Problems/Comments

This property was undeveloped until 1972 when it became a filling station and was renovated in 1985, including the installation of new tanks and dispensing islands. The facility was completely renovated again in 1997, again including new tanks and dispenser islands. Soil contamination was identified during the 1985 renovations in the area of the pump islands and during the 1997 renovations in the tank area. Concentrations were up to 22.3 milligrams per kilogram (mg/kg) benzene, 2,800 mg/kg gasoline range organics (GRO), and 548 mg/kg diesel range organics (DRO). Soil samples collected during monitoring well installation showed lower levels of the same contaminants.

6/12/1990 Release Investigation SI; RZA Consultants performed the work plan submitted on 3/28/90 to ADEC. Groundwater is 5 to 8 feet below the surface with a gradient towards the southwest. A soil sample from MW-2 had 2608 ppm TPH. A water sample from MW-2A had 62.5 ppm benzene. The soil and groundwater contamination appears confined in the area of MW-2 and MW-24, west of the service station. These borings were determined to be located at the main pump island of an older station. Silty soils would inhibit a vapor extraction system. 1/15/1991 Update or Other Action SI; RZA subsurface petroleum hydrocarbon evaluation received. They conclude elevated levels of petroleum hydrocarbons in soil & their distribution indicate that the former facility is the source of these impacts. It is estimated that 2,000 to 2,7000 cubic yards of soil may be impacted to levels requiring remediation in the area of the former station. 1/18/2005 Document, Report, or Work plan Review - other Reviewed the semi-annual report. Groundwater flow direction needs to be re-assessed for this site due to replacement of contaminated soil with clean fill. Since 2001, there has not bee a consistent pattern. The vapor extraction and air sparging systems continue to recover soil vapor and and fuel, but the rates have dropped dramatically. The sparging array does not have sufficient flow rate for maximum effectiveness and may require a blower unit upgrade. Also, it isn't placed in such a way as to address the new target areas. The vapor extraction system should be shut off and assessed for rebound. During that period, a return to quarterly monitoring is needed. Finally, more new monitorig wells may be needed, depending of what is learned during the next six months. Lynne Bush
1/18/2005 Update or Other Action Provided approval for installation of one new monitoring well via fax. The purpose is to further delineate the extent and magnitude of the groundwater plume along the southern boundary of the site, near Abbott Road. Extensive excavation at the time when this site was operated by MAPCO resulted in replacement of contaminated soils with new fill, possibly changing the hydrologic parameters of this area. 5/10/2005 Document, Report, or Work plan Review - other Reviewed report received yesterday. The two new wells, B15MW and B16MW, were installed to determine the extent of soil and groundwater contamination to the south and east of MW12. Groundwater flow direction in the area is unusual and may be highly influenced by previous excavation efforts at the site, making a directional determination difficult. Lynne Bush
5/10/2005 Update or Other Action Prepared and sent a letter to Holiday acknowledging receipt of the report and commenting on the contents. The following is an excerpt from this letter, "B15MW- Soil samples were all below cleanup standards. Groundwater samples were all below detection levels. B16MW- Soil samples were detectable for a number of parameters, but most were below cleanup levels. Sample B16-S1 exceeded DRO limits (832 mg/kg) and was high for RRO (3,820 mg/kg). Groundwater samples from this well exceeded cleanup levels for GRO (6.76 mg/L) and benzene (0.895 mg/L). MW-12- The groundwater sample exceeded cleanup levels for GRO (1.94 mg/L), DRO (10.0 mg/L), and benzene (0.366 mg/L). There appears to be no correspondence to groundwater fluctuations, either vertically or horizontally, that would satisfactorally explain changes found on site over time. As suggested in the report, this site has a complex hydrogeology and past subsurface excavations may contribute to this. Fluctuation in groundwater flow direction and depth from the surface should be monitored and evaluated over time in an effort to predict stability of the contaminant plume." Lynne Bush

