11/5/2001 Site Characterization Report Approved Letter sent to Norm Straub of the Alaska Army National Guard with approval of April 1999 site characterization report prepared by Hart Crowser with following conditions: (1) ADEC does not approve the proposed cleanup levels presented in Section 4.4.3 of the April 1999 Final Remediation Investigation report; (2) soil cleanup levels provided under method one and method two apply at a contaminated site unless the department approves an alternative cleanup level that the responsible person has proposed under method three or method four (18 AAC 75.340 (d)); (3) ADEC concurs with the report evaluation that indicated a remedial action to excavate, treat, and properly dispose contaminated soil at the site may be effective. DEC requested that the Alaska Army National Guard submit a cleanup plan for the Kongiganak Federal Scout Armory site by December 31, 2001. Scott Pexton

The letter states "we concure that further work is required at the site" and stated the "AKNG-ARE plans further work at this site in the 2003 federal fiscal year to address all affected areas. 5/25/2005 Update or Other Action Staff reviewed the Installation Action Plan and sent the following comment. The IAP fairly presents the results of a Site Investigation in 1995 and a Remedial Investigation in 1998. The Kongiganak Federal Scout Armory is located on a wetland. Permafrost was detected in all borings at depths from 2 feet to 5.5 feet below ground surface (bgs). High levels (up to 240,000 mg/kg) of diesel range organics (DRO) were reported in surface soil samples, but these samples had moisture contents up to 94%. Samples at 3-4 feet bgs contained DRO up to 2100 mg/kg. The cleanup strategy section of the IAP should be revised to delete the reference to an interim removal action, as I believe one has not occurred. It then goes on to state that a removal of DRO impacted peat would not be desirable due to the potential impacts on permafrost and that an Alternative Cleanup Level (ACL) development project is underway. The Alaska Department of Environmental Conservation (DEC) has a copy of the draft ACL work plan but has not received a final work plan. Please provide DEC with a copy of the final ACL work plan and a schedule for completion. The cleanup strategy suggests that the ACL may allow a no further action determination and if that is not possible that long term monitoring and five year reviews be implemented until the site can be closed. When the alternative cleanup level demonstration results are available, DEC would like to work with the AKARNG to determine the most appropriate actions for the site. Debra Caillouet

9/21/2007 Site Closure Approved The maximum diesel range organics remaining at the site is 287 mg/kg and the mean soil concentration at the 95% Upper Confidence Limit (UCL) is calculated to be 215 mg/kg using EPA's ProUCL software. No other contaminants were detected in the soil above the 18 AAC 75.241 Table B cleanup levels. The maximum detected DRO in groundwater was 1.36 mg/l which is below the cleanup level of 1.5 mg/l in 18 AAC 75.345. 18 AAC 75.380(c) allows the determination of site closure to be based upon the mean soil concentration at the 95% UCL therefore DEC has determined that the Kongiganak Federal Scout Armory meets the requirements for closure.
