrating off-site.
The hydrocarbon risk calculator was used to calculate proposed alternative cleanup levels of 11,500 mg/kg DRO, and 5693 mg/kg RRO. ADEC has no objection to the use of these soil cleanup levels. The report recommends no further action for the suprapermafrost groundwater and ADEC concurs.
