Problems/Comments

One soil concentration had methylene chloride that exceeded 18 AAC 75.341, Method Two, Tables B1 and B2 Migration to Groundwater cleanup levels. Concentrations levels are de minimis.

8/13/2012 Cleanup Complete Determination Issued Two underground storage tanks (USTs) were removed from the site in 1995. The subject USTs were one 1,000-gallon diesel UST and one 1,000-gallon gasoline UST. A third 500-gallon waste oil UST and associated piping was removed from the site in 1997. Shannon & Wilson (S&W) provided oversight of the UST removal for both projects. The projects consisted of monitoring the removal of two USTs, pump dispensers and associated piping. S&W screened the soils in the excavation pits, collected soil samples for confirmation sampling and provided the reports to the Municipality of Anchorage (MOA). During the investigations at this site, soil samples were analyzed for diesel range organics (DRO); gasoline range organics (GRO); residual range organics (RRO); benzene, toluene, ethylbenzene, and xylenes (BTEX); polychlorinated biphenyls (PCBs); halogenated volatile organics (HVOs) and total metals including: arsenic, cadmium, chromium and lead. Based on these analyses and knowledge of the source area, the following Contaminant of Concern was identified: Methylene chloride. The default soil cleanup levels for this site are established in 18 AAC 75.341, Method Two, Tables B1 and B2, Migration to Groundwater (MTG). The cleanup level is 0.016 mg/kg. The remaining concentration is 0.36 mg/kg which is de minimis. Based on the information available, ADEC has determined no further assessment or cleanup action is required. There is no longer a risk to human health or the environment, and this site will be designated as closed on the Department's database. Although a Corrective Action Complete determination has been granted, ADEC approval is required for off-site soil disposal in accordance with 18 AAC 78.600(h ). It should be noted that movement or use of potentially contaminated soil in a manner that results in a violation of 18 AAC 70 water quality standards is unlawful. This determination is in accordance with 18 AAC 78.276(f) and does not preclude ADEC from requiring additional assessment and/or cleanup action if future information indicates that this site may pose an unacceptable risk to human health or the environment.
