Problems/Comments

During the removal of one 1,500 unleaded gasoline, one 1,000 gasoline, one 1,000 diesel, and installation of new double walled UST's, the highest concentrations of VPH at 3,760 ppm, Benzene at 23.8 ppm, BTEX at 1,637 ppm, GRO at 3,850 ppm was found in the soils on May 2 and 3 1994. On 11-28-00 groundwater contamination was confirmed with GRO at 15.5 mg/L, Benzene at 3.17 mg/L, and Toluene at 2.40 mg/L. Seven monitoring wells was installed to monitor the groundwater. On March 29 to April 12, 2004 400 cubic yards of soils was removed and transported to ASR for thermal remediation. Some moderate levels of contamination is left under the asphalt cap done on June 18, 2004. Site conditions now will allow natural attenuation to continue to degrade the benzene concentrations in the groundwater. Updated 1-11-06 Alyce Hughey

8/26/2011 Document, Report, or Work plan Review - other During the October 12, 2010 groundwater sampling event; three of the existing seven monitoring wells were sampled in accordance with the ADEC approved Long Term Groundwater Monitoring Plan for the site. The analytical results for all three wells were undetected for all analytes tested for. These results constitute a substantial reduction in contaminant concentrations in MW#3, compared to historical sample data from MW#3. A new sampling procedure was used for the first time during this sampling event. Previous sampling procedures used a bailer, and for this sampling event a HydraSleeve sampler was used. The cause for the notable reduction in BTEX concentrations in MW#3 remains unknown at this time. The new sampling procedure could be one cause. EMI (the environmental consultant), recommended that two more sampling events, 3 to 5 months apart, be performed using the HydraSleeve sampling procedure to confirm that the level of contamination has decreased in the aquifer. ADEC will need to require at least one additional bailer sampling event if the HydraSleeve sampler continues to produce ‘undetected’ sample data from MW#3. Paul Horwath

12/26/2012 Document, Report, or Work plan Review - other Reviewed the Monitoring Well Sampling Report, dated October 2012, from Environmental Management Incorporated. On August 27, 2012 three of the existing seven monitoring wells (MW-3, MW-5 and MW-7) were sampled. Three samples were collected from MW-3 using three different sampling methods, one using a HydraSleeve Groundwater Sampler, one using a Bladder Pump, and one using a Teflon Bailer. Sample results for MW-3 were benzene at 0.00092 mg/L using the HydraSleeve Groundwater Sampler, benzene at 0.068 mg/L and GRO at 0.111 mg/L using a Bladder Pump, and Benzene at 0.0953 and GRO at 0.154 mg/L using the Teflon Bailer. Sample results using a HydraSleeve Groundwater Sampler were benzene at 0.00101 mg/L in MW-5 and non-detect for all analytes in MW-7. Alyce Hughey

5/23/2013 Update or Other Action Monitoring wells MW-1, MW-2, MW-4, MW-5, MW-6 and MW-7 were decommissioned on May 9th and 14th of 2013. ADEC received the report and accompanying photographs documenting the decommissioning of these six (6) groundwater monitoring wells. 8/27/2013 Update or Other Action Paul Horwath approved for the August 6, 2013 e-mail proposal for sampling groundwater monitoring well MW-3 with the following conditions: 1) ADEC’s Draft Field Sampling Guidance, May 2010 (page 29), states that low yield monitoring wells should be sampled when the well has recharged to approximately 80% of its pre-purge volume, when practical. Should MW-3 recharge to 80% in less than 1 hour, it should be sampled at that time: 80% of its pre-purge volume. 2) ADEC’s Draft Field Sampling Guidance, May 2010 (page 29), states that groundwater samples must be collected as close as possible to the soil/groundwater interface (i.e. water table). The depth to the water column surface and the depth the HydroSleeve is lowered into the water column should be measured, controlled, and documented, such that the HydroSleeve opens, and the water sample is collected, in the top portion of the water column in MW-3. This will help also reduce the silt/sediment content in the water sample collected for laboratory analysis. Alyce Hughey
12/5/2013 Update or Other Action Received and reviewed the November 2013 Monitoring Well Sampling Report prepared by Environmental Management, Incorporated. The benzene concentration detected in MW#3, the last remaining groundwater monitoring well at this site, continues to decline over time. Issued a letter to the owner/operator, removing the requirement for long term groundwater monitoring. The deed notice must remain effective until the benzene concentration in MW#3 meets the ADEC groundwater cleanup level of 5 ug/L. Paul Horwath
12/5/2013 Long Term Monitoring Complete Long term groundwater quality monitoring at monitoring well MW#3 is no longer required. MW#3 will be maintained to allow future sampling and analysis to determine when the water quality meets the groundwater cleanup level for benzene (5 ug/L). Should future sampling demonstrate that groundwater from MW#3 meets the 5 ug/L cleanup level for benzene, a new deed notice could be recorded to supersede and remove the restrictions/conditions of the current Notice of Environmental Contamination which is recorded on the property deed. 7/23/2021 Institutional Control Update We are aware of planned construction on this property. I contacted the current property owner on this date to let him know about the property's history and inform him that there may be remaining contaminated soil in the ground located at a depth of 10 - 20 feet below the ground surface. I provided him the historic document with a diagram showing the location and recommended that a third party environmental consultant be contracted in advance if construction is planned in the contaminated area. Movement or use of contaminated material (including on site) in a manner that results in a violation of the water quality standards is prohibited (18 AAC 70) Standard condition.
Groundwater Use Restrictions Any new private drinking water wells installed on this property must be installed in compliance with the existing, required separation distance in Alaska Wastewater Disposal Regulations, for other potential sources of contamination. Any new public or private water wells installed on this property must be tested for gasoline contamination using EPA Method 524.2, prior to utilization for drinking water supplies. Should gasoline contamination be detected, the owner of this property must report the contamination to ADEC.
Maintenance / Inspection Of Engineering Controls MW3 should be preserved so that it can be sampled at a future time(s) of your choosing. When benzene concentrations in MW#3 groundwater samples drop to 5 ug/L or less, a new Notice of Environmental Cleanup and Residual Soil and Groundwater Contamination (Deed Notice) can be filed on the property deed with the appropriate recording district of the Alaska Department of Natural Resources Land Recorder’s Office. The new Deed Notice would be worded to supersede the original Deed Notice (Document 2004-001617-0), and state that ADEC has determined that the residual petroleum contamination no longer poses a potentially unacceptable risk to human health, safety, welfare, or to the environment.
When Contaminated Soil is Accessible, Remediation Should Occur In the event that the remaining contaminated soil becomes accessible by the dispenser island or the underground fuel lines for the current UST system being removed or through some other action that fits the site circumstances, the land owner and/or operator are required to notify ADEC and evaluate the environmental status of the contamination in accordance with regulations applicable at that time.
Periodic Review ADEC will conduct a review of site conditions every three years.
