Problems/Comments

There are two areas of concern at the Bartlett Cove site, the Former Tank Farm site and the Utility Building site, located approximately 500 feet apart. The Former Tank Farm site had multiple underground storage tanks (USTs) used to store diesel and gasoline. Based on inventory control data, a loss of approximately 20,000 gallons of gasoline was reported in 1980. A quantity of diesel was also released, but the amount and date of the release is unknown. The Utility Building site included a power plant and generators. In 1991, approximately 3,000 gallons of diesel fuel spilled from a leak in the fuel return line beneath the generator floor slab. Initial site characterization activities in 1992 identified soil and groundwater contamination at both sites. The USTs at the Former Tank Farm were decommissioned in 1999, and replaced by the current UST system at the Utility Building site. Approximately 3,000 cubic yards of petroleum contaminated soil was excavated and incorporated into asphalt when the USTs were removed. Air injection/vapor extraction systems were installed at the Former Tank Farm site and the Utility Building site in 2000 and operated until 2011. Annual groundwater monitoring continues at this site.

2/11/2009 Update or Other Action GW sample results from Aug 08 monitoring event show a dramatic decrease in DRO from 118 mg/L (Nov 07) to 10.8 mg/L at MW-12 at the Utility Building Site (PPS). MW-16 stable at 1.65 mg/L DRO (1.58 mg/L, Nov 07). Another monitoring event took place in early December and Oasis was to provide a final report for both sampling events, along with the remediation system upgrade recommendations, soon after that. 11/22/2017 Document, Report, or Work plan Review - other Approved Final 2017 Monitoring Well Installation and Groundwater Sampling Report for Bartlett Cove Former Tank Farm and Utility Building. The report details the installation of two new monitoring wells coupled with soil analyses from the installation borings and the groundwater monitoring of new and established wells. The results of the soil sample collected at MW22 documented GRO,DRO, xylenes and PAHs above cleanup levels in soil at 17 feet below ground surface (within the smear zone). The groundwater monitoring documented the continued presence of DRO and PAHs above cleanup levels on the north side of both the Former Fuel Tank Farm and Utility Building. Total aromatic hydrocarbons (TAH) and total aqueous hydrocarbons (TAqH) were also documented above cleanup criteria in the monitoring well located closest to Bartlett Cove. A Mann-Kendall analysis indicates that none of the monitoring wells analyzed showed an increasing trend of contamination. DEC concurs with the recommendations to continue groundwater monitoring for DRO, PAHs, TAH, and TAqH, with the addition of volatile organic compounds (VOC) sampling. Archaeological resources in the area prevent the excavation of contaminated soils. Gretchen Caudill

10/30/2020 Document, Report, or Work plan Review - other DEC provided comments for the Draft 2020 Groundwater Sampling Report. At the FTF site, VOCs exceeding cleanup levels included naphthalene, 1,2,4-trimethylbenzene, and 1,3,5-trimethylbenzene in three wells. Two of these wells also showed DRO above cleanup levels, and one showed an additional exceedance of 1-methylnaphthalene. The report recommends that these wells be sampled annually, while others will be sampled every three years starting in 2022. At the UB site, two wells had naphthalene and DRO exceedances. Concentrations in UB-B12MW indicated potential presence of LNAPL. Three wells at the UB site will continue to be sampled annually, while others are scheduled to be sampled next in 2022. No total or dissolved lead was detected above cleanup levels in any well sampled. The report recommends ruling out lead as a COC. Comments recommended porewater sampling for DRO near UB-B16MW, as well as clarification for wells sampled. Tim Sharp
