Problems/Comments

Release of DRO from 10,000-gallon dual purpose (heating oil & emergency generator) tank below the fuel piping manifold. The area is now covered by the transition sump of the new AST fuel system that was installed to replace the removed UST.

4/15/2008 Conditional Closure Approved The Alaska Department of Environmental Conservation, Contaminated Sites Program (ADEC) has completed review of the environmental records associated with Palmer Correctional Facility Medium Security Housing Tank #12. This site had been contaminated by the release of a hazardous substance; however, based on the information provided to date, ADEC has determined that no further remedial action is required, and that Palmer Correctional Facility Medium Security Housing Tank #12 can be closed subject to Institutional Controls. The hazardous substance contamination has been adequately addressed and does not pose an unacceptable risk to human health or the environment. Donald Seagren
4/15/2008 Institutional Control Record Established The soil contamination located under the Medium Security Housing AST is currently inaccessible due to the AST system and infrastructure located there. When (or if) the AST is removed and/or the soil becomes accessible, ADEC shall be contacted for appropriate action. 8/18/2008 Update or Other Action Upon review of the Conditional Closure letter dated April 15, 2008, ADEC staff noticed a discrepancy. Under the pathway evaluation it states ..."the contaminated soil exceeding ADEC cleanup criteria has been removed. “This is an incorrect statement. Instead, it should say, “the stockpiled soil as well as clean fill was backfilled into the excavation.” Thus no soil was removed from the site. Grant Lidren

3/28/2013 Institutional Control Record Removed The conditions at this site meet the 2009 closure policy, therefore ICs can be removed. The default requirement of no offsite transport of soil or groundwater will still apply. In accordance with 18 AAC 75.380(d)(2), ADEC may require additional site assessment, monitoring, remediation, and/or other necessary actions at this facility should new information become available that indicates contamination at this site may pose a threat to human health or the environment.
