Problems/Comments

In 1996, Petro Marine Services (PM) drained a clay-lined fluid containment pond to prepare the site for installation of new bulk fuel tanks and a concrete fluid containment area. Consultant for PM performed test-pit sample field screening inside the containment pond and identified petroleum contamination in the upper layer of organic soil along the containment dike and on the bottom of the drained pond. During excavation, contaminated soil was separated from clean soil by field screening. An estimated volume of one thousand cubic yards was placed into a storage cell located off-site at 3.75 Mitkof Highway. After the removal action, eight confirmation samples of soil were collected in the footprint of the new tank farm site. Each of the laboratory sample results were below instrument detection for petroleum. Analytical samples collected from the contaminated soil stockpile were below site-specific Level C cleanup levels.

9/19/2011 Site Visit A new 14,000 square-foot concrete foundation with a containment berm perimeter was built over the former containment pond site and bulk fuel tanks were installed inside. The footprint of the former bulk fuel tank farm site and the terminal piping run south of Nordic Drive were cleared of all structures. These exposed areas were inspected by the DEC in September 2011 and no sheen or indication of petroleum contamination was observed in the saturated surface soil. DEC requested a work plan be submitted characterize surface soil in the footprint of the former tank farm site in 2012 for diesel range hydrocarbon fractions (DRO). The truck rack on Nordic Drive remains as before the 1996 upgrade with effective containment and no indication of contamination and will not be investigated. Bruce Wanstall
11/30/2011 Document, Report, or Work plan Review - other DEC has reviewed Soil Characterization & Closure Plan, Petro Marine Petersburg Facilities (Workplan) dated and received by electronic mail today. R&M Engineering-Ketchikan completed the work plan to conduct Site Characterization sampling of surface soil at the former fuel tank site at the Petro Marine Petersburg active bulk fuel facility and areas contaminated by historical oil spills at the inactive bulk fuel tank site Petersburg AFS Tank Farm also known as Former Unocal Petersburg Bulk Fuel Plant No. 0581 and Chevron Facility 350884, ConocoPhillips Site #0923 and Former Tosco Bulk Plant No. 0581. The Workplan correctly identifies exposure pathways and receptors at the site and the fate and transport mechanisms for contaminated media. In accordance with 18 AAC 75.355 (b), qualified impartial third party person(s) drafted the Workplan and will collect the soil samples using methods consistent with DEC methodology. The sampling and analysis plan meets field and laboratory report quality assurance criteria in Contaminated Sites Program guidance documents,therefore the Workplan is approved in accordance with 18 AAC 75.335(d). 2/21/2013 Cleanup Complete Determination Issued By law, DEC is required to recover expenses incurred during cleanup, including staff oversight time. Current and former landowners may be liable for state cleanup expenditures. The cleanup actions to date have served to excavate and adequately remove contaminated soil from the site. Based on the information available, DEC has determined no further assessment or cleanup action is required. There is no longer a risk to human health or the environment, however DEC approval is required for off-site soil disposal in accordance with AAC 75.325(i) and any movement or use of potentially contaminated soil in a manner that results in a violation of 18 AAC 70 water quality standards is unlawful. This determination is in accordance with 18 AAC 75.380 and does not preclude DEC from requiring additional assessment and/or cleanup action if future information indicates that this site may pose an unacceptable risk to human health or the environment Bruce Wanstall

2/21/2013 Institutional Control Record Removed The historical DEC approved Method One Level C cleanup levels for soil are above the Method Two Table B2 DRO cleanup level for over 40 inch zone migration to groundwater but below the ingestion inhalation levels. A deminimis volume of remaining soil had a level of BAP above the M2 TB1 >40-in zone direct contact level but below the BAP M2 TB1 MTG regulatory cleanup level. These residual COCs do not present an unacceptable exposure risk at the active commercial fuel distributor facilty. Bruce Wanstall
