Problems/Comments

Gasoline, diesel fuel and heating oil tanks removed in 1990. Some of the contaminated soil was excavated and later thermally treated. Soil borings and monitoring wells were installed in 1990 and 1991. Soil and groundwater contamination from the UST's and surface stains were identified. Additional contaminated soil was excavated and thermally treated in 1994. A sample collected next to the western property line at the base of the excavation at 14 feet below ground surface had 510 mg/kg DRO but was not tested for GRO or BTEX as required. Since side wall field screening and analytical samples were not collected from the excavation, contamination may also remain over cleanup levels at a shallower depth on the sidewalls.

Action Information

Action Date Action Description DEC Staff
12/4/1990 Update or Other Action Notice of release letter to RP(Denali Fuel) requesting that a qualified impartial 3rd party perform a site assessment to confirm the release & perform cleanup of soil/groundwater contamination. Cleanup activities to be documented by a corrective action report within 45 days after the release confirmation date. Former Staff
12/4/1990 Site Added to Database Former Staff
12/4/1990 Leaking Underground Storage Tank Release Confirmed - Petroleum LUST Site created in CSP for source area ID 78080 Gasoline, diesel fuel and heating oil contamination at the site. Former Staff
12/5/1990 Leaking Underground Storage Tank Cleanup Initiated - Petroleum LCAU Date changed DB conversion Former Staff
1/17/1991 Release Investigation Denali Fuel sent site assessment & 2 release investigation reports for the 2 pits where contaminated soils were discovered. Over excavation was done to attempt to remove all contaminated material. 400 cubic yards removed with that soil stockpiled on liner & covered. Lab results show contamination at Pit #1 as high as 13,000ppm & Pit #2 7,100ppm TPH. Former Staff
1/28/1991 Leaking Underground Storage Tank Corrective Action Underway R & M Consultants sent in plan for biocell remediation of stockpile of fuel oil contaminated soil accumulated during removal of the 6 underground storage tanks. It's based on passive vapor extraction & bioremediation within an impermeable cell. Bioremediation to be enhanced through the addition of nutrients & oxygen. Former Staff
1/30/1991 Underground Storage Tank Site Characterization or Assessment Reviewed a phase 1 site assessment report. Former Staff
6/21/1991 Document, Report, or Work plan Review - other Gilfilian sent in report for the former Denali Fuel Co. site. Groundwater wasn't encountered in the gas or heating oil tank excavations. Former Staff
8/15/1991 Update or Other Action Cell bioremediation plan approved based on additional information received 8/15/91 from R&M consultants. Also requested that monitoring reports associated with the bioremediation be sent on or before 11/1/91. Former Staff
9/10/1991 Document, Report, or Work plan Review - other Receipts from Anchorage Sand & Gravel showing treatment of 488.88 tons of fuel stained soils from the site. Former Staff
3/3/1993 Document, Report, or Work plan Review - other Five soil borings, 2 completed to depth of 36 feet, were installed in former UST excavation (pit #2) to determine current contamination levels and depth. At the former diesel tank location soil results contained DRO at 11,000 mg/kg, GRO at 970 mg/kg, and BTEX at 3.94 mg/kg at 10 ft bgs. Contaminants were not detected at 20 ft bgs. At the former avgas tank location, soil results contained 2,000 mg/kg DRO, 730 mg/kg GRO, and 3.71 mg/kg BTEX at 10 ft bgs. Contaminants were not detected at 30 ft bgs, althoug the sample collected at 20 ft bgs had a very high PID result (1,000 ppm) but sample was not analyzed. Former Staff
3/3/1993 Update or Other Action Proposed alternative site cleanup level of 8,000 ppm DRO and 90 ppm BTEX was under review by ADEC and ultimately not approved. Former Staff
8/18/1993 Update or Other Action Conditional approval of corrective action plan. Plan to include the excavation of all contaminated soils and thermal treatment, data deliverables, and a final round of groundwater samples. Former Staff
10/15/1994 Site Visit Site visit to observe site cleanup and assessment work. Former Staff
10/18/1994 Update or Other Action Corrective action plan approved by regional administrator. Former Staff
11/14/1994 Update or Other Action Approved contaminated soil stockpile to be thermally treated at CleanSoils. Former Staff
12/2/1994 Update or Other Action ADEC letter noted problems with the sampling and field work conducted by the consultant. The letter notes that there is an area off off-property contamination remaining above site cleanup levels that requires further cleanup. Robert Weimer
8/14/1995 Update or Other Action Approved 20 cubic yard contaminated soil stockpile to be thermally treated at CleanSoils. Former Staff
11/20/1997 Update or Other Action ADEC sends Notification of Intent to Cost Recover Letter to Current Owner: NYE IMPORT Former Staff
12/9/2004 Update or Other Action Contaminated soil previously identified at edge of property still has not been investigated/cleaned up. A sample collected at the base of the excavation at 14 feet below ground surface had 510 mg/kg DRO but was not tested for GRO or BTEX as required. Since side wall field screening and analytical samples were not collected from the excavation, contamination may remain over cleanup levels at a shallower depth on the sidewalls. Robert Weimer
