Problems/Comments

One 55 gallon drum spilled contents onto the soil which allegedly contained petroleum and PCBs. Also, a heating tank allegedly leaked its contents into the soil and possibly the groundwater. An area of stained soil measuring approximately 40 square feet was identified on the northwest corner of Building 607, which is used by FAA primarily for storage. The potential source was identified as a 55-gallon drum containing petroleum products and possibly PCBs. The stain was investigated in FY95 and found to contain DRO, TRPH, and lead levels above ADEC cleanup levels. Field screening indicated possible PCB contamination in surface soil. However, laboratory data obtained from a FY96 Phase II SI found PCB concentrations were below the cleanup level of 10 mg/kg. Unidentified factors may have interfered with field test kits. Last staff assigned was Sundet. A 1,000-gallon heating oil UST (56-C-3) was identified on the northwest corner of the Utility Shop/Building 607, which is used by FAA primarily for storage. The UST was decommissioned on 6/18/97, and approximately 30 cu.yds of fuel-affected soil were removed and stockpiled on site. According to FAA, the stockpiled soils were placed in supersaks and sent to TPS Technologies in Seattle, WA for treatment. A FY90 PA/SI documented 400 - 500 sq. ft of discolored soil near the UST. A FY97 release investigation estimated that 200 - 450 cu. yds of subsurface contaminated soil remained in-situ. Excavation is recommended for 470 - 1,000 cu. yds of surface and subsurface soils, although future contamination investigation may be necessary. There are two potential sources of contamination in the vicinity of Building 607 that have not been associated with FAA facilities or activities. These include an unidentified source northeast of Building 607 (Building 301, a State of Alaska Building) and an unidentified source southeast of Building 607.

7/11/1995 Update or Other Action On 7/11/95, FAA submitted a report by Ecology and Environment which noted that one 55 gallon drum that was believed to have contained petroleum and PCBs spilled onto the ground. Samples collected showed that the maximum levels of PCBs detected was < 10 ppm, lead was a maximum of 822 mg/kg, TPH a maximum of 24,000 mg/kg, and DRO a maximum of 4,800 mg/kg. Conclusion section - There appear to be several sources of soil contamination in the vicinity of Building 607 in additon to the former UST 56-C-003. Additional sources include an inidentifed source on the sowthwest or wes side of the State of Alaska building northeast of Building 607. Ana additional unidentified source may be reponsible for the contamination on the south side of Building 607. Also some of the contamination beneath the are of surface-stained soil that surrond the former tank is likely due to practices that produced the surface stain. The estimated maximum concentration of DRO is 6000 mg/kg. and the volume of soil is estimated at 470-1000 cubic yards, not including the soil on the southeast. Debra Caillouet
4/14/1998 Cleanup Level(s) Approved On 4/14/98, ADEC established ACLs for PCBs in the soil at 10.0 mg/kg and for lead in the soil at 1,000 mg/kg. The letter also requested that FAA submit a report of the heating tank which was allegedly removed in 1997 and that the report include recommendations for further assessment/cleanup action addressing the spilled drum and the heating tank. 7/31/2008 Update or Other Action Staff reviewed and sent minor comment on the Draft Site Investigation Report, Former FAA Generator Building No. 607, Yakutat. Overall the document provides complete characterization of the contamination present. The report did document PCBs in the surface soil up to 221 mg/kg and recommended placing a fence around the site to prevent exposure to the polychlorinated biphenyls in the surface soil.
