12/11/1996 Update or Other Action UPD; Reviewed ground water monitoring results and public water supply well test results. Analysis showed that the benzene level was above the allowable 5 ppb level for a public water system. The department has taken certain steps with the lounge owner, Mr. Guy Treat, to ensure that bottled water is used and that the public is informed about the contamination (notices placed in the bathrooms). The actions taken by Mr. Treat satisfy the short term concerns of the department with respect to protecting public health. 18 AAC 78.260 (c) requires that the party responsible for the contamination (Marvin Roofe estate) provide for alternative water supplies and treatment. Three separate vendors have been identfied by the RP for installing a treatment unit capable of treating VOCs, such as benezene. Plans need to be submitted under the seal of an Alaska registered engineer. 5/13/2005 Update or Other Action Approved of MWH proposal to conduct a full groundwater monitoring event two weeks following the startup of the remediation system. The remediation system is slated to be started around May 13, 2005 while monitoring would occur approximately the first week of June. Groundwater monitoring wells scheduled to be sampled include: MW-3, MW-6, MW-7, MW-12, MW-15, and MW-16 (in the treatment zone). Groundwater samples collected will be analyzed for GRO/BTEX by AK101/8021B, DRO by AK102, dissolved oxygen, ferrous iron, ORP, pH, and temperature. In addition, drinking water samples will be collected from Lot 1, Lot 19, and Lot 20 and analyzed for VOCs by 524.2. An air sample will also be collected from the soil vapor extraction system and analyzed for BTEX by 8020/8015M. Todd Blessing
6/20/2005 Update or Other Action Reviewed and approved a groundwater monitoring amendment for Four Corners Lodge in Wasilla Alaska. MWH proposed to conduct ground water monitoring in 2005 at the end of the summer instead of two weeks after groundwater remediation system startup. The groundwater remediation system being utilized on-site treats groundwater by air stripping and then re-injects treated groundwater upgradient of the contaminant plume. Allowing the remediation system to run for over two months before sampling groundwater will provide a more accurate assessment of the remediation system effects on groundwater quality. Todd Blessing
12/21/2005 Update or Other Action Submitted letter to Mrs. Roofe requesting groundwater monitoring results. To date, the Department has not received any reports that could shed light on whether the remediation system is reducing the level of contaminants in groundwater. The Department is aware that a groundwater monitoring event was completed over two months ago. At this time, the Department requested that Mrs. Roofe submit a groundwater monitoring report to the Department by December 30, 2005. In addition, requested that Mrs. Roofe submit a long term remediation system and monitoring work plan to the Department by February 10, 2006. 9/8/2006 Update or Other Action Discussed site with Debra Killian. Ms. Killian is concerned that there is contaminated water migrating from the property into Wasilla Creek and/or her property. Informed Ms. Killian that the Department will inspect site and get back to her. The Department evaluated conditions and discovered that the remediation system is not presently operating. Informed Ms. Killian's that she should sample her tap water and report the results to the Department if she believes that this site is impacting her drinking water well. Todd Blessing

11/1/2007 Update or Other Action DEC staff reviewed the September 2005 Monitoring Report. The report was prepared by MWH and dated October 2007. This report discussed the collection and analyses of groundwater samples from monitor wells MW-3, MW-6, MW-12, MW-15, and MW-16 and drinking water wells on Lots 1 and 20. In addition, the testing and analysis of soil vapor extraction (SVE) system exhaust gas was also discussed. The levels of GRO and/or benzene measured in groundwater samples collected from monitor wells MW-6, MW-15, and MW-16 exceeded cleanup values. No contaminants of concern were detected at levels that exceed DEC cleanup values in water samples collected from the drinking water wells. In general, the levels of contaminants of concern in groundwater have declined from 1998 to 2005. The decrease in dissolved contaminant levels from February 2003 to February 2005 was significant and suggests that the remediation system, when turned on, was effectively reducing contaminant concentrations as designed. The remediation system does not appear to be operating presently, and therefore, a rebound in groundwater contaminant concentrations may occur. A letter was issued to Ms. Roofe on November 1, 2007 requesting that she hire a qualified third party consultant to develop a long term remediation system and groundwater monitoring work plan. 5/29/2008 Update or Other Action DEC staff recently reviewed the administrative record for the subject site. On February 26, 2007, CSP issued a letter to Ms. Roofe requesting that she hire a qualified third party to develop a long term monitoring plan. To date, CSP has not received a response; therefore, a letter was issued on May 29, 2008 requesting, a second time, a long term monitoring plan for DEC review and approval. The deadline for submittal of this plan is June 30, 2008. Todd Blessing
3/31/2009 Update or Other Action DEC staff has reviewed and conditionally approved Travis/Peterson Environmental Consulting, Inc.’s “Four Corners Country Store Groundwater Treatment Work Plan”, dated February 23, 2009. Within the subject work plan, Travis/Peterson Environmental Consulting, Inc. (TPECI) proposed to do the following: • Sample groundwater monitoring wells MW-3 and MW-16 and test the groundwater samples for GRO and BTEX; • Based on initial sampling results, reactivate the VSC system; and • Conduct an additional sampling event in August and November, 2009 to assess current groundwater concentrations DEC approves of TPECI’s February 23, 2009 work plan with the following modifications: • During the August and November 2009 sampling events, TPECI will evaluate and report the groundwater elevations of all on-site wells, and collect groundwater samples to be tested for contaminants of concern from MW-15 and MW-6 as well as MW-3 and MW-16. • TPECI will certify the quality of the analytical data by completing the CSP’s data review checklist; and • TPECI will deliver a final report to CSP within 60 days following completion of field work Todd Blessing
11/15/2010 Update or Other Action DEC staff contacted Mike Travis to discuss his efforts to monitor groundwater and start up the remediation system. Mike informed DEC that he was told to leave the property from an individual that claimed to be the current owner of the facility. Todd Blessing

6/1/2011 Update or Other Action DEC staff issued a letter to Debra Killian requesting she issue a groundwater monitoring plan to the Department by July 15, 2011. Ms. Killian was also informed that DEC will not cost recover on sites that recieved DEC grant funds as long as the responsible party acts in good faith to DEC's requests for site investigation or cleanup. 3/20/2015 Site Visit Visited the site and met with the landowner and the consultant. The consultant was on site to locate the existing wells and conduct sampling per approved modifications to the 2009 work plan. The shed containing the remediation system is gone but the vapor extraction wells are still intact. A number of monitoring wells in the parking area no longer have well caps, the casings are flush with the ground, and filled in with gravel. Lisa Krebs-Barsis

The wells decommissioned were MW3, MW4, MW5, MW6, MW8, MW12, MW14, MW15, MW16, nine ORC wells, VSC-1, VSC-2, VSC-3, VSC-4. 10/21/2015 Site Characterization Report Approved Wells MW3, VSC-1, MW15, MW6, and the drinking water well on Lot 20 were sampled for gasoline range organics and benzene, toluene, ethylbenzene, and total xylenes. Passive diffusion bags were used for each of the wells. In addition to the PDB samples, one sample was collected from MW15 using a low flow purge method. Except for MW15, all analytes were either not detected or were detected below cleanup levels. Benzene was detected in MW15 at 5.09 micrograms/L (using the PDB) and 9.43 micrograms/L (using a low flow purge method). Both the results from the low flow purge method and the PDB results were significantly decreased from the previous samples collected in 2005. Lisa Krebs-Barsis

Based on the information provided to date, it has been determined that the contaminants remaining on site do not pose an unacceptable risk to human health or the environment and no further remedial action will be required unless new information becomes available that indicates residual contaminants may pose an unacceptable risk.
