Problems/Comments

In May of 2004 during a Release Investigation, gasoline range organics (GRO) and benzene, toluene, ethylbenzene, and xylenes (BTEX) soil and groundwater contamination was encountered downgradient of the 4,000-gallon and 2,000-gallon underground storage tanks located at the facility. Five soil borings were advanced and four were developed into groundwater monitoring wells. On September 25, 2006 approximately 90 cubic yards of contaminated soil was excavated around the existing underground storage tanks and stockpiled on site. The stockpile was removed and treated in 2011. Annual groundwater monitoring has been occurring since 2007. MW-1 was decommissioned in 2018. Soil vapor sampling was conductedin June 2021 and April 2022. All analytes were below target levels. 2022 and 2023 groundwater sampling: Benzene still exceeds cleanup levels in at least one well. In 2022 GRO, ethylbenzene, and xylenes were detected above cleanup levels in MW-2. Additional contaminants of concern (VOCs and PAHs) still need to be investigated.

4/23/2008 Leaking Underground Storage Tank Corrective Action Underway Reviewed a groundwater treatment system plan prepared by Travis/Peterson Environmental Consulting, Inc., dated February 23, 2007, prepared for Petro Star, Inc., for this LUST site. Pump and treat plan with treated water to be discharged to the City Kodiak PWWT works. Sent an e-mail message to Mike Travis and inquire about the current status of the site and to ensure that there is still a desire to implement this groundwater treatment system plan. Mike Travis responded that they would like to collect another set of groundwater samples this spring and then they would make the decision as to whether or not to undertake GW cleanup measures, or revert to long-term groundwater quality monitoring. 9/8/2009 Document, Report, or Work plan Review - other Reviewed the Groundwater Monitoring and Supplemental Investigations Report, dated August 11, 2009 from Travis/Peterson Environmental Consulting Inc. for Paul Horwath. Site conditions are remaining stable with the groundwater concentrations remaining about the same as previous monitoring events. MW-2, the monitoring well down-gradient of the underground storage tanks continues to detect Benzene and GRO above the groundwater cleanup levels. Long term monitoring is recommended, with the next monitoring event to be performed in October of 2009. The surface water samples taken from the drainage ditch along Rezanof Drive did not detect any hydrocarbon contamination, and the drinking water well search performed did not indicate any drinking water wells located 1,000 feet down-gradient of the site, and that all surrounding properties are serviced by the City of Kodiak Public Drinking Water. 10/7/2010 Document, Report, or Work plan Review - other Reviewed the August 3, 2010 Mill Bay Gas 'n' Go, former Bayside Gas Groundwater Monitoring Report, from Travis/Peterson Environmental Consulting, Inc. for Paul Horwath. The groundwater concentrations have not changed much since the beginning of the ongoing monitoring in 2007. GRO and benzene remains above the groundwater cleanup levels in monitoring well MW-2, and benzene has been detected in all the other monitoring wells above the groundwater cleanup levels other than MW-1 during the June of 2010 sampling. During the October 14, 2010 groundwater sampling event all four of the monitoring wells detected Benzene and one monitoring well detected GRO above the groundwater cleanup levels. 9/21/2011 Document, Report, or Work plan Review - other Reviewed the Contaminated Soil Stockpile Disposal Report, dated August 2011, and prepared by Travis/Peterson Environmental Consulting, Inc. The 90 cubic yards of stockpiled contaminated soil was shipped in three different trips to OIT for thermal remediation and disposal. Shipments were conducted on April 25, 2011 consisting of six truckloads of 110.64 tons of soil, May 14, 2011 consisting of six truckloads of 130.57 tons of soil and May 28, 2011 consisting of two truckloads of 47.18 tons of soil. On June 9, 2011 Alaska Resources and Environmental Services, LLC (ARES) performed a Stockpile Closure Investigation in the area of the former 90 cubic yards of stockpiled contaminated soil. Five grab (4 samples and on field duplicate) confirmation soil samples were taken from under the former stockpile area at a depth of 6 inches below ground surface and analyzed for GRO, BTEX and PAHs. 9/22/2011 Document, Report, or Work plan Review - other Reviewed the Groundwater Monitoring Report, dated July 6, 2011, from Travis/Peterson Environmental Consulting, Inc. The four on-site monitoring wells were sampled on June 9, 2011. Benzene was detected above the groundwater cleanup levels in three of the wells sampled at concentrations of 0.0134 mg/L to 0.398 mg/L and GRO was detected above the groundwater cleanup levels at a concentration of 2.36 mg/L in one of the wells sampled. Semi-annual groundwater monitoring will continue according to the long term monitoring program, with the next sampling event taking place in October of 2011. Alyce Hughey

Benzene was detected above the groundwater cleanup levels in three of the wells sampled at concentrations of 0.0295 mg/L to 0.316 mg/L; with all other analytes either testing below the groundwater cleanup levels of not being detected. The four on-site monitoring wells were sampled on May 4, 2012. Benzene was detected above the groundwater cleanup levels in all four of the wells sampled at concentrations of 0.00513 mg/L to 0.569 mg/L. GRO was detected in monitoring well MW2 at a concentration of 3.56 mg/L. Due to the heavy snowfall during the winter of 2011-2012 the groundwater level in the monitoring wells were higher than normal. The four on-site monitoring wells were sampled on October 5, 2012. Benzene was detected above the groundwater cleanup levels in three of the monitoring wells sampled at concentrations of 0.0135 mg/L to 0.366 mg/L. Kodiak had above average rainfall during the month of September 2012 with 9.64 inches of rainfall, resulting in an increase in groundwater elevation in the site monitoring wells. Groundwater was measured in wells at depths of 3.08 to 6.83 feet from the top of well casings. 1/13/2023 Site Characterization Report Approved Received the revised 2022 groundwater monitoring report and vapor intrusion report on 1/13/2023 and they are now approved. Sampling was conducted at all four monitoring wells on site, concentrations of benzene were revealed above cleanup levels in three monitoring wells (MW-2, MW-4, and MW-5), and gasoline range organics (GRO), ethylbenzene, and xylenes were detected above cleanup levels in MW-2. Soil vapor sampling was conducted in June 2021 and April 2022, both revealing all analytes below ADEC target levels. Based on these data, ADEC considers the vapor intrusion pathway incomplete. ADEC is requesting a work plan for further groundwater monitoring to include additional potential contaminants of concern (volatile organic compounds/VOCs and polycyclic aromatic hydrocarbons/PAHs) that have not yet been ruled out. The four monitoring wells on site (MW-2, MW-X, MW-4, and MW-5) were sampled. Laboratory analytical results revealed concentrations of benzene above groundwater cleanup levels in three of the monitoring wells (MW-2, MW-4, and MW-5). ADEC is requesting further groundwater monitoring to include additional potential contaminants of concern (volatile organic compounds/VOCs and polycyclic aromatic hydrocarbons/PAHs) that have not yet been ruled out.
