Problems/Comments

The area is a former fueling station. Actions associated with the site have been recorded under Northway DERP. The site is now being separated and will be tracked separately. Multiple investigations and removal actions have occured at Ham Lake. Petroleum compounds, mainly DRO and benzene are still present in several areas within the site.

10/4/2005 Site Characterization Report Approved The ROST/LIF investigation report covering field work in 2003 and 2004 was approved. The report presents the results of an investigation at Ham Lake, Areas 40 and 43 at the Formerly Used Defense Site, the Northway Staging Field. The Rapid Optical Screening Tool and its laser-induced fluorescence (LIF) probe were used to place seventy LIF pushes at the site in 2003 and 2004. Probable petroleum contamination was found in 51 of the 70 LIF pushes and is primarily in the smear zone from six to ten feet below ground surface. The extent of contamination remaining at the site has been defined and will be used in a risk assessment to determine future actions at the site. The report fairly presents the information obtained from the investigation, meets the requirements of 18 AAC 75.355, Site Characterization, and is approved. Debra Caillouet

12/29/2009 Update or Other Action A revised Inventory Project Report (INPR) was received for the Northway Staging Field. The US Army Corps of Engineers has divided the staging field into four projects so that closures of the individual sites within the staging field can be counted. One project consists of the OU1 and OU3 sites that have already been closed by DEC, the next contains OU4 and OU5 sites that are ready for closure. The third project is the Ham Lake site that requires a Feasibility Study, Proposed Plan and Decision Document. The last project includes four areas that have data gaps that need to be resolved, Areas 4, 24, 26 and 48. Debra Caillouet

None of the alternatives evaluated are expected to achieve numeric cleanup levels in a reasonable amount of time but the implementation of Institutional Controls to prevent use of the site or movement of the soil or groundwater would prevent unacceptable risk. 8/15/2011 Document, Report, or Work plan Review - other Final Treatment System Decommissioning and Groundwater Monitoring Work Plan, Northway ACS and Northway Staging Field (Ham Lake), July 2011 The objective of the project activities is to complete decommissioning of all of the in-situ and ex-situ treatment system equipment and to monitor the groundwater contamination. The treated soil from the ex-situ treatment cell will be placed on the gravel access road in the immediate area. The security fencing will remain in place for future use of the current landowners, Northway Natives Incorporated. Groundwater monitoring wells will be sampled in order to monitor the extent of groundwater contamination at the site. Eight wells are located at the ACS site and seven at the Ham Lake site will be sampled in 2011. Debra Caillouet

12/30/2019 Document, Report, or Work plan Review - other DEC Approved the 2018 Final Groundwater Sampling Report, Northway Staging Field (Ham Lake), dated November 2019. Seven monitoring wells were evaluated, measured and sampled over 17-19 September 2018. Diesel range organics were the only petroleum, oil, lubricant contaminant that was sampled that had concentrations above cleanup levels, in two wells. Manganese exceeded cleanup levels in six wells, presumed to be attributed to bioremediation. Continued monitoring is recommended on the three-year cycle. Kevin Fraley
3/3/2020 Document, Report, or Work plan Review - other DEC approved the 2018 Final Periodic Review, Northway Staging Field (Ham Lake), Formerly Used Defense Site Project Number F10AK034706, Northway, Alaska, dated January 2020. As part of the 2018 periodic review, a site inspection was conducted, the conceptual site model was evaluated, and protectiveness of the remedy was assessed. The site inspection indicated that signage was in-place, most monitoring wells were in good condition, and there was no evidence of land use change or soil disturbance. The conceptual site model evaluation indicated that the contaminants of concern, exposure pathways, and potential receptors were largely unchanged since the Decision Document was issued. The assessment of the protectiveness of the remedy stated that the remedy is functioning and is protective of human health and the environment. However, DEC notes that a deed notice documenting the contamination at the site and setting requirements for management of the contamination, required as part of the remedy, has not yet been implemented, despite more than five years having passed since the issuance of the Decision Document. A Uniform Environmental Covenants Act (UECA) covenant must be filed for the site as soon as possible in order for the remedy to be fully implemented and for protectiveness to be assured. In correspondence with the U.S. Army Corps of Engineers (USACE), it was stated that the process to file a UECA covenant for this site has been initiated. DEC requests that USACE provide a covenant implementation plan and deadline within 30 days of receiving this approval. Kevin Fraley
