Problems/Comments

Previous environmental work at the subject property has included the closure of two underground used oil tanks, the closure of two underground fuel storage tanks, and the removal of one Class V injection well. All three systems were located on the east side of the building. The four former underground storage tanks (USTs) were removed in August and September 1994, and the injection well closure was accomplished in October 1994. Petroleum contamination was observed at the base of UST excavations, and sheen was observed at the groundwater table. Additional subsurface investigations conducted in 1995 (including monitoring well & temporary well point installations) indicated that a plume of hydrocarbon impacted groundwater exists beneath the site and appears to be situated beneath the building, likely origninating from one or more of the former source areas.

Report indicates sampling occured 27 August 2014, when groundwater was approximately 2 to 3 feet above normal levels for this time of year. Concentrations of COCs increased in some wells (from 2013 sampling activities), but decreased in other wells. New analytes (below groundwater cleanup levels) were also detected in some wells. Moniotring well MW-1 still contains GRO, toluene and ethylbenzene above groundwater cleanup levels. Concentrations of COCs increased in some wells (from 2014 sampling activities), but decreased in other wells. Monitoring well MW-1 still contains GRO and ethylbenzene above groundwater cleanup levels. Groundwater gradient and flow direction data is being collected with pressure transducers and have been recording data since August 2015 and will continue until August 2016. The extent of groundwater contamination will also be fully delineated with the data collected. Request was made for future sample events be reduced to once every three years. 11/3/2016 Document, Report, or Work plan Review - other DEC reviewed the Groundwater Gradient Site Characterization Report as submitted by TPECI for information regarding flow direction and gradient. Four groundwater monitoring wells were measured daily using pressure transducers reporting through data loggers for the period October 6, 2015 to August 22, 2016. The data loggers recorded water pressure in each well once daily. Surveyed elevations of the wells were compared with the pressure transducer data. Both indicate the groundwater flow direction is predominantly toward the west,and seasonal changes in gradient fluctuates more than groundwater direction. Laura Jacobs
