9/23/2000 Update or Other Action The Alaska Soil Recycling (ASR) faciltiy sent a letter to Clearwater Environmental that indicated that ASR received 188.08 tons of petroleum impacted soil from the Tooksok Bay site and that the soil had been treated. Post-treatment analysis indicated the treated soil met Level A cleanup levels. Scott Pexton

7/26/2001 Update or Other Action Received Interim Removal Action Report (Volumes 1 and 2) prepared by Clearwater Environmental, Inc. A total of approximately 150 cubic yards of DRO contaminated soil was removed and stored in 55-gallon drums for transport to the Alaska Soil Recycling thermal treatment facility in Anchorage. Confirmation soil samples collected from the excavated areas were reported with DRO concentrations in five samples ranging from 4,800 to 12,000 mg/kg. Scott Pexton

As explained in the comments on the draft of this report, the samples analyzed for total organic carbon are not representative of the soil where the contamination was detected. To be able to calculate an alternative cleanup level (ACL), the soil properties must be determined in an uncontaminated area that has similar soil properties. The report presents risk for the old diesel release based on data from the new Jet A release. Cleanup levels for each source area must be calculated and presented separately. 5/3/2013 Site Characterization Report Approved Final Toksook Bay Federal Scout Readiness Center, Data Gap Investigation Report, April 2013 The report recommends alternative soil cleanup levels based on the aliphatic/aromatic split determined by the Washington EPH/VPH methods. The total DRO based on this is 10,962 mg/kg for the main source area and 10,621 mg/kg for the 2011 source area. These values are calculated from the ingestion cleanup levels of 4100 mg/kg DRO aromatic and 10,000 mg/kg DRO aliphatic. ADEC has no objection to the use of these cleanup levels. Confirmation sampling will be necessary to show all three levels,(total DRO by AK102, DRO Aromatic and DRO Aliphatic) are met for each site. Debra Caillouet
