Leaking Underground Storage Tank Corrective Action Underway |
DEC approved a work plan to spread stockpiled soils onsite and to hydroseed spread soil to minimize erosion. Soil spread and hydroseeded summer 2003. The site was approved for inclusion in the State Financial Assistance Program and these activities were covered under that program. Staff is expecting a work plan for final site investigation with intention of achieving NFRAP status. |

ADEC received the Site Closure Report for the Goldstream General Store. The contaminated soil stockpile (600 cubic yards) has been adequately remediated. Although benzene concentrations slightly exceed the most conservative ADEC Method 2 Soil Cleanup Levels, permafrost has been documented at the site. Therefore, migration to a potable aquifer is not anticipated. Petroleum hydrocarbons or related constituents have not been detected in the on-site water well. Soil gas sampling was not successful at the Site due to the presence of permafrost at a depth of 2 feet bgs. ADEC considers permafrost to be an impermeable layer, and therefore no exposure through indoor air inhalation is anticipated. |

The institutional controls include the following: A deed notice is filed at the Fairbanks Recording District regarding the contaminant concentrations at the site for soil contamination that exceeds ADEC cleanup levels. A notice will also be entered into the ADEC’s Contaminated Sites Database.
In accordance with 18 AAC 75.325(i), ADEC approval will be obtained prior to removal and/or disposal of soil or groundwater from this site to an off-site location.
In accordance with 18 AAC 75.380(d)(1), additional investigation and cleanup may be required if new information is discovered which leads the ADEC to make a determination that the cleanup described in this decision is not protective of human health, safety, and welfare or the environment. |