Perform a groundwater sampling event in December 2005 to provide additional information for the rebound test; 3. Remove MW-9 and MW-13 from sampling regime if results are consistent with historical records; 4. 4/8/2009 Update or Other Action During a Sept 24, 2008 meeting, DEC was informed that a new well (MW-17) installed south of the site across Abbott had ND results for BTEX, GRO, and DRO analyses during an August event and potential changes to the groundwater monitoring were discussed. On this action date, laboratory reports and draft review checklists and data table were received via email including additional data collected during a September 2008 event (including MW-17) and proposed changes to the monitoring program at this site for 2009 efforts. Email sent to S&W stating no objection to the proposed modifications. The 2009 effort to include: -Continued sampling Wells MW-5, B12MW, and B14MW through B17MW on a semi-annual basis (Spring and Fall). -Discontinuing sampling of Monitoring Points MP-1, MP-3, and MP-4 (although MP1, MP3, and MP4 have been ND for an extended period of time, they are connected to the VES lines and would not be practicable to decommission without decommissioning the whole system). -Decommissioning Wells MW9, MW11, and MW13 (which are not currently part of the sampling program). Also, currently planning to leave the system off for the year and re-evaluating remedial options following the 2009 sampling efforts. Keather McLoone

An additional well was installed across Abbott Road, sampled in August and again in September. Previously reviewed laboratory data and lab checklists. Concentrations in B12MW in both spring and fall, B16MW in the spring, and MW-5 in the fall above Table C with particularily high benzene concentrations in B12MW and B16MW (2 orders of magnitude above Table C). 6/17/2009 Document, Report, or Work plan Review - other Review of report entitled Well Installation Holiday Station Store No. 606 received on this date. The objective was to determine if petroleum hydrocarbon contamination identified in Monitoring Wells B12MW and B16MW, located along the southern property boundary, is migrating off site to the south/southwest. B17MW was installed on August 8, 2008 and positioned to evaluate the downgradient extent of impacted soil and/or groundwater. One soil sample and duplicate were collected from the interval directly above the water level measured at the time of drilling. GRO/DRO/BTEX levels in the soil samples were less than most conservative of Table B1/B2. The static water level measured in the installed well was about 6 feet higher than the water level measured at the time of drilling. Well was sampled the same day it was developed using a bailer. Review included laboratory review checklist. Requested a revised figure on 12/11/09 based on October site visit during which it was discovered that the planned & reported location for the well was not the actual location of well installation. This report states that monitoring wells MW-9, B11MW, and B13MW were decommissioned on May 21, 2009. 10/14/2009 Site Visit Site visit with Holiday representative and their consultant. Observations included actual location of well B17MW which is much further west than intended. Also observed that the drinking water well on the adjacent property very near the property line with the Holiday store, is a stickup well with what appeared to be an electrical connection. DEC requested that the status of that well be investigated. DEC will make another site visit to see if a surface water sample might be able to be collected from the "wetland" area since placing a well in its intended location may be difficult due to right of way, utility, and safety issues. Apparently the southern most lane of traffic could not be shutdown so that a drill rig could safely access the intended location. Also, a revised decommissioning report will be submitted because MW-5 was mistakenly decomm instead of MW-9 as was intended. Keather McLoone
10/21/2009 Site Visit Site visit to observe presence/absence of surface water bodies south of this site. Did not observe standing water but need to revisit site. A concrete lined drainage ditch bisects the property to the south with a wetlands type area on the east side of the north/south running ditch and the new well on the west side of the ditch. 1/7/2010 Update or Other Action Receipt of revised figure showing actual (not planned) location of well installation in 2008 first reported in 2009. ADEC letter sent on 2/3/10 requesting status of drinking water well on the adjacent property north of the site. 4/8/2010 Document, Report, or Work plan Review - other Receipt of May and September 2009 Groundwater Monitoring report. Review included lab review checklist. This report is where Shannon & Wilson documented that MW-5 was decommissioned in May of 2009 instead of MW9 (which was the well approved to be decommissioned). This report also states that they intend to petition for a Corrective Action complete decision for this site but if additional groundwater monitoring is needed, MW9 will be sampled instead of MW-5. 6/7/2010 Site Visit Met S&W representative at the site to look at surface water across the property and it was decided that this surface water is more likely to have fuel runoff from the road surface or from the upgradient snow storage yard than from Holiday Station Store, so it will not be sampled. The new monitoring well that was installed on the other side of the drainage ditch, may still be getting groundwater draining from the Holiday site. This site was sampled already this year and DEC requested the data in order to review before drafting a decision letter. Also, a visit was made to an office building to the north in attempt to get a contact for the bldg directly adjacent to discuss the private well adjacent to the north of the property boundary. 