Action Information

Action Date Action Description DEC Staff
6/25/1990 Leaking Underground Storage Tank Release Confirmed - Petroleum LUST Site created in CSP for source area ID 75819 ADD; File# 120.26.008 Former Staff
6/25/1990 Site Added to Database Former Staff
9/21/1995 Update or Other Action NOR; Letter to RP & RPCON recognizing 9/15/95 phone contact w/DEC that release found during USTs excavation activities. Also that LFI conducted 8/15/94 indicated a release had occurred in the past. Former Staff
5/10/1996 Leaking Underground Storage Tank Cleanup Initiated - Petroleum LCAU; Removal of three USTs and 2700 cubic yards of contaminated soil. Removal of dispensing station and piping. Construction of a large biocell for the on-site remediation of the soil. Former Staff
11/20/1997 Update or Other Action ADEC sends Notification of Intent to Cost Recover Letter to Current Owner: JACK ADAMS Former Staff
7/2/2001 Document, Report, or Work plan Review - other Summary Report received. Wind-driven ventilation system is in place but will be upgraded an active soil vapor extraction (SVE) system. In summer 2000, the fourth treated soil lift was removed from the treatment cell and half of the soill remaining in the stockpile was transferred to the treatment cell. Landfarming was contiued on both piles. Janice Wiegers
3/5/2003 Update or Other Action Summary report submitted. Stockpile and treatment cell fertilized and tilled. Treated soil removed twice and spread on site. Drinking water well tested – no compounds detected. Blower is being rotated between stacks on the passive ventilation system to improve removal rates – currently focused on VES-6, VES-7, VES-8 where no decrease in hydrocarbon vapors has been observed. Janice Wiegers
3/5/2003 Document, Report, or Work plan Review - other Summary Report received. A mobile SVE system was added in November 2002. The system is rotated between extraction wells. Janice Wiegers
7/30/2003 Update or Other Action Approved removal of approximately 200 cubic yards of remedated soil from the treatment cell to one of the 4 lots owned by Bill Adams (adjacent to the service station lot). Janice Wiegers
3/30/2004 Document, Report, or Work plan Review - other Summary report submitted. The remaining stockpile was transferred to the treatment cell in September. Closure of the stockpile included removing the liner and approximately 2 inches of soil beneath the liner. No samples have been collected beneath the liner. VES stack results indicate vapor concentrations in the exhaust continue to decrease except at VS#6. Janice Wiegers
6/14/2004 Document, Report, or Work plan Review - other Soil, water, soil stockpile, and air sampling report submitted. Report describes work completed since March 2004. The former soil stockpile and the treatment cell were closed based on sample data. Samples collected from beneath the former soil stockpile were clean. The soils in the treatment cell remain at that location. Four soil borings were installed and used to sample soil and soil vapor. BTEX or GRO were found in the soil at SVW1 and SVW3. The mobile VES was moved to a location near SVW3 based on the high concentrations remaining at this location. BTEX compounds exceeded EPA screening levels for vapor intrusion at SVW1, SVW3, and SVW4. Janice Wiegers
7/7/2006 Institutional Control Record Established A Record of Environmental Contamination was recorded on the deed for the site. Deborah Williams
7/7/2006 Conditional Closure Approved A record of decision was drafted for the site giving a conditional closure determination. Deborah Williams
11/6/2006 Update or Other Action ADEC received a Water Quality Monitoring Report for Jacks Sevice Station. One drinking water sample was collected on October 5, 2006 and it was analyzed for volatile organic compounds (VOCs). All the compounds were non-detect. The passive ventilation extraction system was checked for VOCs using a PID. Vent stack PID measurements have declined significantly since installation in 1998, and since the last measurement in May 2004. Vent stacks VS1 and VS2 had the highest measurements at 24 and 25 ppm respectively. VS5 was at 1 ppm, and measurements of the other vent stacks were less than 1 ppm. Deborah Williams
9/21/2012 Update or Other Action Staff changed from Robert Weimer to IC Unit. Kristin Thompson
7/17/2013 Institutional Control Compliance Review IC compliance review conducted, located the recorded deed notice, and set the reminder system to check with RP in one year regarding the passive vent extraction system. Evonne Reese
7/29/2014 Institutional Control Update An IC reminder letter was issued to the responsible party on this date. Kristin Thompson
1/5/2017 Update or Other Action Update location data. John Carnahan
9/17/2019 Institutional Control Compliance Review An Institutional Controls reminder letter mailed to the current landowner on this date. Mossy Mead
6/14/2023 Institutional Control Update Received notification on this date that the current landowner will be doing construction on the property (currently called Morley's Gas Station) where a new convenience market will be constructed over the former UST excavation. This construction will involved the excavation to 4 feet below the ground surface. Any remaining contamination is greater than 12 feet below the ground surface so this project is unlikely to encounter historic contamination. Evonne Reese
