Problems/Comments
Appears that petroleum contaminated soils are present in the vicinity of the AC Store. Also, there are numerous suspected historic heating oil spills to have occurred from a 5,000 gallon AST supplying the "Dixon House" behind and below the AC Store adjacent to the Andreafsky River. No evidence of surface soil staining around the tank itself and no free product. DRO contamination to 29,000 ppm, GRO to 4,500 ppm, and subsequent BTEX to 1052 ppm. GW ~5-10' below ground surface. Diesel odors stronger on the river embankment than in the immediate vicinity of the AST. Buried Utilities complicate the situation. A preliminary assessment by Montgomery Watson dated 5/23/94. Other PRPs include Saint Marys Native Corp. and City of Saint Marys. It appears that numerous contaminated areas were delineated and a total 1153 cubic yards of contaminated soil was excavated.
Action Information
Action Date | Action | Description | DEC Staff |
---|---|---|---|
9/16/1993 | Update or Other Action | (Old R:Base Action Code = RAPR - Remedial Action Plan Review (CS)). Reviewed a draft workplan: "Environmental Site Assessments for Community Enterprise Development of Alaska, August, 1993", prepared by Montgomery Watson and received by ADEC/WDO 9/3/93. Insufficient information was available for adequate plan review and approval. Phase I or II Site Assessments needed for most of the AC Store sites. | Eileen Olson |

6/1/1994 | Update or Other Action | (Old R:Base Action Code = RARR - Remedial Action Report Review (CS)). Reviewed the Environmental Assessment and Cleanup Plans for 33 properties - Final Report. Plans are approved except that 1) the department reserves the right to review and approve a stockpile plan and those plans should be provided with a 3 week review period; 2) should the collection and subsequent treatment of GW be required, a discharge permit for treated waters returned to the environment may be required; and 3) burning of waste oils for purposes other than heat recovery is prohibited. | Ray Dronenburg |
11/18/1994 | Update or Other Action | (Old R:Base Action Code = RARR - Remedial Action Report Review (CS)). After reviewing the "Draft Environmental Assessments and Cleanup Plans for 33 Property Transfers in 16 Alaskan Communities", additional corrective action is needed for this site. | Cindy Thomas |

7/27/2007 | Update or Other Action | Site transferred from Oelkers to Horwath. | Shannon Oelkers |
3/26/2008 | Site Closure Approved | I have reviewed the entire ADEC case file. No release associated with spill number 1994250109004 can be confirmed at this site based on the information available in the ADEC file. The ADEC file may or may not be complete (unable to confirm this one way or the other), but the only final report in this case file on 3/25/08 did not confirm a release occurred consistent with this March 29, 2004 spill number. If additional file or site information is either found or becomes available at a future date, ADEC may reopen this site at that future time if the additional information confirms substantial diesel fuel contamination exceeding ADEC soil or groundwater cleanup levels. Site closure decision on 3/26/08 by Paul Horwath, ADEC, Soldotna. | Paul Horwath |
