Shannon and Wilson, Inc. report, "Preliminary Hazardous Waste Site Evaluation, proposed Minnie Street Connector, Fairbanks, Alaska" found no prior documented spills or releases at this site. 12/1/1990 Update or Other Action (Old R:Base Action Code = SI - Site Investigation). DOT contracted Shannon and Wilson, Inc. to investigate site for proposed right-of-way. Their report, "Final Report: Illinois Street and Minnie Street Connector Hazardous Waste Field Investigation, phase II" dated 12/90 reports 3 soil samples from groundwater well had TPH levels exceeding 100 ppm with a range of 8,570 - 15,600 ppm. A water sample from the same groundwater well had BTEX concentrations of 880 ppb benzene, 8,100 ppb toluene, 5,000 ppb ethylbenzene, and 59,000 ppb xylene. No PCBs, herbicides, or Halogenated Volatile Organics were detected in surface soil samples, although elevated levels of arsenic and mercury were detected (182.5 ppm and 20.2 ppm respectively). Estimates based on many assumptions and recognizes that information concerning extent of contamination is limited. 11/13/2006 Update or Other Action ADEC received the Groundwater Monitoring report for the Sourdough Express site. Travis Peterson install a drive point to the north of AR47. Results of the NW-1 were below ADEC cleanup levels for DRO, GRO and VOCs except for PCE which was 5.33 ug/l. An upgradient monitoring well was sampled (MW-4) as well. The results showed detections of many compounds below ADEC cleanup levels except for DRO which was 1.64 ppm. Deborah Williams
11/20/2006 Update or Other Action The Sourdough Express petroleum contamination has been dealt with under the leaking underground storage tank site 102.26.043. The 1990 surface soil samples that were collected SS-8 on the property to the north of Sourdough Express that had elevated levels of arsenic and mercury is currently owned by Alaska Railroad Corporation. I changed the landowner to reflect the current landowner information. I changed the RP to RP not identified. Tamara Cardona-Marek
12/21/2006 Institutional Control Record Established The conditions for the closure are the following: 1. A Notice of Environmental Contamination shall be recorded with the State of Alaska Recorder’s Office that identifies the nature and extent of the contamination remaining on site and any site specific conditions attached to the property. 2. An institutional control will be listed on the ADEC database identifying the nature and extent of the contamination remaining on site and any site specific conditions. 3. In accordance with 18 AAC 78.274(b), ADEC approval must be obtained prior to any proposed transport and/or disposal of soil or groundwater from this site. 4. No groundwater wells shall be installed on the property without the prior review and approval of ADEC. 5. Any proposed excavation in the former diesel tank excavation area requires the owner and/or operator of the site submit a plan to ADEC for review and approval before soil is excavated. 12/21/2006 Conditional Closure Approved Based on the information provided to date, ADEC has determined that cleanup efforts have been effective in reducing the contamination at the site. There is residual soil and groundwater contamination remaining on site in the area of the former diesel tanks. However, the site specific conditions established in this decision document (if complied with) will ensure the remaining contamination does not pose an unacceptable risk to human health or the environment. 9/11/2007 Update or Other Action EPA (UIC Program) informed DEC that Sourdough Enterprises (Jeff Gregory) sent a signed statement indicating the fluids collected in the floor drains are stored in holding tanks and then periodically discharged on site (ie. gravel driveway; east of the building or parking area). EPA approves the discharge of this water per email from EPA (Chris Bellovary) and concluded that no UIC wells are present on site. Tamara Cardona-Marek

3/24/2008 Update or Other Action This LUST site also includes contamination with mercury and arsenic once identified during the Minnie-Illinois Connector hazardous material investigation done by DOT in 1989. A separate CS site was created and deleted. Currently site IC's include tracking of contaminated soils containing arsenic and/or mercury. Contamination was originally found in soil on the Southwest corner of the Sourdough Express property. Tamara Cardona-Marek

Description Details
Excavation / Soil Movement Restrictions Any proposed excavation in the former diesel tank excavation area or the area previously sampled for the Minnie St. Connector (Southwest corner of porperty) requires that the owner and/or operator of the site submits a plan to ADEC for review and approval before soil is excavated.
Groundwater Use Restrictions No groundwater wells shall be installed on the property without the prior review and approval of ADEC.
Advance approval required to transport soil or groundwater off-site. In accordance with 18 AAC 78.274(b), ADEC approval must be obtained prior to any proposed transport and/or disposal of soil or groundwater from this site.
Periodic Review Contact the RP every three years starting in Spring 2012 to verify that site conditions have not changed.
