Problems/Comments

Monroe Tank is a 273,000 gallon above ground storage tank located on privately owned lot 71 of the Kennicott Subdivision north east of the Kennecott Mine power plant. Soil in the area is contaminated with petroleum. Soil samples near the tank had total petroleum hydrocarbon (TPH) ranging from 3,500 to 120,000 mg/kg. Samples around the fuel pipeline had TPH ranging from 240 to 320,000 mg/kg and 250,000 mg/kg of DRO in the one sample where DRO was analyzed. These soil samples were collected in 1992. The AST on the property was drained and cleaned in 1997. Approximately 26,660 gallons of fuel identified as Bunker C or similar fuel was contained in the tank before draining.

Work was begun at the site before ADEC had the necessary time to review, comment, and correspond to approve the RI SAP. ADEC requires further characterization from what is detailed in the SAP, to be conducted at a later date. A detailed CSM needs to be completed to understand the data gaps to fill in future years.