4/22/2011 Document, Report, or Work plan Review - other Date of receipt of Petition for Cleanup Complete with Institutional controls. Document also includes data from most recent sampling event. Review will include laboratory data review checklist. Drinking water samples were collected from the two drinking water wells located on the property adjacent to the north. These were analzyed for GRO and BTEX and were found to be nondetect. The well closest to the property boundary was installed to 87 feet bgs. The aquifer at this depth is considered confined. 5/11/2012 Document, Report, or Work plan Review - other Date of receipt of September 2011 Groundwater Monitoring report. This report states that the spring sampling event was not conducted because a CC with ICs determination was anticipated; however, DEC has requested that Holiday forward more detailed information regarding reported difficulties with request to install well directly to the south of the former Toppers tank array. Six wells were sampled (B12MW, B14MW, B15MW, . A water column above the screen interval was observed in three of the wells, which can impact sample accuracy (B12MW, B14MW (and an obstruction noted in this well), and B17MW) represent petroleum contamination in the sampled portion of the aquifer. The report states that the historical groundwater flow has been toward the west/southwest, but no gradient arrow was displayed on the site figure. Proposed changes to sampling program include reducing frequency and number of wells sampled. Proposed removal of B14MW, B15MW, and B17MW from the sampling program based on consistently non-detect contaminant concentrations and sampling the remaining wells (MW-9, B12MW, and B16MW) annually in the fall for DRO, GRO, and BTEX. Comment letter stated that there was no objection to the proposed changes to the sampling program but wells should not be decommissioned so that they might be sampled before a potential closure decision. Also, the most recent lab data review checklist should be used in forthcoming reports, and that S&W's action item from the annual meeting for obtaining information about the limitations to drilling offsite to the south had not yet been communicated to DEC. 7/13/2012 Site Visit Conducted a site visit and found three plausible locations to install monitoring wells south of Abbott Road to see if contaminant had migrated off of Holiday's property. Also walked around nearby pond and found sheen on water surface... appeared to be naturally- (or plant-) derived. 9/27/2012 Meeting or Teleconference Held Conducted annual fall meeting with Holiday & their consultant (S&W). Discussed 1) feasibility of installing a monitoring well south of Abbott Road. Drill rigs could enter at multiple locations and even unload in Holiday's parking lot and use pedestrian crosswalk to avoid need for road closure, 2) Holiday's desire to dismantle remediation shed (decision is contingent upon results from future MW south of Abbott Road, 3) Possibility of reactivating VEAIS, depending upon results from future MW south of Abbott Rd, 4) RPs must have written ADEC permission before shutting off remediation systems, but this system was turned off in 2005 without permission, 5) ADEC requested that the depth of screened intervals be added to "Well #" column of Analyte Concentration tables in work reports. Monitoring events were conducted in April and August 2012; the April event included 6 wells, the August event included 3 wells after ADEC indicated it was acceptable to discontinue sampling B14MW, B15MW, and B17MW Groundwater was generally found at shallower depths in the April event than in August and the flow was to the south-southwest. Contaminants above cleanup levels were detected in B12MW and B16MW during both sampling events, with benzene detected up to 1.26 mg/l (estimated) and GRO up to 2.73 mg/l in B16MW during the August sampling event, and DRO up to 5.48 mg/l in B12MW during the August event. In an effort to delineate the downgradient extent of the groundwater plume, monitoring well B18MW was installed south of the site, across Abbott Road in a wooded area adjacent to a wetland. The borehole for this well was advanced to approximately 20 feet bgs and soil samples were collected for field screening at 2.5 foot intervals. Groundwater was observed approximately 6 feet bgs. Field screening did not indicate the presence of contamination, so one soil sample was collected at 5.5 to 7 feet bgs and analyzed for GRO, DRO, and BTEX. Contaminants were not detected in the soil sample. The new well was sampled along with the onsite monitoring wells as part of the annual monitoring event. Monitoring wells B12MW and B16MW along the southern border of the property contained contaminants above cleanup levels, with GRO detected at 2.73 and 2.42 mg/l respectively, DRO detected at 3.57 mg/l in well B12MW and benzene detected at 0.665 mg/l and 0.778 mg/l. The groundwater samples from the newly installed well B18MW and from existing well MW-9 did not contain contaminants above cleanup levels. Bill O'Connell

11/6/2014 Cleanup Complete Determination Issued The Alaska Department of Environmental Conservation, Contaminated Sites Program (ADEC) has completed a review of the environmental records associated with the Holiday Station Store #606/Former Williams Express Station #5006 site located in Anchorage, Alaska. Based on the information provided to date, it has been determined that the contaminant concentrations remaining on site do not pose an unacceptable risk to human health or the environment and no further remedial action will be required as long as the site is in compliance with established institutional controls.
