Problems/Comments

A Chevron branded gas station operated from 1963 until January 2008 when the service station building demolished and its associated underground storage tank system was removed. In 1991 a drain line failed and during excavation to repair the drain line petroleum contamination was discovered. Later in 1991 eight soil borings were sampled and completed as monitoring wells to help define the nature and extent of the soil and groundwater contamination at this site. In 1992 when six more monitoring wells were installed fuel product was found on the groundwater in the monitoring well near the dispenser islands. Also in 1992 500 cubic yards of contaminated soil was excavated from a former dry well located south of the service station building. This excavated soil was subsequently thermally treated. In 1995 one off-property monitoring well was installed (MW-15). In 1998 additional contamination was discovered during a facility upgrade of one used oil tank, one heating oil tank, three gasoline tanks and their associated piping and dispensers. In 1999 a dry well near the north center property line was removed and 120 cubic yards of contaminated soil was excavated and thermally treated. Also in 1999 a remediation system consisting of four dual soil vapor extraction/air sparge wells (SVE/AS-1, SVE/AS-2, SVE/AS-3 and SVE/AS-4) was installed and began operation. In 2003 seven monitoring wells (MW-2, MW-3, MW-4, MW-5, MW-8, MW-13, and MW-14) were decommissioned and two replacement monitoring wells (MW-10R and MW-15R) were installed. In 2008 the remaining three gasoline tanks, one hydraulic oil tank, one unknown tank and their associated piping and dispensers and one floor drain log crib were removed. Also in 2008 six of the monitoring wells (MW-1, MW-6, MW-7, MW-9, MW-10R, and MW-11) and the vapor extraction air sparge system and wells were decommissioned. In 2009 four soil borings were sampled and surface stained soil was excavated and treated off property. In 2010 three soil boring were sampled and two of them were completed as monitoring wells (MW-15RR and MW-17). In 2015 monitoring wells MW-18 and MW-19 were installed on the Lustman property near its southern property boundary with the gas station property. The Lustman property is located just north and down gradient of the former Chevron station property. In 2018 the eight remaining monitoring wells (MW-1R, MW-4R, MW-11R, MW-15RR, MW-16, MW-17, MW-18, and MW-19) were decommissioned in accordance with the DEC approved work plan. Five of the monitoring well were located on the property of the former Chevron gas station. The other three monitoring wells were located on nearby properties. Groundwater was monitored at this site from 1991 to 2017. Historically the depth to groundwater ranged between 31.40 to 45.48 feet below ground surface in those monitoring wells. The nearby drinking water wells were also sampled periodically and showed no detectable contamination above drinking water cleanup levels.

A log crib was discovered and removed on January 24, 2008. A 600 gallon UST located near the southwest corner of the building and the hydraulic hoists were removed on January 16, 2008. The three 10,000 gallon tanks and piping were removed on January 14-15, 2008. Up to 363 mg/kg DRO was left at the log crib at 15 feet below ground surface (bgs). Up to 371 mg/kg DRO was left at hydraulic hoist 2 at 10 feet bgs. Up to 3.5 mg/kg benzene was left at 3.5 feet bgs at the piping just east of the northwest dispenser. Robert Weimer

While at the site the neighbor complained about some surface oil stains near the west side of the property. Walked that part of the site with RP's consultant. Noted some small stained areas. 5/30/2008 Site Visit At the request of the project manager, Robert Weimer, the quality assurance officer completed a field oversight inspection on 5/30/2008. On May 28-30, 2008 5 soil borings and 4 replacement monitoring wells were installed at the site. Up to 13 mg/kg RRO, non-detect (<0.08 mg/kg) benzene, non-detect (<7.2 mg/kg) GRO, and non-detect (<5.2 mg/kg) DRO in the soil samples collected. Two samples had detection levels over the default cleanup levels for benzene (<0.08 mg/kg) at 45 ft bgs at SB-2, (<0.05 mg/kg) at 15 ft bgs at MW16). The shallow sample in boring MW-1R was collected at 6 feet below ground surface instead of 4 feet below ground surface called in for in the approved workplan. Robert Weimer

