Problems/Comments

During upgrade activities for two 10,000-gallon gasoline and one 5,000-gallon diesel UST, DRO and benzene contamination exceeding cleanup levels was encountered in soils. A subsequent release investigation installed three monitor wells to determine water quality at the site. Over a period of six years no detectable levels of contaminants were found in any of the 4 monitor wells.

7/25/2013 Underground Storage Tank Site Characterization or Assessment Reviewed the May 2013 UST Closure Site Assessment Report, dated July 2013, prepared by MWH. On May 1 through May 4, 2013 two 10,000-gallon gasoline, one 5,000-gallon diesel underground storage tanks, associated piping, three dispenser islands and one overhead canopy were removed and replaced with two multi-compartment 12,000-gallon fiberglass underground storage tanks, associated piping, two dispenser island and overhead canopy. Four stockpiles were generated during the removals; Stockpile 1 consisted of approximately 150 cubic yards from the 2-gasoline tanks which had little indication of impact, Stockpile 2 consisted of approximately 50 cubic yards, Stockpile 3 consisted of approximately 40 cubic yards of soil of which were taken directly beneath the dispensers and pump islands with contamination impacts, and Stockpile 4 consisting of approximately 200 cubic yards of soil from the over excavation to accommodate the installation of the two new tanks, with no indication of impact. Confirmation soil samples collected had DRO, GRO, BTEX, PAH’s, and Lead detected at 10 to 10.5 feet below ground surface (extent of excavation) at concentrations below the soil cleanup levels. Soils were also analyzed for Ethylene Dibromide (EDB), 1,2-Dichloroethane (1,2-DCA) and Methyl tert-butyl ether (MTBE), with all sample results of non-detect. Benzene and DRO was detected above the soil cleanup levels at concentrations of 0.112 and 0.179 mg/kg Benzene and 328 and 716 mg/kg DRO within stockpiles 2 and 3, which were transported off site for thermal remediation and disposal (approximately 126 tons). Stockpiles 1 and 4 were returned to the excavation as backfill. Groundwater was not encountered during the USTs removals, and historical records indicate that groundwater was typically found at 14.5 to 17.5 feet below ground surface. The site and surrounding properties are serviced by the Anchorage municipal drinking water supply. Alyce Hughey

7/30/2013 Meeting or Teleconference Held Staff attended the mid-year planning meeting at the ADEC office in Soldotna to discuss the decommissioning of the groundwater monitoring wells, UST removals and site closure. Alyce Hughey
8/1/2013 Institutional Control Record Removed Additional soil cleanup work completed in 2013 at the time of UST system replacements negates the need for any continuing institutional control at this site.
