Problems/Comments

A 25,000-gallon regulated diesel underground storage tank (UST) and 12,000 cubic yards of contaminated soil were removed in 1991. The 1991 Narrative Summary and Analysis Summary notes "extensive contamination" on the north side of the tank at the water table (9 feet below ground surface (bgs)) and on the south side of the tank at 0-5 ft bgs. Contaminated soil remains around the utilidors and under the building. 1991 soil sampling from the excavation area yielded total petroleum hydrocarbons (TPH) up to 1679 ppm and xylenes of 18,000 ppm. Two groundwater samples from the excavation area yielded "no significant BTEX" and "non-detect TPH" (more specific results were not given). This site is separate from nearby Installation Restoration Program (IRP) site WP32 (various solvent and petroleum spills). Several contaminated site files are associated with Bldg 231. Please note that UST-93 (file 107.26.018) does not have its own database entry. UST-93 was closed in 1992 after soil sampling found no detectable contamination. UST-93 was a 250 gallon tank holding gasoline, and was removed from the site after sampling.

They would like to conduct an 8-day pump test of 480,000 gallons to see if the water supply is adequate. Staff informed Eielson that the groundwater is likely to be contaminated as residual contamination remained in the soil after the removal action. 9/22/2006 Update or Other Action DEC received another request from Eielson regarding the fire protection well. They requested to pump the water into a lined holding pond and test the water from the well and pond. DEC informed Eielson that there would be several requirements for dewatering (monitoring of the plume, monitoring of the water supply well, placement of the well upgradient the site, etc.). 9/28/2006 Update or Other Action Staff discussed the planning of site characterization efforts at this site. Eielson is putting in a programming document to install 5 to 10 wells at the site to delineate the contaminated groundwater and determine the direction of groundwater flow. It sounds like the project is likely to occur. I recommended that they also install a well upgradient of any contaminated groundwater and determine (through modeling, field data, etc.) the distance the well would need to be placed from the source area in order to not impact the well. The site would need to be monitored during the pump test. I reviewed IRP site ST10 (ADEC file number 107.38.064/Hazard ID 336), where they installed a fire protection well in 2004. 2/28/2013 Exposure Tracking Model Ranking Initial ranking with ETM completed for source area id: 78096 name: 25,000-gallon UST. This is an auto action that was triggered by an administrative fix to correct reporting problems in the Unranked Sites Report. 3/4/2013 Update or Other Action Staff reviewed the Draft Source Evaluation Report for Multiple Sites at Eielson AFB, of which Facility 2316 is a part. In a letter dated March 4th, 2013, ADEC noted that the report does not meet the requirements of a Release Investigation, nor complete a full Site Characterization under State regulations. The letter also notes that completed sampling has thus far been limited, and that there are still data gaps to be addressed. Specific to facility 2316, sampling detected DRO in the soil and groundwater above screen levels. Additionally, groundwater levels are very high. Hannah Harrison

In 2012, 13 soil and 3 groundwater samples were collected and analyzed for DRO, RRO, GRO, VOC, SVOCs, and metals. To evaluated the presence or absence of contamination south of building 2316. 3 COPCs (Contaminant of potential concern) DRO, Arsenic, and Chromium had levels that exceeded current MCL (Maximum contaminant level) or ADEC soil levels. GRO, DRO, RRO, Benzene, Naphthalene, 2-Methlynaphthalene, Pyrene, Arsenic, and Chromium (total) ass exceed cleanup levels in groundwater. Additional field work is expected in the 2014 field season. 6/13/2014 Update or Other Action On April 23, 2014, the Alaska Department of Environmental Conservation and the United States Air Force reached agreement on the State-Eielson Air Force Base Petroleum Site Restoration Agreement (Two-party Agreement). This agreement was established to perform any necessary assessment, monitoring, remediation and cleanup determinations for petroleum contaminated sites at Eielson Air Force Base. This site was identified as a petroleum contaminated site requiring a response action and its cleanup will continue under Alaska regulations, following the procedures established in the agreement.
