Problems/Comments

Yute Air Alaska had a LUST. While pumping fuel from tanks to AGT, they suffered a 2,000 gallon spill. Snow plow hit 2" pipeline, discharging avgas to soils surface. Winter and 1,000 gallons recovered. Contaminated soils remain. Ground water contamination occurred. ESI has recently picked up the ball and is doing a re-visit of the site during the week of 8/15/95. Too late in the season to start remediation. Last staff assigned was Burger. Yute has filed for bankruptcy but entered into a COBC with ADEC to address remaining contamination.

The 250 cy stockpile currently on private property will be removed and transported to the old Instrument Landing System site located northeast of the airport terminal buildings. The soil will be placed in a bermed, unlined landfarm and tilled weekly for 9 weeks. Performance samples will be collected in Summer 2010 to gauge the effectiveness of landfarming operations. 12/2/2011 Document, Report, or Work plan Review - other Reviewed Draft Contaminated Soil Remediation Report, Former Yute Air Terminal Dillingham. This report details the removal and relocation of a stockpile of avgas contaminated soil from private property to a landfarm on ADOT&PF Property near the Dillingham airport. Initial estimates indicated the stockpile consisted of approximately 250 cubic yards of soil, however once the removal had been completed, the total was estimated at 370 cy. The soil was moved to a bermed landfarm located at the old ADOT&PF ILS site and the landfarm was tilled on 7 occasions in 2011. It is anticipated that follow up sampling will be conducted at the landfarm in 2012. The stockpile was found to have several layers of liner material present at various depths below the stockpile, so soil was removed to approximately one foot below grade in some areas. The northwest corner of the stockpile was saturated which caused difficulty for the heavy equipment working at the site, so some soil was left above grade in this location. After the stockpile had been removed, confirmation soil samples were collected from below the former stockpile liner from the locations with the highest field screening results. DRO was detected up to 819 mg/kg in a duplicate sample, the primary sample contained DRO at 379 mg/kg. Benzene was detected up to 0.182 mg/kg. Because hydrocarbon contamination had apparently migrated to below the liner, a series of test holes were augered to 6 feet bgs to evaluate the potential depth of the residual contamination. Field screening conducted on soil samples collected every two feet to this depth indicate hydrocarbon contamination is present to approximately 4 feet bgs in discrete locations, but is significantly lower at the 6 foot interval. 6/17/2013 Document, Report, or Work plan Review - other Reviewed Contaminated Soil Remediation Report for Yute Air Terminal, Dillingham. 2012 activities included tilling of the landfarmed soil at the Old ILS Site, landfarm sampling, and the delivery of additional fill to the Johnson property from where the stockpile had been removed. The landfarm was tilled four times between May and August 2012. In September 2012 the landfarm was divided into six cells and 25 field screening samples were collected, four from each cell, plus one additional sample. The sample with the highest PID reading from each cell was submitted for laboratory analysis for DRO, GRO,RRO, and BTEX and the sample with the highest PID reading was also analyzed for PAHs. An attempt was made to sample the drinking water well at the Johnson property, however the water system was not operating, so no sample was collected. Soil samples collected from the landfarm did not contain contaminants above cleanup levels. Bill O'Connell

12/16/2013 Cleanup Complete Determination Issued The Alaska Department of Environmental Conservation, Contaminated Sites Program (ADEC) has completed a review of the environmental records associated with the Yute Air Terminal Dillingham, located on Lot 10, Block 500A of the Dillingham Airport in Dillingham Alaska. . Based on the information provided to date, it has been determined that the contaminant concentrations remaining on site do not pose an unacceptable risk to human health or the environment and no further remedial action will be required as long as the site is in compliance with established institutional controls.
