Problems/Comments

During October of 1994, three USTs (diesel, gasoline and jet fuel) from Area A, located just beyond the southwest corner of the former aircraft support building were removed. In October 1995, one gasoline UST and one diesel UST were removed from Area B, which is east of the aircraft support building. At this time, two gasoline and one diesel UST were installed in Area C, southeast of the aircraft support building. Approximately 350 cubic yards of contaminated soil were excavated during the combined tank activity and moved to the 5472 Mail Trail property. In 2008 the three Area C USTs were subsequently removed and an additional 70 cubic yards of contaminated soil was transported to the Mail Trail property. Subsequent reporting indicated that surface and sub-surface contaminated soil delineated by field and laboratory samples were removed. Groundwater contamination reportedly remains near the former aircraft support building and monitoring programs have been inconsistent and inconclusive.

9/13/2006 Document, Report, or Work plan Review - other July 2006 Groundwater Monitoring Report received. Four monitoring wells were installed on this property in 2000. MW-1, and MW-3 were not viable during the 2006 sampling event; both wells contained DRO contamination above MCLs when first sampled (9.95 and 11.0 mg/L). MW-2, and MW-4 were sampled in July 2006. MW-2 dropped from 2.05 to 0.92 mg/L DRO. MW-4 rose from 1.59 to 1.73 mg/L DRO during this same interval. DRO was the only contaminant of concern at this site. Recommend replacing MW-1, and MW-3. 1/2/2009 Site Characterization Report Approved Received excavation report for UST area C- one 10,000-gallon diesel UST, and two 15,000-gallon gasoline USTs. Ten soil samples and one groundwater sample collected. Results indicate groundwater is contaminated with DRO 9.22 mg/L. 70 cy is stockpiled on Everts property on Mail Trail Road. Samples from stockpile indicate DRO up to 2990 mg/kg. Recommend- gw monitoring summer 2009 including possible need to sample for lead scavengers and remediation plan for stockpile. Neal Everson

DEC requested additional data on groundwater gradient and direction. DEC also inquired if the stockpile was sampled in 2009. 8/1/2013 Document, Report, or Work plan Review - other Received the August 2013 Groundwater Monitoring Well Report. Between June 2008 and August 2013 five groundwater sampling events were performed on five wells MW-1 through MW-5. The observed contaminant levels appear to remain relatively level. All five wells contain detectable levels of DRO, however only MW-2 and MW-3 exceeded MCLs for DRO in several of the sampling events. MW-2 was slightly beneath the DRO MCL in the 2013 sampling event, but sampling frequency has not been enough to have confidence in decreasing trends. Benzene and GROs were detected only in MW-3 and never at levels exceeding MCLs. BTEX and GROs have not been detected in wells besides MW-3. Robert Burgess

DRO has continued to exceed CULs in all but the 2017 monitoring event for wells MW-2 and MW-3. Recommendations in the report for future cleanup action include conducting an additional groundwater monitoring event in 2018 and a well elevation survey. The DEC requested that the consultant evaluate if PAH and VOC sampling is necessary to demonstrate that current CULs are not being exceeded and to provide status of the contaminated soil stockpiled at 5472 Mail Trail Road. 10/1/2021 Document, Report, or Work plan Review - other ADEC project manager reviewed a Corrective Action Work Plan proposing soil sampling to document final site conditions within the footprint of the former soil stockpiles that were located at the 5472 Mail Trail Road Evert storage yard property in Fairbanks. These stockpiles resulted from contaminated soil that had been excavated from the former FAI Block 3 Lot 1 and Lot 11 that had been leased by Everts. Shawn Tisdell

6/21/2023 Meeting or Teleconference Held DEC project manager met with Everts Air Ground Operations manager to discuss four active contaminated sites including this one, which Everts is the responsible party. The general site cleanup process and site closure decision milestones were discussed. Contaminated soil stockpile management was discussed. A request was made by the DEC to determine current conditions of monitoring wells at each site and to develop a work plan for each site that leads towards site closure milestones. Shawn Tisdell
