Problems/Comments

The service station began operation in 1967. In 1990 several tanks failed tank tightness testing and were repaired. In 1995 a 10,000 gallon unleaded gasoline tank, a 5,000 gallon leaded gasoline tank, and a 2,000 gallon diesel tank and their associated piping were removed and replaced with a 12,000 gallon gasoline tank and a 12,000 gallon two compartment premium gasoline/diesel tank. Gasoline and diesel fuel contamination (BTEX, GRO, DRO) were found in the soil and the shallow groundwater at the site that appears to extend off-property to the 7221 Jewel Lake property to the south. During the removal of a used oil tank in 1997 contamination was found associated with that tank. In 1999 four monitoring wells were installed and six additional monitoring wells were installed in 2001. In 2003 a soil vapor extraction and air sparging remediation system was installed and operated periodically. The remediation system was repaired on August 2005 but was not restarted until June 2008 because of problems with water intrusion into the vapor extraction lines. A french drain system was installed in 2007 to lower the groundwater in the area of the remediation system. Groundwater is pumped from the french drain system and discharged into the sanitary sewer or into a lined evaporation cell located on the adjacent property at 7221 Jewel Lake Road. 110 cubic yards of contaminated soil that was generated during the excavation in 2007 for the installation of the french drain system was placed in a lined covered bioremediation cell located on the adjacent property at 7221 Jewel Lake Road. In 2014 BTEX, GRO, DRO, RRO, and 1,2-Dichloroethane soil and groundwater contamination was documented on the adjacent property to the south at 7221 Jewel Lake Road. On October 4, 2017 sampling was of the 113 cy stockpile located on the property to the south was conducted. That stockpile was generated during the trenching for the installation of the treatment system upgrades in 2007. The 5 soil samples collected had up to 1,140 mg/kg RRO, 127 mg/kg DRO, and 18.2 total lead. VOCs (8260), GRO, PAHs, EDB, and 1,2-DCA were all non-detect. The soil vapor extraction system was operated in the past year round, with warm air injection during the winter season, but the remediation system is not currently operating. Monitoring wells need to be repaired. Groundwater monitoring needs to continue at this site and depending on the groundwater concentrations the existing remediation system or a replacement remediation system may need to be operated.

1/4/2001 Underground Storage Tank Site Characterization or Assessment Between August 30th and September 1, 1995 a 10,000 gallon unleaded gasoline, a 5,000 leaded gasoline, and a 2,000 gallon diesel underground storage tanks, their associated piping, and nine dispensers were removed. Groundwater was encountered at 5.5 feet below ground surface (bgs) at the gasoline tanks and 2-3.5 feet bgs at the diesel tank excavation. 224 cubic yards (cy) of gasoline contaminated soil and 80 cy of diesel contaminated soil were excavated during the removals. During three groundwater pumping events in the summer of 2008, a total of nearly 8,000 gallons of contaminated water were removed. The groundwater flow direction is predominately to the southwest. Depth to groundwater at the site has ranged from 2.65 feet to 26.71 feet below ground surface. The soil vapor extraction system was operated May 2009 through October 2009, the warm air injection began in Ocotber 2009 and will operate through the 2009/2010 winter season. During three groundwater pumping events in the summer of 2009, a total of 89,100 gallons of contaminated water were removed and 50,000 gallons were discharged into the sanitary sewer under an AWWU permit. The groundwater flow direction is predominately to the southwest. Depth to groundwater at the site has ranged from 4.86 feet to 28.88 feet below ground surface. Air bubbles were in one VOC duplicate sample. Groundwater contamination (up to 0.482 mg/l benzene and 12.1 mg/l DRO) over cleanup levels was identified on the property to the south at 7221 Jewel Lake Road. Robert Weimer
7/2/2010 Document, Report, or Work plan Review - other ADEC conditionally approves Proposed Corrective Action Work Plan for 2010. The plan calls for continued operation of the soil vapor extreaction and groundwater pump and treat system. The plan is approved to conduct annual groundwater monitoring of monitoring wells G-2, SVE-3, G-4, G-5, and G-7 for BTEX, GRO, and DRO. 3/29/2011 Meeting or Teleconference Held Talked with the current owner Richard Bishop, he needs to move the groundwater holding pond from the adjacent lot on to his lot. He mentioned that he does not have as much space available so it will need to be smaller but could be deeper. He will work with his consultant to try to do it in a way to keep the costs down. 1/23/2012 Document, Report, or Work plan Review - other August 18-19, 2011 site monitoring event. Up to 18.4 mg/l benzene (0.005 mg/l cleanup level), 278 mg/L GRO (2.2 mg/l cleanup level), 6.4 mg/L DRO (1.5 mg/l cleanup level), 0.00665 mg/l EDB (0.00005 mg/l cleanup level), and 0.163 mg/l 1,2-DCA (0.005 mg/l cleanup level) in the ground water. PAH's were also detected below but near cleanup levels. Contamination concentrations increased in 3 of the 4 monitoring wells sampled. A sheen was noted on the groundwater in monitoring wells G-2 and SVE-3. Several monitoring wells/covers were found damaged or frost jacked. The consultant recommends that they be repaired, secured, and re-surveyed. The soil vapor extraction system was not in operating at the time the groundwater was sampled. The consultant recommends that the system be restarted. The groundwater flow direction is predominately to the southwest. Depth to groundwater at the site ranged from 1.88 feet to 30.65 feet below ground surface. Robert Weimer
1/23/2012 Update or Other Action Based on review of the October 2011 groundwater monitoring report ADEC issued a letter requesting that the current gas station owner (Bishop) submit by March 1, 2012 documentation that the remediation system is in operation or a schedule for restarting the system. The report noted that several monitoring wells have been damaged, have frost jacked, and have damaged/not secured well caps. The ADEC requests that he submit by March 1, 2012 documentation that the monitoring wells have been repaired or a schedule for the repairs. The ADEC also requested that all of the site monitoring wells be surveyed prior to the next groundwater monitoring event. The ADEC requests the following annual groundwater monitoring: 1. That monitoring wells G-2, SVE-3, G-4, G-5, and G-7 be sampled on an annual basis for BTEX, GRO, and DRO. 2. That monitoring wells G-2 and SVE-3 is also sampled for PAH, EDB, and 1,2-DCA during the next groundwater monitoring event. Based on the results of that sampling ADEC will determine if these compounds will need to be sampled for in any subsequent monitoring events. Robert Weimer

