Problems/Comments

In June 1988, contaminated soil was encountered during the removal of 4 USTs (1-reg, 2-unlead, & 1-diesel). The soil was spread on site (without DEC approval) for aeration. Extent of contamination unknown. GW contaminated. Formerly known as Soldotna Texaco. This site is also in the CS DB under Soldotna Texaco (Tesoro #207), Reckey:1989230134203. August 14, 2006 update of Problem Statement: Tesoro Alaska Corporation leased the property and upgraded the UST systems in 1995. The only significant soil and groundwater contamination detected was in the location of the former dispenser islands, from when Columbus Distributing operated the gas station. Tesoro took on the role of responsible party for purposes of assessment and cleanup of contaminated soils and groundwater. Groundwater contamination was assessed and shown to migrate offsite toward the east. Tesoro replaced the USTs (tanks) in 2001. Tesoro installed and operated an air sparge and soil vapor extraction soil and groundwater cleanup system. The vapor extraction portion of the system ceased operations in 2000. The air sparge treatment operations have continued. Tesoro has continued to monitor groundwater contamination since 1999. The contaminant concentrations indicate a declining trend. 8/14/2006 Document, Report, or Work plan Review - other Groundwater quality monitoring reports and site status reports, prepared by Kent & Sullivan, were reviewed by ADEC. The reports dated from 2000 to 2006. Tesoro ceased operating the soil vapor extraction system in 2000, however the groundwater air sparge system has been operated more or less continuously since 2000. Groundwater quality monitoring reports demonstrated a declining trend in groundwater contaminant concentrations. Tesoro plans to continue to operate the air sparge groundwater treatment and conduct twice/year groundwater monitoring until the groundwater meets ADEC cleanup levels in all of their groundwater monitoring wells. Four MWs were sampled. One of the wells showed an increasing concentration of petroleum. Data for the other three wells was consistent with prior sample data. 2/12/2008 Leaking Underground Storage Tank Corrective Action Underway Reviewed the 2007 Groundwater Monitoring Report, Tesoro North Store #207, prepared by Kent & Sullivan, Incorporated. This report included a work plan for calendar year 2008, which was conditionally approved. Groundwater quality continues to improve. Tesoro will not operate the treatment systems this year in order to see if groundwater quality will stabilize below ADEC cleanup levels without active treatment. Paul Horwath
3/25/2009 Document, Report, or Work plan Review - other Reviewed the 2008 Groundwater Monitoring Report, Tesoro Northstore #207, dated March 4, 2009, from Kent & Sullivan, Inc. for Paul Horwath and provided him a summary for his review and oversight. Site conditions remain stable. The results of the 2008 monitoring and rebounding showed that monitored wells experienced a rebound during the spring monitoring event. All monitored wells except for one well (B7MW) returned to a downward trend or non-detect by the fall monitoring event, with contaminant concentrations in all monitored wells remaining below the groundwater cleanup levels for two years. Groundwater monitoring will continue during 2009, and if the spring data does not exceed the groundwater cleanup levels, a closure report will be submitted to ADEC for approval. Alyce Hughey
7/21/2010 Document, Report, or Work plan Review - other Reviewed the 2009 Groundwater Monitoring Report, from Kent & Sullivan, dated June 9, 2010 for Paul Horwath. The results of the 2009 groundwater monitoring after the air sparge system was shut down in February of 2008 showed an increase in Benzene within one of the monitoring wells sampled B7MW at 0.00667 mg/L in April and then a decrease in August detecting 0.00109 mg/L. Other than the Benzene detected in April of 2009 all the groundwater sample results have remained below the groundwater cleanup levels since November of 2006. Tesoro is requesting for the discontinuing and decommissioning of the groundwater remediation and monitoring wells, the advancement of one borehole adjacent to monitoring well B7MW to collect soil sample data at 4, 8, and 12 feet below ground surface, and submit a site closure report for the site. 3/18/2011 Document, Report, or Work plan Review - other Reviewed the Site Closure Activities Report, dated February 1, 2011, from Kent & Sullivan. On September 30, 2010 the existing monitoring wells and remediation systems were decommissioned in accordance to the ADEC’s Monitoring Well Guidance, dated February 2009. On October 1, 2010 one soil boring was advanced to a total depth of 13 feet below ground surface within the area of the known historical source area and soil samples were collected at four foot intervals. Soil sample results detected benzene above the migration to groundwater cleanup levels at 4, 8 and 12 feet below ground surface, and the ethylbenzene soil sample taken at 8 feet below ground surface was detected above the migration to groundwater cleanup levels, indicating that hydrocarbon soil contamination does remain at the site in the area of the known historical source area. Groundwater sample results taken to date indicate that the groundwater has been remediated and meets the ADEC groundwater cleanup levels. Alyce Hughey
