Problems/Comments

Fuel contamination of soil and GW up to 7800 ppb BTEX. This LUST project converted to a State-lead status when the owner refused to comply with State law requiring containment and cleanup response. In 5/89, ADOT&PF notified DEC that soil and GW contamination had been detected at this facility. In 6/89, DEC issued an NOV/Request for Corrective Action to the owners, asking that they take measures to assess their site, and to mitigate any on-going releases. Tank and line tightness testing conducted by the owners in June revealed numerous leaks in the underground fuel line joints and piping connections. Site assessment activities were contracted by ADEC. GW contamination was detected across the Sterling Hwy. on adjacent property. No other potential sources were identified. Based on this assessment data, the DEC again requested that the owners conduct additional assessment and cleanup work at their site. The owners refused, and in 10/89, the DEC again contracted with Shannon & Wilson to perform the required site assessment and cleanup work. The responsible party tool the lead when the State Underground Storage Tank Financial Assistance program became available to UST system owners/operators. Substantial assessment and cleanup work has been conducted at this facility over the years. In 2004, a groundwater treatment system was installed and operated until 2007. Future work at this site long-term groundwater quality monitoring both onsite and offsite.

1/14/2003 Update or Other Action ADEC funded the installation of two additional GW MWs in December, 2002. First sampling of these wells resulted in non detects. Cook's consultant completed the yearly GW monitoring event for 2002. Also performed a domestic water well drawdown test in the effort to determine if pumping of the domestic well would draw down the water table 35 feet away at MW GE-8. No drawdown was detected after 6 hours of pumping. Paul Horwath

9/13/2005 Document, Report, or Work plan Review - other ADEC received and reviewed the September 2005 MWH July 2005 Annual Monitoring Event Report. GW concentrations were down in 3 MWs, the same in 2 MWs, and up in 1 MW. One of the injection wells (REC-2) in the air stripping GW recirculation treatment system plugged up. Former vapor stripping circulation well VSC-1 was converted to an injection well (newly named REC-3). The groundwater treatment system has nonfunctional due to power outages. ADEC has requested that an auto-dialer and a run hour meter be installed on the system to notify MWH of system shutdowns and to record the number of hours the system operates. Observed that MW KS-3 was exposed due to separation of security casing cover from the security casing. Reported this finding to Asst. SLR Alaska implemented the decommissioning of the onsite GW treatment system and the decommissioning of 11 off site GW monitoring wells. SLR also sampled 5 remaining GW monitoring wells for purposes of long-term GW quality monitoring. GW quality data were similar to the 2005 GW monitoring data.
