Problems/Comments

During a site assessment that was conducted prior to the sale of the facility, petroleum contamination was discovered that originated from two underground storage tanks (USTs) that had been out of service for several years. After sale of the property, during a subsequent release investigation done in 2001, gasoline contaminated soils were encountered around the fuel dispensing island. Shallow soils documented gasoline range organics (GRO) and benzene levels which exceeded the soil cleanup levels identified in Tables B1 and B2 of Method Two. Additional assessment activities confirmed groundwater contamination in vicinity of the fuel dispensing island. NOTE: This facility was also previously listed under the spill number 2001230033701 and event ID #2839. Both spill numbers refered to the same site so the database was modified to show only the current listing for this site. The file may contain correspondance with both spill numbers. (MTE 2/6/2006)

2/2/2007 Update or Other Action Notified RP of change in project manager. Requested a work plan for: 1. Groundwater monitoring to track migration and trends of contaminants identified with this release. Assessing the current nature and extent of groundwater contamination and for the completion of site cleanup and remediation. 2. Identifying all public and private drinking water wells within a 1/8th mile radius of the Chinook Tesoro facility. If available, a well log should also be provided for each well identified within this radius. The location of the monitor wells should be depicted on a diagram. The department will make a determination regarding whether any of the drinking water wells will need to be sampled based on the location of the wells and the well logs (if available). Requested update on the status of the vapor extraction well. Don Fritz

12/7/2011 Document, Report, or Work plan Review - other Reviewed the Report for Remedial Action Work Performed in 2007, dated April 30, 2008 from Rozak Engineering. On June 3, 2007 a survey of the drinking water wells within 1/8th mile radius was performed. Fourteen drinking water wells were located, with the onsite well located 200 feet east of the source area was installed to a depth of 90 feet and static water level at 62 feet. The parcel closest to the source areas drinking water well, just northwest of site approximately 190 feet northwest was installed to a depth of 280 feet and static water level is 80 feet. The groundwater samples taken from the three monitoring wells detected Benzene at concentrations of 0.00174 mg/L to 0.0230 mg/L. The SVE activated fan attached to the top could rotate but wind during the site visit was not strong enough to spin the fan. The readings taken within the SVE well detected oxygen at 12.5%, lower explosive level was 100% and the volatile Petroleum Hydrocarbon reading exceeded 1,000 ppm. The three cubic yards of soil cuttings stockpiled on site were sampled with results of 174 and 94 ppm GRO and 88 and 45 ppm DRO. Additional fertilizer (16-16-16) was spread and mixed with a shovel and then the cover was replaced and secured. Alyce Hughey
1/9/2012 Document, Report, or Work plan Review - other File review and request for an update on actions taken since 2007. Letter to Chinook Service Station owner requesting further assessment and/or remediation as stated in 2007 work plan. Requested response to our letter by January 30, 2011. Peter Campbell
