Problems/Comments

An injection well system formerly connected to the Seekins building was removed in 1994. The system was comprised of a 2,000-gallon septic tank and associated piping extending from the floor drain inside the Seekins garage facility. The floor drain piping was re-routed to the city sewer in August 1994. The two 3-feet by 3-feet tandem open-bottom wooden septic cribs were oriented along the same direction as the septic tank and were located approximately 18 feet south east of the tank. The tops of the cribs were located at roughly 9 to 10 feet below grade with the cribbing extending to approximately 13 feet below grade. Approximately 925 cubic yards of impacted soil were removed from the former well area for thermal treatment at OIT. In July 1995, AGRA Earth and Environmental (AEE) was contracted by Seekins to complete a limited subsurface investigation at the site. During the investigation, three temporary well points and four monitoring wells were installed across the property. One monitoring well, MW-3, was installed in the injection well area. Contaminant levels in MW-3 were the following: GRPH - 2,800 ug/l, 13,000 ug/l - DRPH, 8 ug/l TCLP (benzene), 240 ug/L - Dichloromethane, 8.4 ug/l - Carbon Tetrachloride, 12 ug/l - Trichloroethene, and 29 ug/l - Tetrachloroethene.

8/14/2006 Update or Other Action Received July 2006 ground water monitoring data. Updated databases. Douglas Bauer
12/20/2007 Update or Other Action Received Annual Groundwater Monitoring Report on Dec.11,2007. MW-1 and MW-6 as well as the DUP (MW-3) showed levels of petroleum hydrocarbons above ADEC cleanup levels. Travis/Peterson proposed sampling wells MW-1 and MW-6 every 3 years starting in 2009 and decommissioning remaining wells. ADEC declined this request and recommended sampling wells MW-6 and GWP-2 in the spring of 2008 to assess groundwater migration offsite. Tamara Cardona-Marek
12/20/2007 Exposure Tracking Model Ranking Initial ranking with ETM completed. Tamara Cardona-Marek
2/26/2008 Exposure Tracking Model Ranking A new updated ranking with ETM has been completed. Tamara Cardona-Marek
2/27/2008 Update or Other Action Met with consultant Larry Peterson. Agreed to sample wells MW-6, MW-1, and GWP-2 in the Fall of 2008. Consultant will also investigate if contaminated soil was left in place near MW-1 source area to evaluate vapor intrusion pathway. Evaluation of vapor intrusion pathway might include indoor air sampling. Tamara Cardona-Marek
10/20/2008 Document, Report, or Work plan Review - other DEC reviewed the Travis/Peterson Groundwater Monitoring Report. MW-1 continues to have DRO, GRO and BTEX above cleanup levels. PCE detected in MW-6 but at levels below cleanup. DEC recommends wells MW1, MW2, MW3, MW6 and MW7 remain available for biannual monitoring (every two years). Next sampling event would be in the fall of 2010. DEC also requested an updated CSM. Tamara Cardona-Marek
11/24/2008 Update or Other Action ADEC received Conceptual Site Model submitted by Travis/Peterson. Tamara Cardona-Marek
7/9/2009 Update or Other Action DEC received well decommissioning communication from TPECI. Monitoring wells MW-3, MW-4, and GWP-2 were decommissioned in June 2009. Well MW-3 should've remained available for monitoring, per a DEC letter from October 2008. DEC is requesting a solution to this issue. Tamara Cardona-Marek
8/21/2009 Document, Report, or Work plan Review - other TPECI submitted workplan to re-install MW-3 and decommission GWP-3. Work plan has been approved. Tamara Cardona-Marek
9/4/2009 Update or Other Action DEC received a complaint indicating that hydraulic hoists were being replaced by Seekins Ford and potentially contaminated soil was being excavated. PERP did a site visit and Seekins Ford had TPECI screen the stockpile. PERP will continue to follow up with this issue since additional hoists are planned to be replaced. Tamara Cardona-Marek
12/29/2009 Update or Other Action Site transferred from Tamara Cardona-Marek to Jim Fish. Janice Wiegers
10/1/2014 Document, Report, or Work plan Review - other Work on this site has been concurrently tracked as groundwater monitoring under LUST Site 100.26.131. Monitoring well MW-3 is currently located in the former injection well area. The follwoing COCs were detected below groundwater cleanup levels during 2014: 1,4-DCB, 4-Isopropyl toluene, Naphthalene, PCE, 1,2,4-TMB, 1,3,5-TMB n-Butyl Benzene, GRO, and DRO. Groundwater contaminaiton has yet to be fully delineated for the site, but all COCs are below groundwater cleanup levels in the most down-gradient monitoring well MW-6. Jim Fish
6/29/2016 Document, Report, or Work plan Review - other DEC sent review letter with comments for the 2015 Annual Groundwater Monitoring Report to RP for work conducted by TPECI. This site is concurrently being monitored with the 100.26.131 site. Laura Jacobs
10/10/2016 Document, Report, or Work plan Review - other Review and commented on the 2016 Annual Groundwater Monitoring Report received by our office September 29, 2016. MW-1 was the only sample location with results above DEC's cleanup levels for Groundwater (Table 2 levels). Agree with consultant to sample wells MW-2, MW-3, MW-6, MW-7 again in three years, but continue to sample MW-1 annually until three consecutive years of data below the DEC cleanup levels. Expecting results from monitoring groundwater flow and gradient with transducers but that data was not included in this report. Laura Jacobs
10/9/2017 Document, Report, or Work plan Review - other DEC received the 2017 Annual Groundwater Monitoring Report. Gasoline Range Organics (GRO),ethylbenzene, total xylenes, 1,2,4-trimethylbenzene and naphthalene are above Table C. Groundwater Cleanup Levels at MW-1. Compared to historical levels at MW-1 all five contaminants are at reduced level. RP's consultant recommends long term monitoring. Laura Jacobs
10/25/2017 Document, Report, or Work plan Review - other DEC sent review comments for the "2017 Annual Groundwater Monitoring Report". Groundwater monitoring wells MW-1, -2, -3, -6, and -7 were sampled and analyzed for gasoline range organics (GRO), diesel range organics (DRO), and volatile organic compounds(VOCs). MW-1 had GRO, ethylbenzene, xylenes, 1,2,4-trimethylbenzene, and naphthalene above DEC groundwater cleanup levels. MW-2 contained TCE above DEC's groundwater cleanup levels. Laura Jacobs
