Problems/Comments

Gasoline, diesel, and used oil contaminated soils encountered during UST removal and station upgrade in 1990. 1,077 tons of contaminated soils were excavated and thermally treated. Halogenated organics contamination was found at the used oil UST. Groundwater monitoring wells were installed in 1990 and benzene and gasoline range organics contamination were found in the groundwater. Groundwater is at about 10 feet below ground surface and flows to the northwest and southwest. In 1992 a soil vapor extraction system was installed, expanded in 1994 to include an air sparge well, and operated until 1997. In 2008 five soil borings were sampled as part of a Phase II Assessment. The soil borings had up to 1.8 mg/kg benzene, 60.8 mg/kg GRO, 64.5 mg/kg DRO, 82.5 mg/kg RRO and up to 7.22 mg/kg lead in the areas sampled. In 2013 seven soil borings were sampled, and three of them were converted into monitoring wells (MW-6, MW-7, and MW-8). Up to 0.189 mg/kg benzene (MW-6 at 10 feet bgs), 0.0673 mg/kg EDB (MW-7 at 13 feet bgs - 0.00016 mg/kg cleanup level), and 0.0451 mg/kg EDC (MW-7 at 13 feet bgs - 0.016 mg/kg cleanup level). In 2018 four additional monitoring wells (MW-9, MW-10, MW-12, and MW-13) were installed. These monitoring wells were installed off-property just to the west of the gas station property. Soil and ground water contamination remains and extends off property to the southwest and west. Texaco continues to monitor the groundwater at this active gas station.

3/22/2013 Update or Other Action DEC request that all sites where there has been no purge groundwater sampling conducted during the last year, that for the next sampling event that they do both no purge then purge sampling from each monitoring well, so we evaluate on a site specific basis whether no purge sampling has provided comparable data. The post purge well sampling for VOCs would need to be conducted via hydrasleeve, bladder pump, or in well pump. Non VOC sampling can be collected with a bailer or peristaltic pump (in addition to the VOC methods) if desired. The specific sampling methods will need to be documented in the report and included field notes. If there is not enough time to do this adjustment for the planned sample event of March 26-April 4, then DEC requests that it be done on the following event. Robert Weimer

Based on historical groundwater at the site being as shallow as 4 feet below ground surface (bgs), the screen intervals for the monitoring wells need to start at 4 feet bgs. 2. Many of the areas where soil samples are to be collected were excavated previously and filled with clean backfill. In those areas the samples need to be collected from non backfill soils unless there are higher field readings at shallower depths in the boring. 3. The highest field reading depth needs to be sampled in each boring. You may substitute one of the deepest proposed sample depths for that sample. These monitoring wells were installed off-property just to the west of the gas station property. Two soil samples were collected from each monitoring well during installation. The rest of the compounds were non-detect or below current site cleanup levels. Groundwater was encountered between 4.5 to 7.5 feet below ground surface (bgs). Lastly, the ADEC noted that the location of the proposed well is at such as distance from the site, that it it may not provide sufficient data to adequately delineate the contaminant plume. The ADEC recommended the RP and consultant consider coordinating with the Alaska Department of Transportation to inquire whether a sampling event might be possible in the right-of-way or in E. (GES). The report discusses the latest groundwater monitoring and sampling event at the Texaco - #91 Oehrlis site on October 10 - 11, 2022. Groundwater samples were collected from nine monitoring wells, DMW-1, DMW-2, DMW-4A, DMW-4C, DMW-5, MW-9, MW-10, MW-12, and MW-13. Samples were analyzed for GRO, DRO, RRO, VOCS, and PAHs. Benzene was detected in MW-9 at a concentration of 8.06 micrograms per liter (ug/L), which is greater than the ADEC Table C cleanup level of 4.6 ug/L. In addition, RRO was detected in MW-13 at a concentration of 1,730 ug/L, greater than the ADEC Table C cleanup level of 1,100 ug/L. The remaining tested analytes were either not detected or were detected at concentrations less than the applicable cleanup levels. Groundwater flow direction is to the west. The ADEC agrees with the recommendation to continue semiannual groundwater monitoring at the site. In addition, the ADEC agrees with the recommendation to remove PAHs from the analytical sampling list. PAHs have not been detected at the site above the ADEC cleanup levels with the exception of one detection in DMW-4C in April 2019. PAHs have not been detected at the site above the ADEC cleanup levels with the exception of one detection in DMW-4C in April 2019.Groundwater monitoring wells identified as DMW-1, DMW-2, DMW-4A, DMW-4C, DMW-5, MW-9, MW-10, MW-12, and MW-13 will be sampled on a semi-annual schedule and analyzed for gasoline range organics (GRO), diesel range organics (DRO), residual range organics (RRO), and volatile organic compounds (VOCs).