That monitoring wells G-2, SVE-3, G-4, G-5, and G-7 be sampled on an annual basis for BTEX, GRO, and DRO. 2. That monitoring wells G-2 and SVE-3 is also sampled for PAH, EDB, and 1,2-DCA during the next groundwater monitoring event. The adjacent property where the pumped water had been stored in a 2,000 gallon cell has been taken over by the bank. He has constructed a similar 2,000 gallon cell in his property. He has also obtained a AWWU discharge permit for water in the cell but has to test each 2,000 batch for discharge to AWWU sanitary sewer. He plans to have damaged monitoring well monuments repaired. He may replace some of the fuel dispensers, replace existing structures, and/or replace the concrete pad. 8/10/2015 Document, Report, or Work plan Review - other As part of a Phase II Assessment in November 2014 soil and groundwater samples were collected at the adjacent property to the south at 7221 Jewel Lake Road by the consultant for that property owner (First National Bank of Alaska). Select DRO and RRO samples were also analyzed after silica gel cleanup. The four monitoring wells (G-4, G-7, G-9, and G-10) and sump on that property were sampled and had up to 27 mg/l DRO, 56.5 mg/l GRO, 78.1 mg/l RRO, 5,880 ug/l benzene, and 34.2 ug/l 1,2-Dichloroethane (1.7 ug/l 2016 cleanup level) in the groundwater samples collected. Four soil borings were drilled and sampled, they had up to 4,990 mg/kg DRO, 9,980 mg/kg GRO, 10,600 mg/kg RRO, 265 mg/kg benzene, 7.97 mg/kg 1,2-Dichloroethane (0.0055 mg/kg 2016 cleanup level), 103 mg/kg Naphthalene, (0.038 mg/kg 2016 cleanup level), 653 mg/kg 1,2,4-Trimethylbenzene (0.16 mg/kg 2016 cleanup level), and 50.1 mg/kg lead in the soil samples collected. Two soil samples were collected from the former building foundation where the groundwater storage/evaporation cell was had up to 0.245 mg/kg benzene, 565 mg/kg DRO, 4,490 mg/kg RRO, non-detect GRO, and 3.65 mg/kg lead. Three samples were collected from the 110 cubic yard covered stockpile had up to 159 mg/kg DRO, 2.35 mg/kg GRO, 1,050 mg/kg RRO, PAHs below cleanup levels, and 0.0111 mg/kg benzene. The one sample collected from a one cubic yard pile of tar-like material that was below cleanup levels for BTEX, GRO, DRO, RRO, and PAHs. A one cubic yard pile of gravel soil, and areas of visible surface stains were not sampled. Higher concentration of soil and groundwater contamination may exist on the property and in the stockpiles since the Phase II report did not include sufficient documentation (such as laboratory data sheets, field notes, and QA/QC checklists) to demonstrate that the samples were collected in accordance with ADEC requirements. Since bailers were used to collect the groundwater samples, the volatile sample results are considered biased low due to the loss of volatiles by using that sampling method. Robert Weimer

That stockpile was generated during the trenching for the installation of the treatment system upgrades in 2007. DEC requests 3 analytical samples +1 duplicate based on a minimum of 11 field screening locations. Would also need one VOC soil trip blank. The locations need to be throughout the stockpile including the base of the stockpile a minimum of 18” into the surface of the stockpile. The analytical are to include VOCs (8260), GRO, DRO, RRO and total lead in all of the samples. The most likely contaminated location would also include PAHs, EDB, and 1,2-DCA. 5/24/2023 Document, Report, or Work plan Review - other DEC reviewed groundwater monitoring report dated May 2023 and submitted by BGES. Samples were collected from G-2, G-5, G-7, and G-8. Samples could not be collected from SVE-3, G-4, or G-6 because these wells either could not be located or did not contain sufficient volume of water. Petroleum contaminant levels remained high in G-2, G-5, and G-8. The highest concentration of GRO (126 mg/L) is observed in G-2, but also remains high in G-5 (4.2 mg/L). The assumed downgradient well G-6 appears to have been paved over. BGES was unable to determine the groundwater flow direction at the site, and additional well maintenance and surveying is needed. DEC approved the report in a letter dated 5/24/2023, but also requested additional monitoring and soil and groundwater delination. Janice Wiegers
