Problems/Comments

In 1994 Shannon & Wilson conducted a regulated underground storage tank (UST) closure by removal site assessment on the eastern shore of Swan Lake at 611 Lake Drive in Sitka. The 1995 SA Report states that two USTs were found to have leaked gasoline and diesel contaminating surrounding soil and groundwater. The tanks formerly belonged to the Federal Emergency Management Agency; current land use is the KIFW radio station. Subsequent investigation by the Corps of Engineers of groundwater showed DRO impacted soil and GRO and DRO impacted groundwater - but Corps claimed that this was due to matrix interference on the sample results due to high peat content of underlying soils. Matrix affects aside, the fate of the large amount of fuel that leaked out of the two tanks remains undetermined.

12/30/2011 Potentially Responsible Party/State Interest Letter DEC potential responsible party State Interest letter was sent to Department of Homeland Security to advise the agency that a contaminated site has been identified on the eastern shore of Swan Lake at 611 Lake Drive in Sitka, Alaska for which the agency may be financially responsible. Alaska Statute Title 46 authorizes the State to respond to this pollution incident and to take appropriate action to minimize damages to human health, safety and welfare or to the environment. Under Title 46, the owner or operator may be held financially responsible for any actions taken by the State. The Corps of Engineers have undertaken response actions approved by the department in accordance with 18 AAC 78.230 – 18 AAC 78.280 and 18 AAC 78.600 – 18 AAC 78.625. Bruce Wanstall

6/6/2012 Site Visit DEC held a meeting with the KIFW Station manager to describe the historical UST release that was identified in November 1994 by the operator FEMA and the ensuing cleanup process and groundwater monitoring that followed. The objective of the meeting was to discuss the potential for closing the site cleanup and that may require restricting the installation of water wells on the property. 6/29/2012 Cleanup Complete Determination Issued Contamination remains on site above established default cleanup levels; however, DEC has determined there is no unacceptable risk to human health or the environment. Therefore this site will be issued a Corrective Action Complete subject to Institutional Controls. This determination is in accordance with 18 AAC 75.276(f) and does not preclude DEC from requiring additional assessment and/or cleanup action if future information indicates that this site may pose an unacceptable risk to human health or the environment. Notice of Environmental Contamination A 1994 underground fuel tank system closure by removal and cleanup addressed the majority of contamination resulting from a historical fuel release; however a small volume was left under the generator building. Soil and groundwater investigations since then indicate that remaining hydrocarbon contamination is limited. Groundwater monitoring shows that levels have steadily declined and the only contaminant remaining above criteria as of 2007 is benzene at 0.010 mg/L in well AP-328 at the point of compliance near Swan Lake, and a soil concentration of 740 mg/kg DRO near the generator building. A site figure of the property is included as Attachment A designating the area of residual soil contamination.
