Problems/Comments

A 5000-gallon steel heating oil underground storage tank (UST) located north of Building 1303 (Missile Storage Facility) on Cargain Road was installed in 1952. There was a confirmed release from the UST in 1992 and the UST and 90 cubic yards of soil were removed in 1994. The excavation was terminated at 11 feet below ground surface (bgs) without encountering groundwater. Groundwater is expected to be less than five feet below the bottom of the excavation. IRP site ST49 is approximately 500 ft downgradient from this site. There is an underground injection well (UIW) located north of Building 1303. 1994 soil sampling identified diesel range organics (DRO) at a concentration of 8000 mg/kg at the base of the UST excavation (11 ft bgs). 1996 soil and groundwater samples were taken during a UIW investigation; however, the sampling locations were downgradient of the UIW but not the UST.

Action Information

Action Date Action Description DEC Staff
9/24/1992 Leaking Underground Storage Tank Corrective Action Underway Confirmed release from the underground storage tank. LUST cleanup initiated on Nov 2 1999. Emily Youcha
8/5/2005 Site Added to Database DRO contamination. Deborah Williams
8/5/2005 GIS Position Updated GIS information was determined by map interpolation by the PM using NAD83 with an accuracy of 500 feet. Deborah Williams
8/28/2006 Update or Other Action Contaminated Sites staff closed a site called "Eielson Air Force Base Building 1303" in the Leaking Underground Storage Tank (LUST) database because the tank was used strictly for heating oil and was an unregulated tank. The site was left open in the Contaminated Sites (CS) database. Emily Youcha
4/23/2008 Exposure Tracking Model Ranking Initial ranking with ETM completed. Deborah Williams
1/4/2011 Update or Other Action This entry contains only site-specific information. An informational site has been added to the database for actions that pertain to Eielson Air Force Base in its entirety. Please see ADEC file number 107.38.006/Hazard ID 25578/Eielson AFB Basewide Information. Kathleen Beutel
11/4/2014 Exposure Tracking Model Ranking A new updated ranking with ETM has been completed for source area 73318 5,000-gallon UST. Restrictions are currently in place to prevent contaminant exposures. Approval is required for any activity on site that can result in access or movement of groundwater or soil. A 200-foot buffer boundary is on the site until better delineation can be defined. Anna Iverson
9/22/2015 CERCLA RI Plan Approved Joint approval issued by EPA and DEC for the final "Remedial Investigation / Feasibility Study Management Plan For Non-Operable Unit Source Areas, Eielson Performance-Based Remediation, Eielson Air Force Base, Alaska" dated September 2015 (Non-OU RI/FS MP). The Non-OU RI/FS MP describes planned remedial investigations at 17 contaminated sites at Eielson Air Force Base, including SO524. Melinda Brunner
9/22/2015 CERCLA RI Plan Approved DEC and EPA jointly approved the "2015 Annual Field Sampling Plan, Eielson Performance-Based Remediation, Eielson Air Force Base, Alaska" dated September 2015 (FSP). The FSP describes remedial investigations planned for 2015 at 21 contaminated sites at Eielson Air Force Base, including SO524. The FSP is meant to be used in conjunction with the appropriate remedial investigation/feasibility study (RI/FS) management plan(i.e. Non-OU) and the Programmatic Quality Assurance Project Plan. Melinda Brunner
7/7/2016 CERCLA RI Plan Approved DEC and EPA approved the 2016 Annual Field Sampling Plan. The FSP describes intended soil, groundwater, sediment, surface water sampling at 36 sites across Eielson AFB. Monte Garroutte

DEC recommended a comment resolution meeting with the Air Force and EPA Remedial Project Managers and contractors to resolve remaining issues, agree to any required revisions and finalize the document. Dennis Shepard
1/21/2021 Document, Report, or Work plan Review - other DEC received a response to comments and a draft final version of the Non-OU Remedial Investigation - Risk Assessment report. The report presents the human health risk assessment, including methods, parameters, and results to support the Eielson Air Force Base performance-based remediation (PBR) project. Dennis Shepard
3/15/2021 CERCLA RI Report Approved The EPA and DEC approved the Final Revision 2 Remedial Investigation/Risk Assessment Report for Non-OU Source Areas SO072, TU076, SS085, SS521 and SO524, EAFB (March 2021). The report summarizes the remedial investigation (RI)/risk assessment (RA) activities at non-operable unit (OU) source areas SO072, TU076, SS085, SS521 and SO524 on Eielson Air Force Base (AFB) conducted from 2015 to 2017. Dennis Shepard
8/29/2022 Document, Report, or Work plan Review - other DEC provided backcheck review comments for the Final Supplemental Remedial Investigation Work Plan, Eielson Air Force Base, Alaska (August 2022). The Supplemental Remedial Investigation (RI) Work Plan describes the 2022 RI activities to be conducted at Eielson Air Force Base, Alaska. The scope of the Supplemental RI is to address current data gaps at the CERCLA source areas on Eielson AFB for all operating units. Dennis Shepard
9/19/2022 CERCLA RI Plan Approved EPA and DEC provided a joint approval for the Final Supplemental Remedial Investigation Work Plan Eielson Air Force Base, Alaska (September 2022). The scope of this Supplemental RI is to address current data gaps at the CERCLA source areas on Eielson AFB. The data gaps are generally related to the incomplete characterization of site contaminants under the 2015-2021 Performance Based Remediation (PBR) and emerging contaminants identified since the 2015-2021 PBR.
