Problems/Comments

Three leaking underground storage tanks were removed in 1990. Diesel and used oil soil and groundwater contamination found. Up to 2.79 mg/kg Tetrachloroethylene (PCE), 386 mg/kg DRO, and 3690 mg/kg TPH left in the soil at the used oil tank location. Monitoring wells were installed to determine the extent of the contamination at the site.

Action Information

8/8/1990 Leaking Underground Storage Tank Release Confirmed - Petroleum LUST Site created in CSP for source area ID 78081 Used oil/diesel contamination in the soil and groundwater. Former Staff
8/8/1990 Site Added to Database Former Staff
8/9/1990 Leaking Underground Storage Tank Cleanup Initiated - Petroleum LCAU Date changed DB conversion Former Staff
11/14/1990 Update or Other Action Municipality of Anchorage sends in proposed workplan for removal/closure of 3 underground tanks. Hartcrowser to supervise/sample at closure & B.C. excavation inc. to perform actual removal of tanks. Anticipated to complete removal operation by 11/21/90. Former Staff
2/21/1991 Release Investigation Hart Crowser sent results from samples collected during excavation of 3 tanks. Conclusions reached: hydrocarbons encountered in diesel & gas excavations appear to be heavier than normally associated with diesel or gas, an apparent release of petroleum hydrocarbions occurred from used oil tank. Recommend monitoring wells to confirm above conlusions/characterized groundwater flow and quality. Former Staff
5/21/1991 Document, Report, or Work plan Review - other Reviewed a phase 2 site assessment report. Former Staff
10/1/1994 Document, Report, or Work plan Review - other Release investigation report review performed. Former Staff

11/27/1998 Update or Other Action ADEC requests further investigation, monitoring, and cleanup at the site. Robert Weimer
10/2/2003 Document, Report, or Work plan Review - other Groundwater monitoring report. 65ppb benzene in monitoring well MW3. Robert Weimer
8/30/2004 Update or Other Action Site continues to conduct annual monitoring for the remaining contamination at the site. Robert Weimer
9/19/2006 Update or Other Action File number issued 2100.26.305 (FKA L69.17). Aggie Blandford
6/23/2008 Exposure Tracking Model Ranking Site ranked on the new Exposure Tracking Model (ETM). The ETM is a new site ranking system that looks at, based on available data, the potential exposure pathways for the contamination remaining at the site. Robert Weimer
10/28/2011 Update or Other Action Have not been receiving requested annual groundwater monitoring reports. Robert Weimer
11/12/2013 Meeting or Teleconference Held Meeting with MOA to discuss site status and future site work. MOA is to provide missing monitoring reports (if any work was done) and conduct annual groundwater monitoring. Robert Weimer
5/18/2017 Update or Other Action ADEC completed data review and sent letter to MOA requesting work plan for VOC monitoring in groundwater wells. Work plan due 8/15/2017. Kara Kusche
10/11/2018 Meeting or Teleconference Held Meeting held with MOA Solid Waste staff to discuss site status and data gaps preventing closure. MOA states that they will work with their consultant on a price quote, look at their budget, and determine what next step is achievable in the near future. Kara Kusche
7/15/2019 Site Visit Site visit with MOA reps and Shannon & Wilson consultant. Purpose was to plan for upcoming scope of work and discuss paths to closure. Following this site visit, the MOA will submit a work plan to ADEC. Kara Kusche
11/5/2019 Site Characterization Workplan Approved ADEC approves the "Work Plan to Conduct Site Investigation Activities." This work plan proposes 4 soil borings/monitoring wells to be screened and analyzed for VOCs. One boring/well to be placed at each of the 3 historic tank locations, plus one boring/well down gradient. Kara Kusche
8/14/2020 Offsite Soil or Groundwater Disposal Approved Approval issued to transport 2 drums of IDW soil to NRC in Anchorage for disposal. Kara Kusche
4/27/2021 Site Characterization Report Approved ADEC approves the document titled "Additional Site Characterization Activities, 1111 East 56th Avenue, Anchorage, Alaska." Groundwater was below cleanup levels for all VOCs in all wells. Soil was below cleanup levels at the former gasoline and diesel tank locations. At the former waste oil tank location, TCE in soil was above migration to groundwater but below human health. ADEC requests a second round of groundwater monitoring to achieve two rounds of "clean" groundwater monitoring prior to site closure. Groundwater flow direction was found to be north/northwest. Kara Kusche
6/8/2021 Site Characterization Workplan Approved ADEC approves the request to conduct another round of groundwater sampling (proposed July 2021) and reporting efforts in accordance with the already ADEC-approved October 23, 2019 work plan. Kara Kusche
9/1/2021 Update or Other Action Preliminary data from the MOS indicates that groundwater well B2MW exceeds cleanup levels for DRO and RRO. A report will be upcoming and the MOS would like to discuss next steps. Kara Kusche
6/23/2022 Site Characterization Report Approved A report was received 10-26-2021 documenting the July 2021 sampling of monitoring wells B1MW, B2MW, B3MW, and B4MW. All wells were sampled for VOC. B2MW was sampled for GRO, DRO, RRO, and PAH. Only the sample from B2MW exceeded cleanup levels for DRO and RRO. Lisa Krebs-Barsis
6/23/2022 Update or Other Action Emailed MOA to request another round of sampling of BMW1, BMW2, and BMW4. BMW1 should be sampled for GRO, DRO, and RRO. BMW2 and BMW4 should be sampled for DRO and RRO. Lisa Krebs-Barsis
7/27/2022 Site Characterization Workplan Approved Approved groundwater monitoring sampling in general accordance with the 2019 work plan. B1MW, B2MW, and B4MW will be sampled for DRO and RRO, B1MW will also be sampled for GRO. DEC requested that the report include final reporting requirements outlined in 18 AAC 78.276. Lisa Krebs-Barsis
4/21/2023 Site Characterization Report Approved The 2022 Groundwater Monitoring Report submitted in April 2023 was reviewed. Samples were collected in August at B1MW, B2MW, and B4MW and analyzed for DRO, RRO, and GRO. Only B2MW exceeded cleanup levels. RRO was detected in B2MW at 1.69 mg/L. Other wells had detections of GRO, RRO, and DRO, but concentrations were below cleanup levels. Groundwater depth was a bit shallower in B1MW. Lisa Krebs-Barsis
