Problems/Comments

Gasoline releases from a former retail gas station impacted soils and groundwater. Groundwater contamination migrated from this former UST to Cook Inlet, 950 feet away. Air sparge treatment groundwater treatment system operation eventually cleaned up the contaminated groundwater plume, allowing ADEC to issue a closure decision for this site on July 20, 2010. 1/15/2003 Leaking Underground Storage Tank Corrective Action Underway Tesoro purchased the adjacent private property from the Bellmore's about 1999-2000. Additional assessment resulted in the finding that contaminated GW from the site had migrated to Cook Inlet, directly under the Bellmore's house. Tesoro installed a SVE and Air Sparge treatment system and continues to operate these systems into the year 2003. Air sparge systems appear to be intercepting and treating the dissolved BTEX plume. The SVE system at the former tank sites is aimed at reducing subsurface soil contamination that remains over the groundwater in that area. Paul Horwath

The air sparge groundwater treatment systems are proving effective in removing BTEX from the groundwater. Tesoro installed new air sparge wells to treat the source area now that the downgradient dissolved groundwater concentrations has been diminished. 2/19/2008 Leaking Underground Storage Tank Corrective Action Underway Reviewed and approved the Kent & Sullivan work plan for calendar year 2008. Reviewed the Kent & Sullivan groundwater monitoring report covering year 2007 GW sampling events. GW conditions continue to improve. 7/30/2008 Leaking Underground Storage Tank Corrective Action Underway ADED received a 2008 Well Abandonment Plan, which was prepared by Kent & Sullivan, Incorporated. The plan included GW quality data from a May, 2008 GW sampling event as well as a Quality Assurance Summary and the ADEC Laboratory Data Review Checklist. Based on this water quality report, approval was issued to decomission all monitoring and treatment wells located to the west of GW monitoring well B-12. Paul Horwath
2/13/2009 Update or Other Action The groundwater contaminant plume is now restricted to the former gas station property boundaries, and no longer extends to the west of the property. The on-property treatment system remains operational. Paul Horwath
3/5/2009 Document, Report, or Work plan Review - other Reviewed the 2008 Groundwater Monitoring Report, dated February 11, 2009, from Kent & Sullivan for Paul Horwath and provided him with a summary for his review and oversight. Site conditions remain stable with the groundwater concentrations remaining below the groundwater cleanup levels for two years now. Fifteen monitoring wells and three air sparge wells were decommissioned in August of 2008. Tesoro would like to remove all remaining monitoring and remediation wells upon receiving approval from ADEC. A final report will be submitted to ADEC documenting all work that has been performed at the site, and the final well decommissioning. Alyce Hughey

The results of the Site Closure Activities indicates that the upper 12 feet of soil located in the former underground storage tank area has been remediated to non-detect for BTEX, GRO, and EDC. All the monitoring wells have been decommissioned according to ADEC’s Monitoring Well Guidance, other than B-001, and B-030, because they couldn’t be located. 7/20/2010 Cleanup Complete Determination Issued A Corrective Action Complete decision letter was issued to Mr. Peter Ribbens, Tesoro's project manager. No institutional controls were required, as soil and groundwater both meet ADEC cleanup levels. Paul Horwath
4/21/2011 Update or Other Action Received e-mail confirmation that the two remaining monitoring wells B-1 and B-30 could not be located to be abandoned. Well B-1 actual location was never verified in the field, and was not located. Well B-30 is believed to have been destroyed during excavation of the closure sampling test pits, which were dug to a depth of at least 12 feet below the ground surface. Paul Horwath
4/16/2018 Update or Other Action Attached three reports to this site entry, for public availability thru ADEC's Contaminated Site Program internet website. The Kenai Peninsula Borough informed us today that they have plans to sell the 5 acre parcel of Borough owned land bordering the west property boundary of the former gas station property. The three informational reports will now be accessible to interested prospective purchaser's of the Borough property. Paul Horwath
