Problems/Comments

New site assessment started May 15, 1996 by Gilfilian Engineering, Anchorage. Requested waiver to AK 101 analytical methods. Fuel sales closed and large concrete slab removed.

The site is undergoing active in-situ remediation, and long-term groundwater monitoring. The water data show that groundwater contaminant concentrations continue to improve at this site. 7/25/2008 Document, Report, or Work plan Review - other Reviewed the MWH, May 2007 Monitoring Event Report, dated June 2008, and the MWH, February 2008 Monitoring Event Report, dated May 2008. An increase in Benzene above the cleanup levels was detected in MW-1 in May of 2007, but benzene was not detected in MW-1 in February of 2008. The May 2007 Benzene concentration appears anomalous. The Soil Vapor Extraction System has been operating 24 hours a day and after some minor adjustments to the heater panel box and after changing the filter, the system continues to operate as designed. A significant increase in Benzene above the cleanup levels was detected in Monitoring Well #1 in May of 2007, however benzene was undetected in February of 2008. The Soil Vapor Extraction System and Air Sparge GW treatment systems continue to operate. Groundwater contamination appears confined to this property and the long term groundwater quality sampling and data indicate a substantial declining trend in contaminant concentrations. Paul Horwath

Revisions were submitted based on an error in the survey data used for the May report. The calculation of direction and gradient was removed from all relevant reports, and the text of the May 2007 report revised to indicate no direction or gardient was reported for the event. 2/27/2009 Document, Report, or Work plan Review - other Reviewed the December 2008 Rebound Test and Monitoring Event Report, dated January 2009 from MWH for Paul Horwath, and provided him a summary of the report for his review and oversight. MW-1 detected Benzene and DRO below the groundwater cleanup levels during this monitoring event after a year of non-detects for Benzene and DRO. All other wells have remained below the groundwater cleanup levels since 2001. Based on the results of the rebound test an additional sampling of the wells is recommended for this site in order to determine if the contamination at the site has been affectively been addressed. The findings of the next sampling event and evaluation of the detailed report to be submitted to the department in the first quarter of 2009, will determine if the site should be considered for a Cleanup Complete with Institutional Controls. 4/24/2009 Update or Other Action ADEC received a closure request report from MWH on March 27, 2009. Upon review of that report, an e-mail response was sent to MWH informing them that the treatment systems should remain turned off, and another groundwater sampling event should be performed in September or later in 2009 in order to determine if the groundwater quality at the site remains below ADEC GW cleanup levels with the Air Sparge and SVE treatments systems turned off for a period of eight (8) or more months. Upon receipt of that GW quality sampling and analysis report, ADEC will revisit the request for site closure. Paul Horwath

12/16/2010 Document, Report, or Work plan Review - other Reviewed the September 2010 Rebound Test and Monitoring Event Report, dated November 2010, from MWH. During the September 2010 monitoring event DRO groundwater contamination was detected at 1.56 mg/L within monitoring well MW-1. The other two monitoring wells tested did not detect any of the analytes tested for. The results of the rebound test indicated that very low levels of contamination are being removed by the system; therefore the continued operation of the in-situ remediation system at the site would be of limited value. The four groundwater monitoring wells (G-1, G-2, MW-1 and G-6), four air sparge wells (AS-1 through AS-4), seven soil vapor extraction wells (SVE-1 through SVE-7), one vapor stripping/circulation well (VSC-1) and associated piping was decommissioned on August 30 through Septembeter 1, 2011 according the ADEC Monitoring Well Guidance dated February 2009.
