Problems/Comments

On August 30, 1993 ADEC was informed that soil contamination was found during the removal of two heating oil tanks in the northeast area of the runway, which were used for former Buildings 1400 and 1401. Diesel range organics were detected in the excavation during tank removal above Method 2 cleanup levels. Five monitoring wells were installed and sampled. No contamination was detected above cleanup levels, but the water samples were only sampled for DRO. An abandoned drinking water well was located due east of Building 1401. The record stated that new tanks were installed in same location in 1996, and workers complained of vapors during installation of secondary containment. However, this may be testimony in regards to another location, as Buildings 1400 and 1401 were demolished in 1993. **Updated 2011** UST1400- This site has been identified as a candidate for both the site inspection phase as well as the site characterization phase. Sample results from the tank removal in 1993 indicated that diesel range organics and gasoline range organics were detected above Method 2 cleanup levels in soil, and potentially in down gradient groundwater. In August 2010, a field sampling plan for site inspection and site characterization was developed. The areas of concern being investigated at this site are UST1400, the septic drain field associated with B1400, and two radiator heating tanks associated with B1400. UST1400 will be investigated under the site characterization phase. The goal of the site characterization part of the investigation is to characterize nature and extent of contamination vertically and laterally. The septic leach field and radiator heating tanks will be investigated under the site investigation phase. The goal of the site inspection pat of the investigation is to determine presence or absence of contamination. Target analytes being investigated at this site are: UST1400-GRO, DRO, BTEX, and PAH. Septic drain field- VOCs and RCRA metals. Radiator heating tanks- glycol, VOCs, and RCRA metals. This site was also analyzed for target analytes from sites within a 500 ft radius. Pesticides were not included in this target analyte list because they were not a function associated with historical site use. The 2010 field investigation was implemented in accordance with the field sampling plan. The nature and extent of soil contamination at the former UST was delineated, and there was no evidence of a release from the radiator tanks or septic drainfield. A Site Investigation to No Further Action/Non-qualifying site designation recommendation for the septic drainfield and radiator tanks will be submitted to ADEC by the USAF. A Site Characterization report and evaluation of the need for remedial action at the former UST will be prepared by the USAF for submission to ADEC UST1401- This site has been identified as a candidate for both the site inspection phase as well as the site characterization phase. The proposed cleanup approach is to excavate contaminated soil from the former underground storage tank (UST) source area that is greater than the DEC method two, table B CULs and treat the soil at the Galena Landfarm. 9/25/2014 Update or Other Action At Site UST 1401, remaining contamination in soil and groundwater is below approved cleanup levels or has been deemed “De-Minimis” by DEC. DEC provided a Cleanup Complete determination for the site UST 1401 to the Air Force and it is closed without ICs. Site UST 1400 site characterization confirmed a small volume (~10 cubic yards)soil contamination but no groundwater impacts. UST 1400 is being addressed/remediated in 2015 by a soil removal action. After the removal action and confirmation sampling demonstrate no remaining soil contamination at UST 1400, this Site (Galena AFS/Airport - Bldg 1400 & 1401 USTs) will be closed on the Database. 9/28/2015 Cleanup Complete Determination Issued Site UST1400 area is no longer a concern and is considered “Closed”, without Institutional Controls. A de minimis volume of petroleum contaminated soil was left in place approximately 10 feet below ground surface with concentrations above the migration to groundwater cleanup levels but below direct contact, ingestion and inhalation cleanup levels. However, groundwater samples indicate that all analytes in groundwater are below Table C cleanup levels. Migration to groundwater is not a concern at this site. All remaining contamination in soil and groundwater is either below approved cleanup levels or has been deemed “De-Minimis” by DEC. Dennis Shepard