Because of problems with last year’s purge/no-purge sampling the next groundwater sampling event they will sample both using no purge and purge help evaluate that the past no purge results were providing comparable data or they will switch to no purge for future sampling events. We discussed that the groundwater samples needs to be collected as close as possible to the soil/water interface, with the pump intake within a foot of the soil/water interface at the time of the sampling. After reviewing the results of the May 2014 groundwater sampling event the consultant may be requesting a reduction in ground water monitoring. In the future they will need to evaluate for a diving plume on the monitoring wells far from the release point. The consultant will make sure that their site reports are complete in accordance with DEC’s 9/23/2009 Site Characterization Work Plan and Reporting Guidance for Investigation of Contaminated Sites. Concentrations increased in none of the 3 monitoring wells sampled. Ground water flow was to the northwest. Depth to groundwater was 36.53 to 40.90 feet below ground surface. One nearby drinking water wells (PSW29-1) at the barber shop to the north was sampled and it was non-detect for GRO, and VOCs (analyzed outside of holding time so should be considered biased low) and had 0.12 mg/kg DRO. 10/8/2015 Document, Report, or Work plan Review - other DEC approves on-property disposal of one drum of development water generated during the recent installation of monitoring wells MW-18 and MW-19. The groundwater samples meet default cleanup levels. The disposal will need to be a minimum of 100 feet from any drinking water wells. Robert Weimer
10/30/2015 Document, Report, or Work plan Review - other DEC approves request to spread on-property ten 55-gallon drums of drill cuttings that were generated during the installation the two off-property monitoring wells MW-18 and MW-19. The analytical soil samples collected from these borings all met most stringent soil cleanup levels. DEC requests that the soil be spread at least 100 feet from any drinking water wells and be placed so there is not any runoff off-property from the spread soils. Robert Weimer

5/27/2016 Document, Report, or Work plan Review - other On June 3-4, 2015 monitoring wells MW-18 and MW-19 were installed on the Lustman property near its southern property boundary. The Lustman property is located just north and downgradient of the former Chevron station property. Soil samples were collected at the soil/water interface at both locations. The soil samples had up to 1.3 mg/kg GRO, 0.017 mg/kg benzene, below current and proposed clean up levels for PAHs, and non-detect for DRO. Robert Weimer

9/12/2016 Update or Other Action DEC requests that monitoring wells MW-11R, MW-15RR, MW-17, MW-18, and MW-19 be sampled in the fall of 2016 and analyzed for PAHs, DRO, GRO, and BTEX. Based on the results of the groundwater sampling ADEC will evaluate this site for reduction of groundwater monitoring. Robert Weimer

The DRO results are considered biased low because they were extracted and analyzed outside of holding time (30 days after sample collection). Concentrations increased in 2 of the 4 monitoring wells sampled. Ground water flow was to the north. Depth to groundwater was 38.54 to 42.58 feet below ground surface. One nearby drinking water wells (PSW29-1) at the barber shop to the north was sampled and it was non-detect for GRO and VOCs. The monitoring well samples were collected using a bladder pump after purging. A sample from MW-17 was not collected due to an obstruction and depth to groundwater measurements in MW-1R and MW-4R were not collected because they were buried and could not be located. Groundwater sampled were non-detect for VOCs and PAHs except for Acenaphthene 0.028 ug/l, Benzo(b)fluorathene 0.013 ug/l, Benzo(g,h,i)pyrene 0.014 ug/l, Chrysene 0.010 ug/l, Indeno(1,2,3-cde)pyrene 0.010 ug/l, Naphthalene 0.58 ug/l, Phenanthrene 0.081 ug/l, Isopropylbenzene 3.0 ug/l, and Trichlorofluornathe 1.0 ug/l. Concentrations increased in 1 of the 5 monitoring wells sampled. Ground water flow was to the north. Depth to groundwater was 39.06 to 43.27 feet below ground surface. One nearby drinking water wells (PSW29-1) at the barber shop to the north was sampled and it was non-detect for GRO and VOCs. 9/28/2017 Update or Other Action Based on the information provided DEC is recommending the site for closure. Prior to closure all of the on and off property monitoring wells need to be properly decommissioned in accordance with a DEC approved work plan. 2/1/2019 Document, Report, or Work plan Review - other On June 13, 2018 the eight remaining monitoring wells (MW-1R, MW-4R, MW-11R, MW-15RR, MW-16, MW-17, MW-18, and MW-19) were decommissioned in accordance with the DEC approved work plan. Five of the monitoring well were located on the property of the former Chevron gas station. The other three monitoring wells were on nearby properties. Robert Weimer
